across the nation, on your radio, and on current tv this is the bill press. >> bill: okay. we got a deal. is that good or bad news? hi, everybody, happy new year. great to see you. here we go charging into 2013 with the "full court press" this wednesday morning, january 2nd. great to see you. great to be back with you. hope you had a wonderful holiday break. i certainly did. and we are back in our studio here on capitol hill in washington, d.c. bringing you the news of the morning. if you are just waking up you may be surprised to find out that the house at the very last minute of the very last -- actually the first day of 2013, did under pressure cave in, republicans caved in, and scheduled a vote, john boehner did on that senate bill that passed 89-8 the senate passed it on new year's day. the house caved in -- actually -- yeah, it was early, early in the morning on new year's day late last night at about 11:00 the house caved in passed a vote, and passed the senate version, and president obama says he will sign it. we'll get into all of that and of course take your calls

bill to the floor. when it got to the floor, we explained to the leader that there were going to be 14 amendments. eight of them would be brought up and fail, the other six would be withdrawn. a week later we finally got to start on the amendments for that bill. there was worry that there would be some extraneous ones thrown in. we already had agreement from, i guess you could say the most conservative and most liberal from each of our sides, that they would not bring up the peripheral amendments. and they didn't. so a week later, when we finally got the start to vote, and we could have done that the same day, we finished up in a day and a half. what we had were eight votes that got defeated and six amendments that were withdrawn. we wound up exactly where we knew we were going to be, and the bill passed here 96-1. that's how the committee process can work. that's how not having a filibuster can work. and that's what we need to get back to. we need to be legislating, not dealmaking, and i'll talk later

bill, an bill that was adopted in the committee process, an bill that was adopted on the floor of this chamber. an individual leader's farm bill. the minority leader's farm bill was inserted last night. now, earlier we had a speech by one of my colleagues who was saying it's so important that we do the hard work in committee, and we do the hard work on the floor with an open amendment process. that's what we did with the senate farm bill. senator stabenow from michigan, the chair of the committee, ranking member roberts, they worked very hard to have an honest, open, public debate and votes on the individual elements. and in the course of that, we adopted disaster aid for farmers and ranchers across america who were scorched by the worst fires in a century, and one of the worst droughts in the last century. now, they should have been helped immediately upon those disasters, but they couldn't be helped because the farm bill had expired. and leaders said we'll quickly reauthorize it. well, the senate reauthorized it. we put those provisions in. we sent it over to the house and the house

it could weaken the bill since republicans will be able to change the language and reduce the bill's broad reach. majority reader lead says he is hoping to get the bill through the judiciary committee but he has made it clear he does not support an all-out ban on assault weapons. >>> hillary clinton will face a tough grilling today from the house and senate foreign relations committees. she is set to testify on the september 11th attacks on benghazi. new information suggs am bats dor christopher stephens once suggested moving the compound to al safer location before he was killed during those attacks. more bill is up next. stay with us. taxing the rich will not cough the bill. even with the $600 billion tax hike on wealthy payers the next ten years that works out to $60 billion a year. barely enough to keep the government running for a week. they are not cutting anything. anything. democrats do not want to town -- touch entitlements and the black caucus is not addressing medicare or long-term sustainable demands on social security that are not sustainable. we have to find a way to increase revenue. if you took all of their money, every last dime of every last rich person, ten years out, our debt will still be higher than it is now even if you got all their money. do the math with this deal: $60 billion in taxes and that is not hacking away at $1 trillion deficit. the deal ends up adding more than $300 million smackers to the deficit. your deficit. it is a bigger deficit. you have to move down the food chain. to you. to the under $400,000 and $450,000 crowd. i am thinking $50,000 and over. hike all their taxes, say, conservatively, 5 percent, all of them, al

a vote eliminate it in the bill. that is a key factor in this bill. the governor did veto it, not on a policy basis. he did indicate that he was more interested in a holistic six two infrastructure financing districts rather than piecemeal. there were other several bills that he vetoed at the same time so and the infrastructure finance districts will undergo a robust revision. we are recommending a watch to you. on page 3 there are three measures, two virtually identical, sca 4 and sca 9. -- it transportation measures in la and alameda counties. sca 4 and sca 8 would propose to the people of california and measure to approve the voters wrestle for voter transportation special taxes from two thirds to 55 percent. sca 9 is a little bit of a variance on that. it too would seek to reduce the voters threshold from two thirds to 55 percent. for economic development projects. those are not well defined in the bill yet. there is a lot of work to be done on this measure so we recommended watch. however for the two local sales

." >> you worked very hard on the farm bill. it was not included in the fiscal cliff bill. they not include the extension that you wanted and that you had worked out with congressman lucas. what do you feel was lost by not including either the farm bill or the extension that you wanted? >> the most important thing is what you said in terms of the house. we passed a bill, as you know, back in june, strong bipartisan effort, deficit reduction of $24 billion altogether, reforms that were needed, did away with government subsidies that did not make sense. we sent it to the house. we were very close on the full bill. to my sheer surprise and shock, the house never took it up. i have never seen that before in my life, where the speaker of the house would not think that the 16 million people that work in agriculture across america were not important enough to bring a five-year farm bill to the floor. that was the worst part of all of this. it creates the situation of trying to figure out how we go around the house that will not take up the bill. we did end up with an extension tha

you were able to get the bill to the floor, you started on the bill and had a little rough start but you started on the bill and then you set up a series of votes that we were able to - -- we voted on i don't know how many amendments. but it is very interesting. if memory is correct, there was no requirement for a 60-vote threshold on any of those amendments. you voighted on all of them by majority. so there was really no need for a cloture vote because we started on it, people thought the process was fair. they had their opportunity, they got a chance to debate, and we had a full and open debate on many issues -- not defense authorization act opens up a whole host of issues which are very controversial. what did we do with detainees? what do we do with our civil liberty rights? and what do we do with our troop levels? there are a lot of issues that could have divided us and we had the type of debate that i think was in the best interest of the united states senate and cleated that bill in -- and we completed that bill in a timely way. i think the way the two of you were able to come
