jonathan, what do you see out there? >> reporter: jonathan, right now as we mentioned, mandatory evacuation order for this part of louisiana, plackerman's parish. people can come back. a lot of people have decided they will stay away. remember the order was for people to be out of this area by 6:00 o'clock but because of the gasta, the most recent forecast showing karen losing a lot of punch, they decided to allow people to come back. but as i mentioned, a lot of people don't want to take any chances. in fact, people say they will stay out for a little bit. people who dealt with storms recently know how bad storms can be. this is just a tropicalgression that is weakening our tropical storm. people are concerned about it. right now, voluntary evacuations for this part of louisiana. but there is one area, grand isle, where there is still a mandatory evacuation in place. >> even as the torm weakens, there is concern that this could cause a lot of damage? >> there is some concern. you have some of the leaders here, state eme

jonathan, i'm sorry, jonathan gruber. what do you think? >> i think that you really are not at all looking at the facts of this law. and once again, this is unprecedented. we ran the experiment first in massachusetts. we did this law in massachusetts. what happened? employer-sponsored health insurance went up 10%. in the past recession where employer sponsored health insurance went down in virtually every other state, it went up in massachusetts. we have a system that works by expanding private health insurance. and you're just making up a bunch of stuff and not looking at the facts of how the law actually works. >> so matt welch is making it up, peter pitts is making it up, there's no basis in fact? you didn't buy my medicaid point, you didn't buy my mandate point. we appreciate you being on the show. i want to be as fair as i can. you have an informing problem. this is why i think the computer glitches have at least partly gone wrong. you have a data hub. the data hub reaches hhs, irs, all the states, all the medicaid programs, the vetera

david corn and jonathan capehart, both msnbc contributors. i guess the question -- i want to start with the president's situation. david, i'm really curious what you think. of all the options, a clean cr, a clean debt extension, would he go with that if it's only six weeks or does that say we're kicking the can down to the next block some time before thanksgiving? >> well, i think he certainly would sign the bill if they do that. jay carney just came out of the white house not too long ago and basically gave the republicans no corner. they said again and again we will not negotiate on the threat of the shutdown. bringing us to the middle of thanksgiving, it won't work as well. he was very firm. the president did talk to john boehner this afternoon. we didn't know exactly what occurred in that conversation. finally boehner got the conversation he wanted. but the president's holding firm that he will not be extorted. now at the end of the day to prevent default, he might give in on something. >> but does -- let's go back -- but here's the -- >>

jonathan, do you think a deal is possible? i think i will read to the audience the headline of your most recent column. yes, there is a budget deal in the work. here's what it will look like. why don't we go to that? >> sure. i think the republicans are actually waiting to deal. they set up the previous year, attempting to execute the plan to extort unilateral concessions. that's what boehner wanted to do with the debt ceiling and ted cruz with the government shutdown. that failed. a disarray. they're on the backup plan. the backup plan is a small deal. i think they're going to try to lift sequestration cuts. automatic cuts to the, to the nonmandatory spending programs. for a year, maybe two, probably one year. and just fry to cobble together a small package. stop hurting the economy as much as they have been doing. so, by recent standard this would be real progress. >> what would be the elements of the deal, jonathan, as you see it? >> well, what people are just question is that president obama had about $200 billion in his b

jonathan? >> what do they say about the tourists out there who are honestly concerned about seeing people walking around with guns 1234 do they not think this may be just the image alone of people carrying large guns like this maybe hurts their cause? >> you know, jonathan, i asked them that because certainly this morning, there were many more protesters than pedestrians and tourists here and a futurists who i spoke to, some were curious, engaging in conversations with these protesters, while others just turned around and left and didn't want to bring their small children where they thought an accident or something else could happen. when you ask the protesters, how is this furthering your cars? they say visibility e special lick as an iconic, that language of romance dating back to the battle of the alamo. they think that contributes to their image and they see this as a revolution, much like the texas revolution. for them, they are defending their gun rights which they see is under attack. >>
