enter obamacare. obamacare is enabling us to expand the number of individuals who are covered by medicare, thus insuring the first time that expenses incurred by the county public health system will now be reimbursed. giving us an opportunity to plan for the future, to emphasize a primary care, to prevent costly treatments at the emergency room centers as the focus getting to people primary care services, educating the community about wellness, doing a lot more of the upfront care for people so it does not turn out to be as expensive. the other part of it is really important and that was obamacare is a progression moving forward to cover more people in the country who are not insured. less of them will be uninsured. the deal that was made with the devil to ensure passage of obamacare was the exclusion of the undocumented. they do not live in seclusion, they are not quarantined. they're part of our community. there are people your daughter or son named mary tomorrow. we ought to be thinking about engag

obamacare did not do that. there are things in the bill that might do it, but it did not do it enough. inthe question is, what is it for us? for the nation, it is different. you have seen a number of republican governors who were opposed to obamacare coming around with the idea that doing something with the medicaid part of the program, that they are being pressured to do something. they are responding to it. you are going to have efforts on the hill to repeal it, as we have seen, they will all failed. or got it. -- gut it. 2014 is the key thing with obamacare. if you look at the charlie cook report, more seats never once in doubt are now possible for the democrats. these men and women will run on this obamacare program, and they will probably prevail. >> you think that is viable in 2014, and democratic house? right,, even if nina is that will be the first year of implementation. it would be catastrophic. you say it is going to work. it is not going to work. no one knows what it is. this thing is so humongous t

so that transformation may be seen through obamacare. obamacare will do one of two things. obamacare will be the policy that drives us into a permanent tate of big government that -- state of big government that no political activism will be able to reverse or contain, or it will be the issue where big government so conspicuously fails for millions of americans that it forces people in another direction. neither response is inevitable. obamacare, there's a lot of pressure among even republicans to sort of say that obamacare is a settled issue after the was reelected, after the supreme court had its decision thanks in part to a republican-appointed justice. but there are going to be a lot of problems in the implementation of obamacare. we're already seeing that the implementation of obamacare is problematic. we've even repealed portions of obamacare already, the 1099 requirements, the medical devices tax with democratic support, with bipartisan support. keeping obamacare repeal a live issue, i think, is vital. obamacare's problems are going to be addressed, in my view, in on

they passed obamacare, but now congress wants an exception from it. lawmakers holding biparn secret meetings to find a way to exempt themselves and their staffs from part of president obama's health care law. with more on this, senior fellow at the manhattan institute. you know, can you say hypocrisy? look, these are the people who passed the legislation. they think it's good enough for us, but not good enough for them. what do you think of it? >> well, you know, a lot of people on the hill are scared because a lot of the staffers, particularly, who work for congress, they are young. one of the things about obama care is it dramatically drives up the cost of health insurance for young people. a lot will be exposed. gerri: i take the point, and i understand it, but the same thing holds true for the rest of america. if people in washington, d.c. making pretty good dough can't pay for obama kay, how in the heck people across the country going to pay for it? >> that's absolutely right. this is one of the most important provisions of the law. it was not to

obamacare is so bad for business. now they are struggling and you find out behind the scenes that the democrats were saying our staff members, some of them are young. it might deter recruitment. what do you think the businesses are going through across america? >> they #r concerned about -- they are always concerned about their own inner circle. it is hardly serving the people. that's why this legislation was flawed from the beginning. it was teetering on one leg and somebody kicked that out from under them. >> it is not the first time they tried this. >> it goes on and on. the last time was when they took pay raises when they told the rest of the country to tighten their belt. or they slid under the radar because of the boston bombings. a week and a half ago they voted on the stock act. if you didn't know, prior to this bill, this act if you remember congress was exempt, that word exempt, from doing anything wrong in trading stocks. you can inside trade a stock and never get in trouble. you were playing by different

that's not even counting obamacare which takes effect in less than eight months. do you realize what this means? if you go to the emergency room now, you'll be covered by the time you finally see a doctor. obamacare. what obamacare did to medicare is it took $715 billion from medicare to spend on obamacare and put a new word in charge, putting price controls on medicare providers, which leads to denied access. now in addition to that, in this budget they are calling for about $400 billion more in price controls and cuts to medicare providers. the problem is what the medicare providers are telling us, they will stop providing healthcare to medicare beneficiaries. you go down the path and have government ration and medicare to the community, people aren't going to be able to get medicare and that's what we see coming with obamacare. this is why we have the reform which says get rid of that, leave medicare alone so my mom can keep it like she has and reform it for my generation. those of us who are 55 and younger, so that it reforms, reform it in a way that makes it sustainable. it works like the plan we have in congress. that makes it sustainable for us and helps us keep the commitment to our curren
