to cut into defense reform. what are some of the other things you'd like to see to get more for each dollar spent on defense? >> we have to look at it across the board. we've had some sort of acquisition reform pass congress i think roughly every other year since i've been here and now most acknowledge it's worse than it's ever been. one for example proposes that we get rid of all regulation in the department of defense internal and external unless there's a specific decision by the secretary to put it back in. we're going to have to get more drastic than we thought of before. personnel reform needs to be a part of it but i think especially for the younger people coming into the service, an automatic 20 year retirement, health care and so forth like we've had before, may not be part and -- part of the package moving ahead. and it may be in their best interests to have some greater flexibility on those personnel reforms. of course we're waiting on the commission now that is going to make some -- >> you think ther

the defense minister applauding president obama's pick for the defense chief, saying we hope there will be practical changes in america's foreign policy and washington becomes respectful of the rights of nations. hagel's comments about iran have become lightning rods. critics point back to his push in 2005 for direct negotiations with iran and to his past statements like in 2006, when he said i would say that a military strike against iran, a military option, is not a viable feasible responsible option. i believe a political settlement will be the answer. 2005 and 2006 was a long time ago. his views have tempered perhaps, who knows. "outfront" tonight, peter brooks, former assistant secretary of defense and john avlon. let me start with you, peter. obviously the iranian government loves to get involved in these things at times and stir the pot. they seem to love to do that. but how much does this seeming endorsement affect this potential nomination? >> well, i guess you have to ask the senate. i doubt very much that they'll take the ayatollah's advice -- take it under advisement, i supp

for second of defense. but, wolf, i just had a few moments to talk with dan coats, the seminar from indiana, republican who had served here on capitol hill for a long time, took some time off and came back to the senate just recently, and he once was nominated or not noom natured but in the running for secretary of defense, that went to donald rumsfeld. he said a lot of times it will seem like you're a shoen -in fo one of the positions and then if may not work out that way. he's going to reserve judgment on that until the confirmation hearings until the hearing occur. he said he is very concerned about some of the positions that chuck hagel has taken on a number of issues. i asked him about the comments that chuck hagel made in 2006. he said that those comments are a concern, he wants to hear chuck hagel's explanation for the comments. he is sort of taking a wait and see posture in terms of what he will eventually do in terms of that nomination. so not quite as stridently against this nominee as we heard fr

let's move to the defense secretary as well. what can you tell us about the president's pick for defense secretary, the controversy down in d.c. surrounding potentially that choice? >> reporter: what has concerned both republicans and democrats, in terms of the choice of chuck hagel for defense secretary is essentially remarks that he made when he was in the senate about israel. in 2006 he gave an interview tomorrow toer middle east envoy aaron david miller. hagel said the following. >> the jewish lobby intimidates a lot of people up there. i'm a united states senator. i'm a united states senator. >> reporter: hagel favors direct talks with iran and as well as hamas. and he was one of two senators to vote against sanctioning iran. >> he consistently advocated weakness with respect to our enemies, with respect to the nation of iran. he has opposed sanctions over and over again and the job of the secretary of defense is to be a serious, credible strength and deterrent and, unfortunately i think weakness in a secretary of defense i

positive view defense's views. and that quote you just read, we don't know, god forbed, if there is a military confrontation with iran, we don't know what that will look like. you can devise scenarios that are very frightening, you can devise scenarios that are less frightening. the secretary of defense may have some interest in putting the might frightening scenarios before the president, that they will deter action, and holding back some of the more optimistic options. >> i want to go to one issue. this isn't about policy, but it is a policy that is relevant to the defense department which has been dealing with gays and lesbians in the military, and it's also a very important thing in terms of values. want to bring in gregory angelo. gregory, the lob cabin republicans put a full page ad out opposing hagel in the washington post. in 1998, he called james hormel, who was then president clinton's choice for the president of l luxembou luxembourg openly gay, and he said his sexual orientation, i will quote him again,

are we really better off when we say no defense is a good defense? >> chris: i want to put up an ad that gun control advocates have started running against new democratic senator heidi hei dcamp of north dakota when she said some of the president's ideas about gun control are extreme. will that work. can ms. tanden and their allies and they have suggested they can drive a wedge between people like you, the heads of the nra and some of their members who may not be as hardline as you guys are on gun controls? >> i think the senator from north dakota is reflecting the views of the people that sent her to washington. so i don't think there is much room to drive any wedge. i think she is representing them rather faithfully and i think it is noteworthy that a democrat who would be under a lot of pressure within their are caucus to take a gun control point of view is not having anything other. >> that s not true. heidi heidcamp has heard from both sides of the issue and now said she is open to discussion of the issues. i think the challenge here for the lea

the third defense is that it's self-defense when you start having multiple defenses that's a hard sell to the jury, why you keep changing your defense. >> well, i don't know what the defense attorneys are going to do. if ne don't put her on the stand for a self-defense when the-- she is, somebody claiming self-defense and takes both murder weapons and they probably have been disposed of someplace between arizona and salt lake city, utah. so, to say that, that is ridiculous and then you clean, try to clean the crime scene, you try to destroy evidence, but what you said about these other two defenses, i'm sure that the judge would probably prohibit the prosecution from bringing those up until she takes the stand and then she'll open the door, regardless of-- she'll open the door and the prosecution will drive a train right through it. >> greta: if she made those statements to police officers, lawfully under the circumstances, those, whether she takes the stand or not those are going to come out if she made three separate statements, i didn't do it, i was there, but don't recognize the pe

this will be the secretary of defense. this is about deploying power or run the world and managing strategic assets and managing a shift where the president has said that we now have or did we have overweighted our resources in the middle east and south asia and we have underweighted our presence in asia looking at china. that shift is like moving a giant ship of spending, resources, american men and women being deployed in different places, as well as strategic asset purchasing, what weapons and technologies. and as we bring down the defense budget, smart choices need to happen so that at the end of the day, the department of defense is able to bring security to the world, that we have got the same degree of security deliverable then that we would. it is not a function of money. you need someone who understands. chuck hagel having been a combat veteran, two purple hearts from vietnam. that is very important. this is a man who understands the nature and structure of military organization. i think that is what i think will

the defense secretary leon panetta has made rape and sexual assault one of his major issues as defense secretary. last year he told nbc news, quote, this is an issue that i as secretary of defense am committed to making sure we confront. where does defense secretary nominee chuck hagel stand on this issue that leon panetta thinks is so important? as a senator, hagel repeatedly voted against amendments to allow servicewomen even to pay for abortion services at military hospitals out of their own pockets. so not only will your insurance not be allowed to cover it, according to chuck hagel, you shouldn't even have access to it in military hospitals. what, go find a local service provider, deployed servicewoman? so, again, on the service, a nominee's sensitivity and politics on issues like sexual assault and abortion would seem quite irrelevant to a job like secretary of defense. but it is right in the middle of the kinds of things the secretary of defense has to deal with now. so too the issue of respect for gay people. part of the consternation over chuck hagel's anti-gay comments about
