cbs-5 reporter anne makovec s are now going door >>> tonight the search intensifies for a petaluma teen who vanished after a new year's eve concert in lake tahoe. cbs 5 reporter anne makovec tells us investigators are now going door to door at the horizon casino resort in state line, nevada, searching for any signs of 19-year-old alyssa byrne. >> reporter: kim byrne last saw her 19-year-old daughter on saturday when she left their petaluma home with three friends headed for a weekend in south lake tahoe. alyssa texted her parents every day of the trip until she went missing on new year's eve. >> i know that this is very much unlike her to not call or text somebody to let them know that she's okay. >> reporter: alyssa and her friends had gone to a party as that night called snow globe. this is video another person posted on youtube. alyssa took a shuttle from the party to the hotel the horizon on new year's eve. the last her friends heard from her was at about 8:00 that night. >> i'm hoping maybe she is just out there being a typical teenager and just having a great time and letting time

cbs 5 reporter anne makovec is on treasure island with the latest. >> reporter: good morning. the investigation continues. you can see the boat right off treasure island where i'm standing. the coast guard says its vessel traffic service sent a warning to the bar pilot right before the tanker grazed one of the bridge's towers. the overseas reymar hit the bay bridge on monday morning. more like a scrape actually. and according to state records, the captain, guy kleess, was involved in three previous scrapes in his career all minor. in august of 2009 his ship grounded in the sacramento river. two days later he damaged a dock at the port of stockton. and in may 2010 he was supervising a trainee on a tugboat that hit the richmond harbor -- hit the bottom, rather, in the richmond harbor. that was out of about 1100 trips he made throughout his career. >> i don't think you can go through a career without having some interaction with the bottom or other vests else. >> reporter: captain kleess passed an alcohol test. we are waiting for word on his drug test. he is on paid leave as the

cbs 5 reporter anne makovec down in san jose where neighbors and police are not too happy about this, i guess, anne, right? >> reporter: obviously not. the big question this morning, why would this mother do this? this community has gone from fear to shock to anger in the past few days. our reporter tracked down this woman yesterday but she refused to answer any questions. on tuesday, police say she told them someone tried to steal her toddler from her arm. in front of their house on dayo court and even helped police make a sketch of that man. it then put the whole neighborhood on alert. police became suspicious when canvassing the area for witnesses and surveillance video. then they got nothing from that search. so they started focusing on the mother after they learned she had a criminal history. they won't give any specks about that. they are not mincing words about it lie. >> despicable. you can't say enough about anybody who presents information like this especially when dealing with kids and to think about the lies that she created. >> reporter: so now it is going to be up to the

anne makovec on the issue that's viewed as a matter of public health by one side and a first amendment right by the other. >> reporter: opponents hope the judge will block it from taking effect, while he has a chance to consider whether or not it's constitutional. the case is on behalf of four people, including one woman who feels nudity should be protected as expressive speech. she also thinks the ordinance violates the equal protection clause by exempting some events, like the fulton street fair and the pride parade. the board of supervisors gave the ban final approval in december in a raucous meeting, at which several people stripped naked in board chambers. the ordinance is set to go in effect on february 1st, prohibiting nudity on city streets, sidewalks, plazas and other public spaces. >> freedom becomes a political statement. that's why it should be considered as political speech, not to mention freedom of expression, such as the arts, for instance. >> reporter: the city attorney's office defends the ordinance and arrests that courts have consistently upheld nudity bans against

but as anne makovec reports, not everyone is rolling out the red carpet for him, right? >> reporter: that is true. last night a committee did approve the contract but they didn't confirm that bratton is going to be the man. the council has been ordered to look at alternatives because bratton has been raising some eyebrows with comments basically in support of "stop & frisk." that is a policy that some other police departments across the country are using. bratton is the former police chief of l.a. and new york. and he is a proponent of an officer's right to search anyone if there is reasonable suspicion that the person is involved in any sort of criminal activity and with murder rates at alarming levels, we have talked four murders in oakland just last friday, the council has been considering a $250,000 contract to hire bratton and to help them out. well, protestors came to the city council meeting last night to say "stop & frisk" unfairly targets minorities. they were citing some of the statistics from new york where "stop & frisk" has been in place and that showed that

cbs 5 reporter anne makovec spoke with police and asked him why a convicted killer was ever released from prison in the first place. >> reporter: for police, this case started with a call from a murderer about 24 hours ago and today, neighbors say they are not entirely shocked. 70-year-old dennis stanworth has been in jail accused of killing his 90-year-old mother nelly. police say he called them yesterday to say what he had done. police came to his home on marshfield road in hidden brook and found his mother's body. >> awful. >> reporter: these ladies live in the neighborhood. >> we were always kind of leery of him. >> reporter: that killing was just the latest for stanworth. back in the '60s he kidnapped, sexually assaulted and killed two teenaged girls in contra costa county. he was sentenced to death in 1966 but that sentence was later turned into a life sentence. >> the victims have no rights. >> reporter: stanworth was let out of prison on parole and was registered as a sex offender with the vallejo pd since the '90s. >> i believe in truth in sentencing. the sentence was life,

cbs 5 reporter anne makovec is in the haight-ashbury neighborhood with the renewed search now for kevin collins. here on masonic and page things are back to normal. there were bones found in the duplex here behind me but the preliminary assessment is that those were animal bones. further analysis is necessary. 10-year-old kevin collins was last seen a block from here at a bus stop on oak street on the way home from basketball practice at saint agnes school in 1984. witnesses at the time say he was pushed into a car with two teenager with mohawks. police aren't saying why they are renewing the search but cadaver dogs indicated there were bones under the concrete floor of a garage here at the duplex on masonic. >> the concrete was moved and several bones were located. the san francisco medical examiner's office responded to evaluate the bones. at this time, under preliminary investigation it's determined the bones are animal not human remains. >> reporter: police said the man who lived in the house at the time matched the description of a man seen talking to kevin. that person has died. p

cbs 5 reporter anne makovec is in san jose with reaction. >> reporter: they are angry. there's a lot of wasted resources on this and a lot of unnecessary fear. police say it only to be about 10 minutes of repeated questioning to get this mother to come clone about her story about an attempted kidnapping. >> can you explain what happened? >> reporter: that is the mother refusing to answer our reporter's questions. the woman originally claimed a man tried to grab her daughter a toddler from her arms in her front yard. that was on doyo court in san jose and now investigators say she came clean. it was all a lie. >> there's a lot of anger again with the amount of resources not only for our detectives. >> i was angry. i thought, wow, she put us through a lot of anxiety. >> reporter: police say the mother does have a criminal record which made her focus on them during the ordeal. the woman could get six months in jail or a $1,000 fine. it will be up to the district attorney whether or not she will be criminally charged. live in san jose, anne makovec, cbs 5. >>> former cyclis
