that is mark sebastian. thanks mark. the fiscal deal between congress and president obama raises taxes on a smaller number of the wealthy than the number mr. obama called for during the campaign. it extends income tax cuts for the middle class, but allows the payroll tax holiday to expire. and only briefly did senators take up matters other than the fiscal cliff. while senators approved more than $60 billion in aid for victims of hurricane sandy, house leaders adjourned without taking action. it came after the fiscal cliff showdown in which middle class tax cuts were extended, but income taxes on individuals making $400,000 a year and married couples making $450,000 a year go up from 35% to 39.6%. itemized deductions were capped for individuals making $250,000 and $300,000 for married couples. "capital gains only went up 5%. i actually don't think it'll change anything much. it's pretty much business as usual." the payroll tax holiday was not extended. everyone who draws a paycheck will receive 2% less after taxes than t

mark, you and your team wrote about senator rubio's role in whatever negotiations that move forward but you also talk about the strategy of not appearing to give the president a win on any issue, including, of course, immigration reform. >> it's a balancing act. one thing that marco rubio is trying to do is sell republicans and commentators that amnesty, what comprehensive immigration reform is not amnesty. he is making that case this a legalization with tough fines, with tough penalties isn't the same thing as you end up seeing in 1986. of course, conservative commentators for several years said anything amounting to legalization is amnesty. at the same time, you have seen his staff, some of his comments, kind of either poke at the white house, either criticize the white house, too, coming to comprehensive immigration reform and it is a delegate balancing act. one hand it seems they want this and can't be seen as in bed with the obama white house either. that's a very difficult place for a conservative to be, particularly one who might have his eyes on the 2016 white house. >> to your

joining me now live mark murray. mark, obviously, the first thing at least some conservatives brought up with the president is that he has taken a different stance in the past when it came to the debt ceiling. >> well, in 2006, then senator barack obama ended up voting against a raise in the debt ceiling. republicans have seized on that saying that the position that president obama's taking today and also in 2011 is inconsistent with that 2006 vote. there is one very big difference between now and 2006. 2006 there wasn't this kind of big protracted battle over the debt ceiling at all. it wasn't a big issue. i was covering politics for nbc at the time. the debt ceiling increase was seen as a procedure and a very partisan vote then but not something you were reporting on for weeks and months like we have in 2011 then and now on the debt ceiling debate and, of course, what happened in 2011 was a loss to the nation's credit rating. there's big differences between 2006 and now. >> and also, to factor in with the differenc
