we are live at caltrans headquarters where negotiations have been taking place. quite a development. >> reporter: yes, absolutely. we are learning now that they broke down at 4:00 this afternoon when bart left caltrans headquarters. they said they would wait for a mediator to call them back and see if the union accepted their deal. local politicians, members, came out, said they were disappointed that bart gave a final offer at 4:00. the deal didn't appear to be fair and was premature. that's the same thing echoed by the unions 15minutes later. the president says she is disappointed bart didn't come to the table with what they were waiting for. they have one more day to get the deal done. this is what she had to say. >> we were so close to a deal. the district unceremoniously yanked their offer. it is an indication of an impass and them not bargaining. they indicated there was nothing to discuss. it was disheartening. we are better than this. we will not go on strike because the public deserves more. we will give them one more day to get it together. >> reporter:

caltrans changed the operational hours for carpool on friday. this ahead of the looming bart strike monday. as carpool lanes are not enforced on weekends. the california highway patrol says high occupancy vehicle or carpool lanes will be enforced from five in the morning until seven at night starting monday if bart workers do walk off the job. typically, carpool lanes are not enforced during non- commute hours. but the c-h-p says this is being done to help alleviate some of the anticipated heavy traffic. drivers who break the law could face a minimum fine of 481-dollars. the chp says signs have been changed along interstates 80, 880 and 680. as well as highways 84 and 92. if there is no strike and the signs are still up come monday. do not worry. the enforcement hours will
