city college. and i understand that our priorities should be to make sure that we focus on the services that we as a city and county have to provide. but at the end we are talking about the same constituents. and i think that we have to figure out a way of balancing everything that needs to be done, balancing our role and our responsibility but at the same time recognizing that we cannot look the other way and let city college go under without some help from the city. and let's be completely honest about this. and i am a strong supporter of all the things that the city has done for the school district. we have done a lot of great things, whether it's the rainy day fund, prop h you name it we have done a lot of good things, but relative to what we have done to the school district, we have done very little for city college. and we are talking about the same people that are being impacted, thousands of the people, of the kids who go to sfusd end up going to city college and they have more or less been

we are the best city to do procurement with women. we can do better and that's what we're here to talk about. as you maybe aware we have a city ordinance called the local business enterprise ordinance. we developed this program as a result to our challenged program, the 209 challenge to the minority womens' business program known as chapter 12a. we were not able to continue with the race base and gender base program. however, we are still able to provide for local business and the local business card techs would be minority owned business, women owned business and other business enterprises so those are the three categories by which we are working with and able to assist. now 209 while it became law as part of the constitution here in california, it didn't restrict us from doing technical assistance and outreach as well as tracking businesses. that's -- those two things are very important to women owned business, tracking them and making sure that they have the support and assistance that our city is providing, and getting them to the

compared to other cities in canada. expanded again in 2010 to include needle disposal and i said in the other session, this is what i am escaping from in edmonton right now. yay, san francisco. so we have a snow angel program where we ask citizens to voluntarily shovel the snow off their neighbor's lawns. so these are all the programs offered by the capital city clean up program. we started in 2005 as part of the waste management branch and this past year in 2012 we were moved to the community standards branch which is where we are housed now. so we have a very strong link with our programs between the programs that we offer and the community standards or community bylaw ordinances that we're operating under. the lation that we focus in on is 14614, that is the bylaw that governs litter pick up in the city. community standards 146400 is the graffiti standards bylaw. our bylaw is unique to other cities in that we don't focus on the definition of graffiti, we focus on whether or not graffiti is considered a nuisance on a

is a city that has five -- and one of them is in the era of development, in the city, we plan mainly developments around each of those -- it's taking off right now as under construction, we are planning out chlic seem and the chlic seem city, we are hopeful that we will eventually get through the development on the last -- san francisco. and -- south. but in terms of the issues of real estate, in august, oakland had the fastest turn around of residential construction in the country -- [inaudible/incomprehensible] average our rental market now ranks fourth in the nation for both and that is still not 70% of san francisco and so definitely there is a lot of investment there and fortunately, irents are on the way up and the commercial industrial, rental and down to four% vacancy. the vague 83cy is very similar and so we are seeing people beginning to pull the 2,000 condo and -- units that we had approved before the recession pulled and to start those up and so in 2,000, howing is ready to go and we have major beginning of interest in commercial space on the board way quarter and height

we have listed all the city agencies that have a debt portfolio, including the city's general fund, the airport, the public utilities commission, the port of san francisco, and the san francisco municipal transportation authority. we haven't reached out to include external agencies, but we know that the city college as well as the san francisco unified school district has debt portfolio and would fall under this category and would not be impacted. on the variable side of the house, the department is issuing variable rate indebtedness index to libor may have been impacted. in terms of the airport, if it is backed by -- or index to libor they could have exposure and kevin cohen will speak specifically to the airport's portfolio as relates to that. in terms of the city we have variable rate debt in our portfolio that is not -- is unhedged and it doesn't have a swap. it is approximately $129 million or 5% of the city's 2.9 billion in debt outstanding. and so for purposes of this illustration we haven't included commercial paper program, even though they're considered variable but we don't f

(applause) >> all right. so, i'm up here to present the graffiti-watch volunteer award and the graffiti watch program is a program that started about four years ago. over 300 people enrolled in the program, and about 180 of very, very active people,. very, very active means those people go take time out of their busy day to go remove graffiti and make san francisco be graffiti-free. and in that 180 there are very, very few that get up early in the morning, early -- i mean, 3:00, 4 o'clock to go and make sure the neighborhood is clean before everybody wakes up to see a nice clean street or nice clean wall. and the awardee tonight and the winner is larry win ham, if he would come up and receive his award. a big thank you to him. it is just a whereas clause and i will be to the record: whereas the city policy for the use of city infrastructure is unique to the portal seven cisco and does not establish a precedent for the use of infrastructure elsewhere in the city and county because this concern cannot because isd plans are going on in other parts of the city. we did make some amendments to the actual guidelines. that does not have to be voted by the board but i thought it would be good to acknowledge . what some of those changes were for several unwanted numbers the amendments made per hour budget and save analyst at budget committee which acknowledge that we will also look of the next fiscal impact of the proposed project areas on the city's general fund so not just looking at the economic benefit it also looking at the actual impact to the general fund. we are also making three other amendments to the guidelines. one restates the board of supervisors will review project

