indeed that of his colleagues, glen dougherty, sean smith, tyrone woods. i know you all join me in honoring and appreciating their service and devotion as well. chris and i worked together for a time almost a dozen years ago. he was even then fully committed to his work. an authority already in the middle east. a fine student of arabic. much more. he gave me careful and cogent advice and council as we wrestled together with the many growing problems that even back then were en endemic to the country's work. i learned about benghazi, as the critical changes in libya began to unfold. his leadership there at a time of great importance and danger was a tribute to his courage and bravery. his skill and dedication as a diplomat. to his commitment to a new and better libya. benghazi in a real sense, as you have heard today, became his city. as it is with a deep sense of fate that in benghazi he and his colleagues gave that last full measure for his country and his many friends in the city where he died, continuing to defend and prosper their hopes and their aspir

dougherty, are part of a broader strategic challenge to the united states and our partners in north africa. today i want briefly to offer some context for this challenge, share what we've learned, how we are protecting our people, and where we can work together to not only honor our fallen colleagues, but continue to champion america's interests and values. any clear-eyed examination of this matter must begin with this sobering fact. since 1988, there have been 19 accountability review boards investigating attacks on american diplomats and their facilities. benghazi joins a long list of tragedies for our department, for other agencies, and for america. hostages taken in tehran in 1979, our embassy and marine barracks bombed in beirut in the 1983, saudi arabia in the 1996, our embassies in east africa, 1998, consulate staff murdered in jetta in 2004, the coast attack in 2009, and too many others. since 1977, 65 american diplomatic personnel have been killed by terrorists. now, of course, the list of attacks foiled, crises averted, and lives saved is even longer. we should never forge

glen dougherty. many of us believe they didn't die in vain. that's why i'm proud you're here bravely standing before us trying to figure out what to do. one of the things that troubled me on this is the reliance we have on local security. that's the part that didn't make sense to me. i come from san diego. we have the marine corps there, we have the navy. we have incredibly good security in service people. why don't we rely more on them? >> well, that's an excellent question. and you brought back back some sad memories talking about the losses that occurred in el salvador. we do rely primarily on host nation support, but we have to take a harder look at the commitment and the capacity of the host nations. and therefore in places all over the world, we also have private security guards. some armed, some unarmed. we have marine guards at many places, about 150, who at least are demonstrating a line of defense. but we have to do more. and when you ask why do we rely on these, well, in part because we don't have military assets everywhere. if you
