jonathan betz is at the statute of liberty area today. >> reporter: a lot of tourists are showing up here, not aware that one of the biggest tourist attractions is now closed. the boats are still running, they are just circling the island. they are offering refunds to people, because keep in mind the statute of liberty has only been open since the 4th of july. so there is a lot of demand to come and see this monument. we have foreign visitors coming here from overseas spending a lot of money to see this main attraction. so a lot of disappointment and a lot of people not even realizing that the statute would be closed today. 3.7 million people visit the statute of liberty every year in new york city. it adds about $174 million to local economy. it's not just tourists that are impacted it's all the hundreds of concession airs and food stands nearby. >> what about security in the area? who is looking after that? >> reporter: 135 workers that work here, only seven are reporting for work. and the u.s. parks police is in charge of security on the island. so the statute will remain safe, bu

jonathan betz is here to answer some questions. what does this debt ceiling mean for all of us? >> if the debt ceiling isn't raised it means the treasury runs out of money. it's like you've maxed out your credit card but you have bills to pay. so you need to raise your credit limit. some say quit spending money, but the problem is this is money that has already been spent. cutting the spending is a different debate and one that they're hoping to have. >> how much does the u.s. government spend? >> over all the government collects $0.70 for every dollar that it spends. we'll peek at the government checkbook. just on thursday alone the u.s. brought in $110 billion from taxes, farmers paying back loans, customs fees, but the treasury spend $133 billion. the u.s. is in the red from thursday $33 billion. it spent more than what it took in. to pay those bills it borrows money but we're about to hit america's credit limit. it's $16.6 trillion with nine zeros behind it. this is the limit, the government needs 1 trillion-dollar to pay the bills. >> i don't know if i have the flexibility

jonathan betz outside the federal court house where al-liby will be arraigned. what are we expecting in court today. >> we are expecting this a answer to be brief. he is expected to appear before a federal judge in this courthouse behind me. he has been in the united states since saturday but he has since been formally charged with these terrorism charges. we are also expecting him to be -- to possibly get a lawyer this morning as well. has not yet been given a lawyer. on friday, a federal judge actually declined that offer to give him an attorney because he said it was too premature at this point since he had for the been in the united states and had not been formally charged. that changed over the weekend because of his health condition where he was brought to the united states. we are expecting him to appear briefly. >> what's your understanding? will we hear from al-liby? >> that is unknown at this point whether we will actually hear from him. as i mentioned, we are only expecting his appearance to be brief and for him to get an attorney and then for it to b
