housing use. so, that beg the question of under what circumstances would the planning department need to be aware of that type of conversion. and i think the staff did a great job of pointing out there are only three limited circumstances. one is with the exemption from inclusionary housing requirements is taken advantage of. the other is the f.a.r. bonus, but that's only available in two of the c3 voting districts. -- zoning districts. the other is the exemption from the dwelling unit mixed requirement. that is a limited number of zoning districts as well. and i do appreciate that supervisor kim's office is clarifying the intent of the legislation in that regard, but quite frankly that's not the way it's currently drafted. a few other things i want to be clear as to what the legislation currently requires. it requires every entity that owns, operates or controls student housing to file an annual report with very extensive and proprietary information about all of its student housing, including exi

the housing division cited 423 violations of the san francisco housing code in this one building and issued 20 notices of vielsz, 14 orders of abatement on the title of the property and fined the owners 42,800. this department took a leadership role by referring, supporting, and financing the litigation through the city attorney's office against the property owner which finally resulted in a settlement of $135,000 in civil penalties. and we also know that similarly that a similar instance like this happened also in district 10 and supervisor molina cohen's district as well. i think many of us came into the work of public service to fulfill the government's mission in areas like this, to ensure that we are really protecting, defending our most vulnerable residents, and helping property owners to follow the law. and so this particular case of september 12 of this year, all the violations have been corrected and the building has been restored to a livable state for 48 families that reside on this property. so i want to take this time and acknowledge the members of our city family that a

in the house. it is up to the speaker to let the vote occur. >> mr. president, the republican leader. people focus on what happened in the house. i would like to focus on a press conference that congressional democrats held just a few hours earlier. here were the leaders of the democratic party, here in the senate. these are the folks with the greatest responsibility for protecting the american people from a massive tax hike coming in january. and what do they do? they stood in from the cameras and laughed. they giggled and a bunch of bad jokes and told american people did not plan to do anything this week. nothing. absolutely nothing. democrats in the house without the would not vote for this bill. majority leader vowed he would ignore it if it made out of the house and land in the senate. the president vowed he would veto it if it made out of the senate. democrats spent all day yesterday and, literally all day yesterday defeating a bill that would commit current tax rates permanent for more than

and it turns out that the house itself, john boehner's house, the thing he is in charge of, couldn't bring itself to vote on it because they were going to lose their own wish list. with food being brought in to the capitol in anticipation of late-night votes tonight, the house unexpectedly went into reset. this was unplanned. they passed one conservative wish list bill with cuts for food stamps and meals on wheels. they passed that. but not by much. and not by enough to make john boehner think that he could pass the rest of this supposed plan b thing that he was working on. 22 republicans voted no on their own party's plan. and then the house republicans just suddenly gave up, turned off the lights, and announced they were going home for christmas, they considered themselves to be done. nobody knew this was coming. speaker boehner issued this statement by way of explanation. he said, "the house did not take up the tax measure today because it did not have sufficient support from our members to pass." this whole episode has been like watching a puppy having a frenetic random action pe

that was the will of the house. unless the president and congress take action, tax rates will go up on every american taxpayer and devastating defense cuts will go into effect in ten days. the house has already passed bills addressing the fiscal cliff. passed a bill and replacing the president's sequester with responsible spending cuts and did it last may. we passed a bill to stop all the tax hikes on the american people scheduled to take effect january the 1st and we did that on august 1st. and we propose plans over and over again, the democrats used to support and now they won't. i don't want taxes to go up. republicans don't want taxes to go up. we only run the house. democrats continue to run washington. what the president has proposed so far simply won't do anything to solve our spending problem. he wants more spending and more tax hikes that will hurt our economy and he simply won't deal honestly with entitlement reform and the big issues facing our country. we need significant spending cuts and real tax refor
