these two programs, healthy san francisco and sf path have put san francisco well ahead of the health reform implementation curve compared to other states in the nation, healthy san francisco was created in 2007 and because of this long history we have of coordinating scare for the uninsured, we have largely add deed pent up demand, it is a spike in utilization that occurs when an uninsured person first gets access to health insurance. we've promoted the medical home model, our uninsured are already used to the medical home, our managed care and which will be most prevalent under health reform. we have more providers in our community who are committed to serving our low-income population and more importantly, we know who and when are uninsured are for the most part, for 71% of our uninsured, we can send them a let e call them on the phone and text message them, we can tell them of the changes that are coming with health reform and help them enroll into health insurance, sf path has given us some experience to create a managed care environment because it is subject to all the rules as

ross mirkarimi, city and county of san francisco. city college and the san francisco sheriff's department and our jails deserve a robust relationship. and i was stunned that in last december we reached out to city college in partnering on a $500,000 grant that city college had declined to participate with us on. it squandered the $500,000 opportunity. and the reason why that we reached out, and we're going to continue to assert that this relationship really be memorialized and implemented is that we have the first charter high school in the united states in our jail system thanks to my predecessor, mike hennessy. we have one of the most educated jail populations, in-custody populations because of how effective it is in providing a ged, diploma, or high school certificate. but if there is no pathway beyond the high school for people who are incarcerated or formerly incarcerated, we're stuck. and considering that the san francisco sheriff's department books approximately about 35,000 or 40,000 people per year, even though our daily jai

francisco. >> i am from san francisco. i grew up in the local neighborhood. i did my under deprad wait work at fisk university, where i studied political science with a concentration in public administration and worked eight years largely in the public sector. then i earned a master's degree from carnegie melon in pittsburg, pennsylvania. i spent some time as assistant executive director for a non-profit. we did work if a lot of kids in the neighborhood. i have done fundraising for candidates and issues. i have experience with the federal reserve bank of san francisco. when i look around my neighborhood and see the changes that are happening, i so there is no neighborhood grocery store. i see that small businesses in particular are coming and going, and they haven't been able to really sustain themselves. from my work experience in working for the city in the mayor's office as well as in the non-profit, i had a good sense as to what some of the challenges were. when i look in the future, i could see more challenges coming.
