marijuana use is level, daily use on high levels. synthetic marijuana use also is level, but remains at a high rate, one out of every nine 12th graders. cigarette smoking is declining and is at historically low levels. alcohol use is declining, but is up a little in 12th grade. a number of the illicit drugs including some very important ones are declining. finally, bath salts have not made a serious inroad at this point. i think that is encouraging. thank you. [applause] >> before we open it up for questions from the press, we thought it would be important to ground us in terms of people must affected by the findings of the survey, and that really is our future generations. we came upon our next speaker a couple of months ago at a town forum in arlington virginia. i was so struck by his story that we invited chris to come and join us to speak briefly about his experiences and help us get a better perspective on how the impact these findings may have in future prevention efforts. and we used it -- or i used it a lot. and eventually, you know, i started -- somehow i started dealing drugs, i started, i was this ox i con tin drug dealer before -- oxycontin drug dealer before i even knew it, and, you know, started going through withdrawals of the drug. you know, the people started cracking down on oxycontin use, and it was harder to find. someone was like, hey, man, heroin is -- all of a sudden we were scientists or something. they're like it's only a couple molecules away from oxycontin, man, it's really not that different. [laughter] and i was like, okay, a couple molecules is nothing, yeah, i'll do that. and, you know, that night i shot, shot up heroin, and i remember, i remember the same moment, i kept having these moments of did i just shoot up heroin? like, what is going on? i need to stop. but i didn't want. but i didn't. and eventually my tolerance got high with that, and it's like with any drug, um, i had to steal, you know, i'm a convicted felon today because i was stealing every day to get

i believe that the greatest use of or great use of police department energy is around people who are dealing with mental health issues and mental health crisis and the crisis intervention team is really geared to responding to that great need we have here in san francisco. i am concerned personally about the use of electronic controlled weapons, tasers, especially how they could be used in a show of force, not just bringing about compliance but in a show of force on people who are mentally ill in san francisco and i think that for me it makes a lot of sense that we make our work around crisis intervention as strong as it can be. before considering, you know, use of lethal force in the department. i am not a decision maker through but this is part of a hearing from hearing from the supervisors and members of the public. we also have here, i am happy to have chief greg sure and who is here to present on this issue. he only has a limited amount of time here this morning and so i would like to call him up first to discuss his objective or his interest, the work of the department around e

thanks for sticking with us here on our t.v. seventeen minutes past the hour the pentagon has proposed supplying a high altitude spy drones to south korea the deal for up to four pilotless drone still needs congressional approval and could be worth as much as one point two billion dollars analysts niall bowie though thinks the sale could seriously antagonize north korea which is very sensitive to potential intrusions over its territory. if congress allows these drones to be sold to south korea what i think will happen is that they will use these drones to monitor the demilitarized zone so the south korean border they could also potentially be used to monitor north koreans and north korea's nuclear facilities however we have to remember that north korea is one of many times but its territorial integrity so i think will happen is if south korean drones for example penetrate north korean airspace this could potentially start a huge conflict and if you look at the results of that latest offering elections the president will let him

in to us as well, which we block. but there's a town, marshaltown, iowa, that recently did a not in our town, not in our community, article on this topic. the newspaper editor was tired of all those negative comments that come in to the newspaper because you see them under the article. at the same time in sioux falls, a town close to them, that had a suicide and the whole community came together to take a positive approach and that kind of combines the two things, looking at how we treat each other online as well as how we treat each other on the community. you can go to our wepb site and see the progression as the whole community came together, the school district, the city, the library and they all worked together saying this isn't what we want in our town and they are being very proactive. another thing is we work with students and they came up with a positive campaign on facebook that they did, we have a little film on cyber bullying where some students in new jersey came together and they called it a virtual hug.

how did we put our veterans best to use in taking care of us in a future disaster? the third thing i want to ask of you is to help us think about lessons around recovery. in the wake of new orleans, our city government started looking at how we prepare our self. and one thing we discovered was, as you all know, the relationships that exist on the ground between civilians and between our first responders, really will help to dictate our success in tackling not just our response, but our recovery. and this is why last year in my district, in the heart of north beach which i hope many of you will have a chance to visit, we set up a coordinating council, and this is a council made up of local residents, neighborhood associations, merchant groups, churches, nonprofit organizations, city officials, and first responders. the task of this local coordinating council was to figure out how do we deal with that first 72 hours and how do we recover? and we've learned an awful lot as we've developed these relationships and how do we avoid the mistakes that were made after hurrica
