which is the longest climate record of any city in california. it's the driest since we began records. and also, as i said, the snow pack is only 17% of normal. it has not rained or snowed hardly anywhere in the state. but in november and december, it rained and snowed at twice the normal rate. so we built up a lot of water in the bank. as a result, no one's calling it a drought yet. there are no water restrictions. the three major water districts in the bay area, none of them have summer restrictions. and, you know, most of the large reserve voice in the state are at 95% to 100% of their normal capacity right now. so what it means is, there's plenty of water for this summer. we're okay. but in terms of fire, everything's really dry. >> and is the state preparing in some particular way for this dry season, saying this could be a very hot fiery year? >> you know, they've opened fire stations earlier, and assigned more people, and that kind of thing. they're expecting it. a lot of fire seasons, it's partially dependent on the climate. it's also par

those of you who live in southern california are used to a phenomenon called the santa ana winds. when you take into account dry conditions, we're in the part of the year when those winds start to change directions, we do have the opportunity for significant fire events throughout the california area. so, with that, what i'd like to do is kind of focus our discussion on 3 major areas.. command and control, relationships and resources. with that, let me start off with the first question, we got a lot of discussion yesterday about command and control. i just wanted to give an opportunity for our panelists to talk about when a fire occurs within california and what is the system that you respond on in california and who is in charge of that fire and what happens when those fires grow into multiple fires as we've seen in 2003 and 2007 and how do you manage multiple fires and get the resources to the right place and organize that not only at the fire but the operations centers that support that? so if i could look down my panelists and maybe, ray, if you want to take a shot at that. >>

welcome to "this week in northern california." joining us tonight are amy standit, and paul rogers for the san jose americay news. this week, the final snow pack measurement in the sierra confirmed what we already knew. this has been a very dry year. paul rogers, it's also been a week where we've seenen early start to the fire season, from sonoma, to southern california. i assume those things are related. >> they are, indeed. we've got a lot of dry vegetation out there right now. the snow pack on may 1st was 17% of normal. for this time of year, that's the lowest that it's been since 1977. and as a result, we're seeing conditions all over the state that are more similar to conditions that we see later in the summer. usually august type conditions. so we've got five or six pretty good size wildfires burning in california right now. the biggest is in ventura county near camario. luckily it hasn't really burned down many homes. i think it damaged 15 homes. but there's 1,000 firefighters down there. it's very windy. they only have it

it has been a very busy week so far for fire crews in california. several big fires burned all over the state in the last 24 hours. firefighters fought a grass fire and we also saw new evacuation orders for that huge wildfire that is tripled in size in ventura county. we'll start in san jose where fire fight fears had been monitoring hotspots in the big brush fire this morning. this is video a resident posted on youtube, wow. the fire started at about quarter to 6:00 last night in a field just south of the east ridge shopping center, spectacular flames there. firefighters did have that fire fully contained though within two hours and since then they have been monitoring those hotspots and working to get that 30-acre fire completely controlled. last night, about 60 san jose firefighters responded along with crews from cal fire, bill lowing flames and the smoke got the attention though of people who live nearby. >> we came as soon as we heard and saw the smoke. >> i just saw the smoke coming at us. i was like wow. >> firefighters were able to keep the
