. >> i talked a little bit about mou's and relationships with the marines. maybe we can talk about how is the national guard and dod resources and capabilities integrated into the command and control at the fire and also the supporting ops centers whether it be the gac or other centers down there. maybe our military personnel can talk about that, or ray. >> it's important to note that we are the supporting effort to cal fire and we get called in when they are basically out of assets. we are working for cal fire, they are the incident commanders, we follow their coordination, typically we're the last ones in and the first ones out. we do have an on-going relationship with cal fire, i'm in contact with cal fire all the time. we have good situational awareness what's going on in the state of california. they normally put us in an alert stat us so we're prepared to respond in an attack mode. i don't often work with chief chaney in southern california, about a month ago we had 9 aircraft at our peak working fires throughout northern california if that answers you

first marine decision, first marine expeditionary force forward entered southwest afghanistan during 2009. we arrived in 2010 so it was a bit more stable. and we went straight to helman and nimruz province. very complex dynamic environment that we were operating in but before i begin it talk to you about the operational picture, i just want to give you a snapshot of afghanistan. when we got there i want to set the frame here so you understand what we're dealing with. afghanistan ranged 180th out of 1 86 on the world bank list of developed countries. 20 percent of the babies won't reach their first year of life. there is a 44 year life span for your average citizen. it has a less than 20 percent literacy rate and girls in afghanistan will marry by the time they are 15 and will likely birth their second child by the time they are 20. so this is the long-term effects of violence and civil wars within a failed state by every measure. the marines who are currently still in southwest afghanistan, they are surrounded by very conservative culture. in 2010, this is not true now but narco traf

you have the first marine division reinforced by 15,000 marines. so it's a laboratory example comparing decisions made by generals but in this case, not all cases, by the one, -- [inaudible]. not all cases to be deemed to do better than the army. in this case they did, clearly the o. p. smith makes a series of very smart decisions even though he has all meant and macarthur really pushing them in the wrong direction in the kind of reckless fashion. the army unit on the side of chosin reservoir, people forget this, got wiped out. 90% casualty rate. they would only survive because they're able to stagger out on the ice of the reservoir and walked down to the marine lodge four miles to the south. and because a little-known marine colonel went out with some corpsmen and submarines over the course of several days and pulled in a lot of wounded he found wandering, staggering around modestly on the eyes. while turning focus -- i kind of like this marine colonel. i'm blanking out in his name because one point he he was a relief pitcher in the minor-league.

we work closely with cal guard, navy and marine corps aviation. we do that with squadron training. we still have khal lefrpg wills, i'm not going to lie to you. we have issues where tactical to air communication is difficult. cal guard, we purchased the radios for national guard aircraft and they installed them in their aircraft so we have robust communications with california national guard, with navy and marine corps it's still a work in progress. we have a work around with that with respect to tactical communications and we use coordinating helicopters to handle air to ground tactical situations and that is relayed to the aircraft that are in trail. it's not perfect but it's a work around and it keeps everybody in the fight. >> prior to 20011 2011 the navy fire fighting capability was concentrated in one squadron. in 2011 it began to expand to other helicopter squadrons. one consequence of that would be multiple squadrons providing aircraft to cal fire to support the fire fighting effort and one somewhat simple but very effective solution was the use of defense connect on line,

we greatly respect navy, marine corps and guard safety policy. cal fire has an aviation policy as well. we work cooperatively with the agencies here at the table to ensure when we are engaged in an aerial fire fighting event we are working within each other's policies. we have trained in a work around, we can do close air support with navy and marine corps aircraft, with the current system we have. would we like to improve upon it? absolutely. we have gone very high up in the organization to try and look at getting the r210 radio modified to the point where it can work on our vhf spectrums, that's one of our challenges we need to move forward with. but overall we're confident when we do call upon dod assets to integrate with civilian aircraft, the training regimen we put forth will keep aircrews safe and also have them be effective. there was a lot of questions from a political level as well as a public level. you've got aircraft sitting at north island, just launch them, get them in the fight. it was hard to explain to them that that's a very de

we're learning more about breaking news from marin this morning. the sister of a 17-year-old boy shot to death overnight says her brother had just moved to the bay area days ago. this morning he's dead. christie smith is live in marin. what are sheriff's deputies out there saying? >> reporter: at this point they are saying there were a lot of people who heard this happen but they're still looking for suspect information. they are asking for the public's help this morning. the 17 year old is her brother. i want to step aside so you can see what investigators are doing down the hill. that's why this young man was shot. the sister tells me there was a commotion outside of their home and the next thing she knew he had been shot. this was around 12:15 this morning on drake avenue. it started with several 911 calls. sheriff's deputies saying a number of people reported gunfire in the streets when deputies arrived they found a number of residents to help the victim. deputies tried to perform cpr. it was too late. he was pronounced dead at the scene. the v
