we are the best city to do procurement with women. we can do better and that's what we're here to talk about. as you maybe aware we have a city ordinance called the local business enterprise ordinance. we developed this program as a result to our challenged program, the 209 challenge to the minority womens' business program known as chapter 12a. we were not able to continue with the race base and gender base program. however, we are still able to provide for local business and the local business card techs would be minority owned business, women owned business and other business enterprises so those are the three categories by which we are working with and able to assist. now 209 while it became law as part of the constitution here in california, it didn't restrict us from doing technical assistance and outreach as well as tracking businesses. that's -- those two things are very important to women owned business, tracking them and making sure that they have the support and assistance that our city is providing, and getting them to the

compared to other cities in canada. expanded again in 2010 to include needle disposal and i said in the other session, this is what i am escaping from in edmonton right now. yay, san francisco. so we have a snow angel program where we ask citizens to voluntarily shovel the snow off their neighbor's lawns. so these are all the programs offered by the capital city clean up program. we started in 2005 as part of the waste management branch and this past year in 2012 we were moved to the community standards branch which is where we are housed now. so we have a very strong link with our programs between the programs that we offer and the community standards or community bylaw ordinances that we're operating under. the lation that we focus in on is 14614, that is the bylaw that governs litter pick up in the city. community standards 146400 is the graffiti standards bylaw. our bylaw is unique to other cities in that we don't focus on the definition of graffiti, we focus on whether or not graffiti is considered a nuisance on a

(applause) >> all right. so, i'm up here to present the graffiti-watch volunteer award and the graffiti watch program is a program that started about four years ago. over 300 people enrolled in the program, and about 180 of very, very active people,. very, very active means those people go take time out of their busy day to go remove graffiti and make san francisco be graffiti-free. and in that 180 there are very, very few that get up early in the morning, early -- i mean, 3:00, 4 o'clock to go and make sure the neighborhood is clean before everybody wakes up to see a nice clean street or nice clean wall. and the awardee tonight and the winner is larry win ham, if he would come up and receive his award. a big thank you to him.
