i'd like to ask supervisor mar to present first. >> supervisor mar: thank you, president chu. colleagues, we have a 90-year-old san francisco institution that i'd like to commend today, and cynthia huey is here from the clement street merchants association, if she could come forward. i'm just very proud to work so closely with the clement street merchant association celebrating their 90th year this year. it's an organization that's been working hard to revitalize the richmond district, especially in the past few months as new leadership has emerged. the clement merchants association represents diverse businesses from a variety of cultural backgrounds that makes clement street stand out from other commercial districts. it's one of the most diverse places. i moved there in 1984 to second avenue and clement. it was considered the new chinatown but it's so much more than that. it's a gateway for many different types of newcomers but also businesses. this year, the clement street merchants celebrate their 90th year of outstanding service to the small business community to the whole

: mar -- where you fall on the political spectrum? supervisor mar: definitely strong support for small businesses. some have said that in a progressive, and though i do not like the term to much because i think it always boxes in, i have always considered myself as having progressive politics because i believe in a vision where people have their needs met. i believe in equity. when people have special needs, we should be considerate of that. i also feel that working families and the lowest income populations should have a safety net. we should have human rights and equality and civil rights for people as well. i am very proud of being a progressive. >> what do you think are some of the biggest issues facing san francisco? >> right now, there are so many people out of work the local hiring and jobs and creation of new jobs, whether it is in a high-tech economy with twitter and other types of work force issues moving forward and businesses moving forward to creation of construction that local residents have a good shot at jobs. the john

and supervisor mar, i think you talked a little bit about the 2006 surgeon general's report. one thick that was in the report, even short term exposure can be dangerous to cardiovascular health. in addition to sending out letters to the building land lords and managers what our department plans to do is to do two mailings because there will be first the apartment owners with 50 or less units who will be phased in as the first phase, so we'll do a mailing to notify those owners and then subsequently on second mailing to inform the other apartment owners of the larger units and we also plan to have a web site with questions and answers and provide technical assistance. so in this way we can increase the land lords' awareness and education and really continue to have a dialogue about second hand smoke in multi unit housing. >> thank you so much for all the great work on this. so, colleagues, if there are no other questions, let's open this up for public comment. we have a number of tenant reps but also speakers from the apartment association and others so i wanted to first call

supervisor mar, you've already basically explained what the ordinance would require and i would just like to add that over the years as the public has become much more educated and aware of the dangers of second hand smoke we've been getting a lot more calls with tenant complaints about smoking and in particular we've seen a lot of people who have called like i remember we got a call from a mother with a brand new infant, seniors with lots of chronic diseases, people with hiv, people with cancer and heart disease, who had just moved into their apartment and had no idea they were going to be exposed to second hand smoke that was drifting from other units into their apartment and they were totally at a loss of what they could do. this is basically a right to know ordinance. this would inform prospective renters where smoking is allowed so they can make an informed decision and choose to decide on an all terp tiff if they don't want to be exposed to the second hand smoke. and supervisor mar, i think you talked a little bit about the 2006 surgeon general's report. one thick that was in t

supervisor mar. >> supervisor mar: thank you. i first wanted to ask if we could -- meeting in memorium for fay bingham. she passed away november 2, 2012 at the age of 91. she was born in harrison, southh dakota. she moved to san francisco and resided in richmond for at least -- for the last 56 years. she was a long time member of local 2, the hotel and restaurant workers union and worked at the fairmont hotel, and also at the st. francis hotel and ended her career at the bakery. she is preceded in death by her husband who served three years in the coast guard and 30 in the navy. fay will be missed by her two sisters in michigan plus many her neez live niece lives in -- memorial services were held on november 17. ms. bingham will be greatly missed. thank you to debby, from human services network for alerting us to the passing of ms. bingham. also i have a couple of other wanted to say that coming up on the imperative agenda is a resolution in support of small business saturday which is the saturday two days after thanksgiving. and

i want to thank supervisor mar for advocating for that. i think that's a great start. how many jobs did you say that would translate to? >> well, the commitments an annual job fair in the outer sunset and richmond. they are committed to having the two largest employers on the site, the two largest vending companies, the security company, and the beverage company who employ over 1200 patrons on-site, that they would work through that jobs fair to hire any available positions for the event. i do want to say i think the event has already employed many of the principles of local hire and planning the entertainment for this festival to have 26% of their own staff. we're based in san francisco. local 16 who actually the stagehands at the festival, over 36% of their staff are san francisco residents. but working with supervisor mar and through his leadership, we are hoping to increase those numbers as we move forward. >> did you say over 25% of the beverage and [speaker not understood] -- >> there is not a quota per se. there is rather a commitment to fill those positions thr

> in 2001 commissioner mar called for a hearing on issues affecting our most vulnerable residents. because this sector of our community is growing not just city-wide but specifically in residential hotels we thought it was timely to try to address some of the challenges that these residents face. we have been working very closely with a group of stake holders, particularly sro activists, the mission sro collaborative, the city sro collaborative, sro families united and the senior action network. they came together and produced a report in 2011 that outlined many of the issues that both seniors and people with disabilities are facing in residential hotels. it was presented to us in this hearing and along with a report, they produced a set of concrete recommendations for mitigating problems that this community faces. supervisor mar, along with co-sponsor to this legislation, committed to help implement these recommendations and this legislation is the first step in making sure that that promise is kept. this legislation is co-sponsored by supervisor olague and board president khu. it
