i'll throw something out there and i think it's interesting you mention tom coburn. because you're starting to see somewhat of a divide between elder senate republicans who have been in d.c., understand how the parlor games operate, as opposed to the house republican conference which is stedfast. we know boehner is a masterful negotiator. he's been in d.c. for over 20 years. he understands how things work. there's more folks in his conference, albeit divided who want him to hold the line. remember what mitch mcconnell did this past summer when he allowed a vote for the middle-class tax cuts to go through only the senate. didn't filibuster it. that passed. there is somewhat of a box the house gop is in in the sense that you could take the senate past middle-class cut bill and just move it forward and that would solve things if you could come up with something for the sequester as well. so you could see in theory maybe come later in december, older senate republicans folks like tom coburn, folks like lindsey graham that say look, they already passed it through the sena

tom coburn today saying he would rather raise rates on the wealthy than cap deductions. tom cole, who has been on your show many times, talking about let's just pass the 98% of the tax cut that is are noncontroversial and extend those and worry about 2% later and i think democrats look and say, well, the republican -- this is not a totally uniformed front and there's cracking and will get bigger closer to the cliff so i think that's why there's optimism but i don't think this week or next week major movement toward a deal. >> passing the 98% would take away democratic leverage. >> right. >> their only leverage to try to get the higher rates for the wealthy is to use that middle class tax cut as the bait. >> right. to say that, well, okay, if we don't do this everyone will get the taxes increased. do you want your name on that? i agree. look. i tend to believe, andrea, i watched enough of these and debt ceiling debacle/debate is they tend to make a deal. not ever pretty or early but they tend to make deals in the town. i tend to think that's where it's headed but that's l

tom coburn and dick durbin are here, and we'll turn to both of you in just a moment. but we want to start with some new information from chief white house correspondent major garrett and congressional correspondent nancy cordes who are here. i know you have both been speaking with your sources this morning, and, nancy, what's the latest? >> reporter: nora, democrats will at this point are very pessimistic that leader reed and leader mcconnell will be able to strike that deal that they were so hopeful about 24 hours ago. the two staffs worked late into the night. they trade proposals will back and forth but democrats tell us they are just still too far apart on taxes. democrats was soset the limit at $250, 000, let the tush of bush tax cuts expire for people making more than that. republicansment that limit to be higher, and they're also far apart on estate taxes. they will meet with their caucuses later today and at that point we expect they're going to tell their members they just weren't able to make out a deal on this. >> o'donnell: major, you have been talking to

tonight, tom coburn of oklahoma, a man who's been called one of the keys to reaching a real deal. >> glad to be with you. >> let's begin with this letter that's addressed to the president and comes to majority leader boehner. in this letter, he sort of lays out part of his plan. what do you think of his plan as we've laid out so far? >> i think the first thing that i heard you say is the white house is already reacted negativively to it, which is really concerning to me. look, what he offered was what erskine bowles offered as a compromise to the democrats and republicans. i'm certain if this is not good enough for the white house, we will go over the fiscal cliff because this is a compromise on taxes. this is a compromise on mandatory spending and it's a compromise on discretionary spending over what the select committee had debated. >> the details if we can and i should mention that erskine bowles put out a statement saying this -- does not represent the bowles-simpson plan, nor is it the bowles plan. in my testimony before the joint select committee on deficit reduction, i simply

i think what we heard from tom coburn yesterday actually suggests that. what we heard from tom cole previously from oklahoma suggests that as well. and you can see the texture of the deal. it is interesting, this week, of course, democrats in the house started a discharge petition on the middle income tax cuts. i think as of right now we have about 154 signatures on there. we only are to get to 218. that means you know, a bunch of reasonable republicans coming on board, signing the discharge petition, dealing with the middle income tax cuts. it sounds though that if we include -- i agree with the president. there's no way that you can get from here to there without putting a tax rate increase of a mere 4% on the highest income earners. that's what we're talking about here. preserving the middle income tax cuts, getting rid of all of the bush era tax cuts for the upper income levels and then committing to tax reform next year. sound the like a deal to me. >> bill: does the debt ceiling have to be part of that deal? >> it is ridiculous for the debt ceiling

last week tom coburn said it's preferable, cutting deductions and business leaders who support mitt romney, the head of fedex and at&t saying let it happen. the president won the election on that issue and i think you will see our republican colleagues reluctantly say 39.6. >> let me interrupt and bring in senator corker. senator schumer's right, a growing number much republicans and conservatives, not a majority, but a growing number, are saying we have to cave on tax -- on raising tax rates, not just the idea of closing loopholes. would you accept returning to the clinton rate of 39.6% or would you accept something perhaps a midpoint, 37% or starting with people who made $500,000 rather than 250? >> chris, there's a growing group of folks that are looking at this and realizing we don't have a lot of cards as a relates to the tax issue before year end. we have one house, that's it. the presidency and the senate's in the democrats' hands. i think it has merit, you give the president the 2% increase that he's talking about, the rate increase on the top 2%. and all of a sudden the shift goes

host: senator tom coburn, here's what he had to say recently -- guest: tom coburn said the exact same thing two years ago. we have long conversation, phone. he said we are trying to get to $0.50 trillion spending restraint -- $2.5 trillion. john boehner has reiterated that we have not focused on the debt ceiling sufficiently, he has said you have to cut spending if you want to raise the debt ceiling. tom coburn thought you had to raise taxes to support that. he was wrong. we got the spending restraints are written into law, because we took tax increases off the table. tom coburn went into the gang of 64 months and months and had to walk out of the room because dick durbin and the democrats were not willing to reduce spending. he had to call me and say that i was right and he was wrong. in his conversation with dick durbin he learned that we're not interested in cutting spending -- they're not interested in cutting spending. only when you take tax increases off the table -- and coburn's strategic thinking was just flawed. but after understand where the other team is coming from. if you

i believe tom coburn was right. it's time to sit down in a room, see if we can work this out. going off the cliff would be a stupid idea. >> i want you -- david brooks this morning writes this in "the new york times." republicans have to realize that they are going to cave on tax rates. the only question is what they get in return. do you agree? >> not necessarily at all, because i believe if you raise the base upon which the tax rate is applied, you can raise revenue and keep the rates where they are. >> explain that. let me stop you there. when you raise the base of which the tax rate is applied, explain what you mean. >> capping deductions so you can't use deductions to offset tax obligations. that creates more revenue but the rates stay the same. as erskine bowles commission can go down as much as from 35% to 29% at the upper level. the same thing ronald reagan and tip o'neill did in 1986. in 1986 the top marginal rate it was 70%. it was lowered to 28%. we can take that approach again. >> you know, you brought up the fact that you are in real est e estate. one of the items

i'm joined by oklahoma republican tom coburn, the senator behind this report. he has dedicated a lot of his career trying to find the wasteful perhaps programs that are in washington. he's a member of the homeland security department also. obviously the homeland security department was created after september 11 this to find ways to make us more secure as a nation. when these communities say they need this money for training purposes to be ready in the event of an attack it seems on the face of it like a good idea, right? >> well, these are called urban area security initiative grants. the whole idea was to take the top cities in america that were most likely at risk for terrorism and harden them, and help the states, and those cities, get them to a point where we had a markedly decreased risk for terrorism attacks. the problem with the administration, a lot of this money has been well spent. that wasn't the purpose of the report. the purpose of the report is to show that, number one, is we don't have any metrics or measurements to say how our money is being sp
