to run the navies. -- alone to run the navies. and both secretaries of the navy were really quite effective even though neither one of them had significant prior experience in running a navy. >> i know welds was a newspaperman, what was mallory? >> well, mallory was a lawyer. he was from florida. he had been a lawyer for salvage companies in key west that went out and salvaged the wrecks, many of them. >> there you go. >> he was chairman of the senate naval committee in the 1850s, so he did have some prior experience. but i think it was due primarily to mallory that the confederates chose this option of technological innovation. but i think lincoln and davis both had the good sense to recognize the ability of their navy departments and to let the secretaries run it. lincoln didn't have to spend anywhere near the amount of time dealerring with the -- dealing with the navy that he did with the army because the squeaky wheel gets the grease. and in the case of the union, it was the army that was the squeaky wheel. the navy was well-o

but the navy he leads faces challenges. deployments are getting longer, suicides are on the rise, commanders are being fired at near record levels, ship costs are soaring and budget cuts are coming. admiral greenert, it's an honor to have you on the program. >> thank you for having me. >> what sequestration planning are you doing? i know you've been thinking about it for a long time and where are you going to cut if you have to come up with more money as almost everybody expects as part of a budget deal? >> well, we still remain in a, if you will, a thinking phase. we will be given guidance on precisely where to take the reductions but it's relatively clear. military personnel has been exempt. we've asked for that and we got that. that's the right thing to do. it's -- sequestration is an algorithm. the deal is those directed cuts in every budget line and project. we may be given some leeway but if we are, i don't know what that is yet. that will be forth coming. the concern would be operations and paint nance. we want to be

, the union navy. the confederates had a total of about 5,000 so they are never more than 5 percent of the strength of the union navy, they were able to have a lot with that shoestring operation and i would have gone to that for just a minute i think that's an important point especially following up on your question about manpower it's important to remember that in the 19th century the navy is a world over not just american navies but the navy as a world over would take any person on board, anybody that could do what he was told was perfectly willing to be accepted into the ship's company. so that john paul jones for example during the revolution had on board a couple of americans but also irishman, scots and spaniards and africans and chinese and everything and so that was kind of the template but it was particularly true with a half-dozen or so would meet them in some islands somewhere in the bahamas and they would convert this stuff and the anguish shipyard and then invite everyone on board to join.

in the navy, etc. and these, this wave retention group revealed general dissatisfaction with the reality that women were still being assigned primarily as receptionists and coffee runners, right, and receiving assignments based on their competence and ability. and in december 1971 he sent out a let e another z gram, to all naval personnel and all flag officers in which he noted, and i quote: there is a demoralizing and disheartening activity to young waves who graduate at the top of her chat and is then -- class and is then assigned to such stimulating duties as running the ditto machine and keeping the office mess going. close that quote. he then urged his flag officers to take the following actions. one of the attitudes at work might be, quote, the professional jealousy of the male supervisor who cannot admit that the woman can do the job as professionally as her male part or the complete bewilderment of an officer who has never had a woman working for him before and doesn't know quite what to do wit

that was before the navy came in there and after the navy came in there. a lot of fishing was close to 1,000 fishing boat was grounded and it was part of our job to put them in the water again. so heavy lift cranes are absolutely mandatory to have a safe place to move them and to start working. and because as i mentioned to you before, the ships cannot be, get into the port directly, so we make, we pier side two ships floating and all transfer of the cargo was through (inaudible) as you can see we deliver that assistance to different coastal communities. we use the marines to do that so no problem. as you see in the photograph below, you can see that the only way to get it in there was with rubber boats, not any more with the lft's that you used to or we used to get into. so we act, we are participating very active for 23 days, 18 of that at sea with these numbers. and that was what we did. in terms of lessons learned, as admiral nathan said, no one is prepared for an event of such magnitude, so you have to take many things in account but with a guitar in

we greatly respect navy, marine corps and guard safety policy. cal fire has an aviation policy as well. we work cooperatively with the agencies here at the table to ensure when we are engaged in an aerial fire fighting event we are working within each other's policies. we have trained in a work around, we can do close air support with navy and marine corps aircraft, with the current system we have. would we like to improve upon it? absolutely. we have gone very high up in the organization to try and look at getting the r210 radio modified to the point where it can work on our vhf spectrums, that's one of our challenges we need to move forward with. but overall we're confident when we do call upon dod assets to integrate with civilian aircraft, the training regimen we put forth will keep aircrews safe and also have them be effective. there was a lot of questions from a political level as well as a public level. you've got aircraft sitting at north island, just launch them, get them in the fight. it was hard to explain to them that that's a very de

and we had absolutely first-class leadership in the navy. you will hear later today from admiral gary some examples of just how impressive that leadership is. the operational readiness of the fleet was a result, first of all, of having bases all around the world. but secondly because the strong program of exercise we conducted. the exercises were not only conducted on military scenarios, but we had an extensive set of exercises involved in humanitarian response. during the time i was secretary, we had a disaster response very similar to the one they're doing here in san francisco today. we bought naval forces from the united states, from russia and japan all to honolulu where we had simulated a tsunami disaster. and these three great nations brought their fleets to honolulu exercising how to respond and alleviate that disaster. well, that was then. how about now? last year the united states released a new security strategy. most of you probably have not even heard of that, but i have to tell you this was a big deal. it was one of the fifth a

powerful navy, and that that navy would be charged with maintaining the freedom of those sea lanes. we had, of course, to be concerned as to whether there would be a challenge for that. we observed that the rise and shine has more energy needs for more energy than they can produce themselves, and to maintain the economic growth which they believe is essential. we observed that the south china sea is a potential source of energy supplies for china and that there is a contention among the nations in that region as to where the ownership and rights of access are to the south china sea. and this is conceivable that china might seek to reestablish its claim there by military coercion and that could lead them into a confrontation with the united states' desire to maintain free access. the best way of avoiding that military conflict is what we should see because the military conflict with china would be catastrophic for both nations, indeed for the whole region. so, we want to avoid that. i believe the best way of avoiding that is by maintaining a -- continuing to maintain a strong naval p

in the navy our motto is -- this is big navy's motto -- a global force for good. we believe that we operate on a continuum of bringing heat and light. you are sitting on one of those platforms right now. you are sitting on this amazing lhd, the uss macon island, it can bring the heat or it can bring the light. do you want to get a little twitchy around the world and you want to sort of rattle the cage a little bit and test our will and show bravado? you don't want an amphibious group showing up off your shore. that can be a bad day for you. on the other hand, we'd like to bring the light. we'd like to bring the medical prowess, its ability to generate electricity for you, we'd like to bring its cadre of people to rebuild your churches, your clinics, your homes, we'd like to be able to bring its operating rooms and 40,000 tons of icu's and hospital beds and transports and medical evac, whether we fly you in or float you in. that's what we'd like to bring. and like everybody else in the medical business, i wake up every morning and hope the next day i'm out of a job

navy, 10 members the u.s. coast guard, where we will then partner with them and cross train them and use our techniques, reaching technical rescue and high and low rescue being demonstrated in display. we will also be having some of our u.s. navy personnel on ride-alongs with members on our ambulances, fire engines and trucks to continue with our cross training. so, it gives me great pride to be here to continue to serve as the fire chief, to welcome the military, and to say thank you to all of you. here's to an enjoyable fun-filled busy weekend. all the best, and thank you for your service.