with daly city but the city decided on its own to signalize it with consultation based on totals reported at that junction. pedestrian crossing times are something the city has been looking at since the 90's. there has been a lot of policies issued. one is the two and a half feet per second crossing time and curb to refuge or curb to curb and implemented city wide and still in effect. i guarantee the seniors, children, some of our more vulnerable populations time to cross the street. recently the state and federal guidelines have changed nationwide so instead of providing that clearance time which is the average walking speed of average pedestrian, the average determined by studies. that was lowered to account for the fact that we have an aging population and we also have vulnerable populations so city wide we are retiming more time to cross so the signals are on for longer. that was a project when we knew the guidelines were going to be changed so right now we're half done with this project and we expect the remaining half to be done in the next few years and we're devoting our resources

it's going to cost the city hundreds of dollars a month. this is suitable and sufficient and is going to a delegate the department to finalize the lease. they determined 22 thousand feet was sufficient and it includes compacting shelving for the law library. this passes unanimously. the controversies arose from the advocates they have thirty to 35 thousand square feet of space. this included a request that we house a volumes for the law library. and from my prospective were facing increased costs over $5,000 and not particle sure at this time this we should be paying to house additional rare books that the law library is requesting. the law library has raised zero fund on their own. this 20, 25 square feet we're signing the lease for although it has additional space they can rent additional space but from my prospective it is very adequate and especially, as we know new and new generations of law people are using less and less of square space. now the city is being suited not allowing us to remove the memory relay building and this is going

it's not potentially new grant revenue for the city? >> that's right in the current year those are grants that have been awarded. each of those grants are received by a number of different agencies many of them are with the city attorney's office. this next slide highlights you the potential impacts on non-city agencies that national park serves as well as the two military i base clean up projects. so the current program we're tracking is to the golden gate national recreation area and an additional $5 million that would be reimbursed out of the clean up funds for treasure island. those again are places where we have a strong indication but no formal notification. and ms. hourld is this just a general budget cut or are there specifics? >> i don't have that supervisor but i do have it's a reduction to things like facility maintenance or trash pickup or holding a number of positions vacant that would otherwise be filled. other notable impacts there are also reduction to both faa and tsa which are libel to result in longer delays when peop

we are a walking city but also a driving city. we are two cities and we have to figure out how to balance that. i think in some of the other cities with lower pedestrian injury rates but high walking cities they're walking cities and not driving if you look at london or a city like that. they're walking and transit city and we are still many things and we're still trying to figure that out and i think that is very important thing to do, but please hold us accountable to this strategy. it's a good strategy and there's a lot of work to do. >> supervisor kim. >>i just wanted to ask about the warehousing or the sharing of data which i think is important in planning for the improvements because we want to maximize the out comes in terms of pedestrian safety and of course we have limited resources so we got to put the dollars where it's most effective so you talked how we can cut the state -- not cut the state but get the information from them to dph and it's possible and how can we get there and how can we support that and get the quar

one thing the city of san francisco or big cities or federal, right, the other smaller cities, smaller cities have smaller budgets. having a structure to support all this open data takes a lot of money. so, when these small cities are thinking about this, they should think about a way of somehow equalizing because they are putting into having these open data team, right? so, what does make sense? this is kind of an open question to get your point of view. >> do you want to take that, shannon? >> i think that there is actually quite ah few examples. we can probably talk to this more with smaller cities that are making open data efforts. but what i would say is that it's proven more than the value of the investment. the return that we've gotten just by opening up the data has actually given back more. so, that would be my short answer to it, but i think you probably have more experience working directly with some of the cities. >> so, i grew up in a small city so i care about small cities a lot, 15,000 people, southern illinois. i'm a card nastionv fan. -- cardinals fan. i should say tha

as you know building faces are regulated by city planning. we work with city planning to prioritize street scape projects for funding and work in the planning place of the projects. we work with the public utilities commission on street lighting and especially pedestrian scale lighting. we also work with them on sewer and water projects. when we do repaving a lot of the projects are joined with the puc to make the sewer and water improvements at the same time. we work closely with the municipal transportation agency on transit and traffic operations, on the over head system during construction, and we also work closely with them in planning and design of our street scape projects. we work with the transportation authority to program funding and planning of many of our projects. we work with the department of public health to promote pedestrian safety and active transportation. that is walking and biking. and we also work with the mayor's office on disability for curb ramp improvements. dpw worked closely with these departments as part of the
