with the way that lafco -- when we originally set set up lafco to work on clean power sf and especially get at the beginning of 2007 and what we needed from lafco and i believe the intention we needed somebody on task for clean power sf itself that could approach the sf puc on many occasions the sf puc wasn't thinking outside of the box on this to put it politely, and we need someone, and i think we will need someone well versed in local distributive generation, the dynamics of financing clean energy and clean energy over the next year so we can take the build out work that is looking promising and realizing for reasons for saving the planet and economics that we must do this local build out. it's not really something that we can debate. we need -- so whatever you do with these positions we would hope that you still end up with two positions and one position could be carefully dedicated to somebody with a lot of expertise on local distributive renewable and generation and efficiency so they can help us dive in with sf puc and make sure we're getting the sf puc hour enterprise to push th

commission secretary would call the roll for the sfpuc so that ey could vote on this agenda item for lafco it was just a discussion item. >> thank you. commissioner vietor. >> yes and i appreciate all the public comments that have been made and the comments too from this body and all of the work that the puc has done. i have been on the public utilities commission for four years plus and i know this cleanpower sf issue -- i think it's been eight years, nine years in the coming, and when i came on there was really this sort of sense that the puc wasn't stepping up, that the city didn't care that we weren't moving quickly enough and he we are at this opportunity to really move things forward. i think it's really remarkable and i think we all now recognize with hurricane sandy, with the inclement weather and the winter we're having now that climate change and renewable power and local energy provision is paramount and we need to main ain and amplify that commitment as a city. i also continue to have my eye on the prize of the local build out and the promise of that because i think not only is

we also are in working constructively with lafco in their advisory role to the board in implementation our cca program we are operating under a memorandum of understanding with lafco that describes the roles and responsibilities of our respective staff and we expect that as we get to actual program launch we will come back to you with a new mou that describes our ongoing relationship at the time. the mou we're operating under this point is expired but i think we're both comfortable to serve those roles until the program takes better shape and we can then revisit roles and responds with that information in hand. then the other item i wanted to make mention of by way of update is some of our activities at the california public utilities commission. we did go forward with the filing of our revised implementation agreement, implementation plan at the california public utilities commission. it is under review there and we expect it to be certified by their executive director before the -- by january. we have seen a proposed decision from the california public utilities commission that imple

. >> so this is the opportunity for the public to comment on the jurisdiction of lafco not on the agenda and any future agenda items. >> eric brooks local green party and local grass-roots organization our city. since the love fest began i would like to continue it. especially on clean power sf members of the advocacy community we were looking at -- felt like down a barrel of the gun when we got to the september vote on this and we weren't sure what was going to happen and supervisor olague stepped in and we went to her on clean power sf we did not have to do any convincing. we were meeting with a supervisor that knew the issue well before we walked into her office and understood the issue of renewables and efficiency and all of it in detail and what that did it freed up the advocates to go to supervisors that had concerns and focus on them because we had you supervisor olague and others as strong anchors so we didn't need to worry about our base and that enabled us to get eight strong supportive votes this measure which was absolutely critical and i usually don't join in love fests like

. >> the lafco committee that has been established all over california have an very important role to play, and there is a channel 108 that shows the deliberations of the lafco and what happens in sacramento. here in san francisco we just take it for granted when we get our hydro electricity and when we get our hetch hetchy water delivered to our taps, and i think it's high time because how the rich folks at one time went to congress and dammed hetch hetchy to get the water here that we pay attention to the poor folks, the farmers who today most of them have to drink contaminated water and if they have money they have to drink bottled water. this is in california. now, we in san francisco we just take things for granted, so when we talk about clean energy, when we talk about water, when we talk about anything where the taxpayer pays money let's not take things for granted without having empirical data we have this habit that we can just spend the tax payers money. i know farmers in the mid-west who are paid not to till the land while half the land they grow corn which when the final p
