of virginia. we have reduced the unfunded liability by $9 billion by 2031. moody's praised our reform of credit, and i want to thank senator watkins and delegate jones for their work in making that happen last session. our 2011 plan marked top jobs legislation has made the college bream more affordable and more accessible for more young people in virginia. our whole statutory goal of 100,000 new degrees over the next 15 years, with a focus on degrees is supported by $350 million of new investment that you agreed to make over the next three years. the best part of these reforms are working, because over the last two years, we have had over 3800 new slots for undergraduate, in-state students. best of all, tuition increases averaged only 4% this year after a decade of double-digit tuition increases. that is good news for our young people. virginia first passed its first ultrasound bill on february 1st of last year. february 14th is when it started to get attention. up until that point, after texas's success the year before, after it looked like virginia was steaming right along with its own version of the texas bill, these ultrasound laws were ready to go all across the country. and republican-controlled states all across the country, the anti-abortion movement had made sure these bills were poised to move. but once that attention on the virginia law started to burn a hole through bob mcdonnell's vice presidential ambitions, once what virginia was trying to do became a national story and a point of national political focus and ridicule, efforts to do the same thing in many of those other states just started to fall apart. by february 26th, less than two weeks after the uproar started over virginia's bill, alabama's governor, robert bentley was asked about the very similar forced ultrasound bill pending in his state. the very next day after the governor was asked on february 27th, the republican

so a lot of snow in southwestern virginia and through southern and central virginia, not in our direction. the whole thing is pulling out. let's start with radar. here's d.c. at 41 degrees. there goes our precipitation, but check it out, eastern shore, are you seeing a little snow? our radar suggests it may have changed over and is in the process of doing that even for rehoboth beach and ocean city and perhaps here for lower st. mary's and the northern neck of virginia as this pulls out in the next couple hours. advisories will be getting dropped. over to sentinel radar composite picture which shows a lot more precipitation, but you get the general sense the snow is south and a back edge is indeed beginning to show up through southwestern virginia. i know the snow is reportedly over in charlottesville and this storm system spinning down here will produce snow for hampton roads, very heavy rain feeding in, briefly very heavy snow down there, although we're thinking a lot of that will melt in that region because temperatures are still pretty warm. in terms of advisories the only one really

it rolled across western north carolina all across southern virginia and central virginia. look at the snow amounts. anywhere from a dusting to an inch in far southern maryland and down toward the northern neck of virginia. and then farther west of there, couple of inches south of charlottesville. but up to 6 inches near richmond and south of there. southeast of there and up to as much as 14 inches in parts of northern -- western part of north carolina and southwestern virginia as much as 8 to 10 to 12 inches fell there. it was a close call. just tracked about 50 miles farther south. since then, we've had our sky clear out. a few scattered flurries rolled through from the north and west. we're clearing and we're cold now. temperatures all around the rei don't know are just in the 30s. we're going to stay in the 30s for the rest of the day. cold air way to the south. hour by hour throughout the day, not much of a warmup. at 9:00, maybe mid-30s. by noontime, holding steady between then and 3:00, it may be hovering in the upper 30s. the winds gusting to 30 miles an hour. lots

last night we reported on related news out of the state of virginia, the virginia state senate. virginia republicans waited until this one particular democratic senator, a noted civil rights lawyer named henry marsh, they waited until senator marsh left town on monday for the day to go to the inauguration of president obama. virginia republicans had to wait until he was gone because the state senate is equally divided in virginia, 20 republicans and 20 democrats. but with henry marsh gone for the day, it's no longer an even divide, right? it's 20-19. with that advantage, republicans decided to spring on the senate and spring on the entire state a whole new set of redmaps. a whole new set of gerrymandered maps for the state, drafted to put republicans in charge in virginia effectively permanently. because they did it when henry marsh was away, republicans succeeded in this plan by one vote in their stealth attack to change the maps. that one vote was the missing vote of the senator who had gone to the inauguration. that's how they started the week. now virginia republicans are mo
