we're in berkeley on the east bay. traffic is moving that's the good news. even so we have a steady rain right now. we had the highway patrol stop all westbound traffic just at the gillman exit about half a mile from where we're standing. the taillights are the best bound traffic. that's the direction they're going. there's some kind of vehicle blocking the roadway. they got it cleared very quickly but it's been that kind of day and evening. it's something bay area drivers haven't had to contend with for months. rain and slick roads. >> the advise on a day like this is -- >> slow down. >> it's the best rain if a long time. so pay attention to your surroundings. >>> at the marine head lands a break in the rain but the clouds seemed to be picking up momentum. more heavy traffic on roads getting even wetter. traffic was slow as commuters tried to get home. this driver was home after a two hour odyssey from san francisco. >> it was 40 minutes from pier 28 to get on the freeway and then another 50 or so minutes to get here. >> how long would it normally take you?

delays because of a person hit by a train, no train service to richmond and you can do go down to the berkeley stations and that's a way to get that let's go back to the desk. >>> we are following an early morning apartment fire which forced many people out of their homes and some even jumped out of the windows to escape. it started at the whitman green apartment complex and a neighbor took this video. one said they jumped from a second floor apartment complex to escape. they put that fire out in just about 30 minutes. >> i heard people screaming fire, fire, so i got up and i came downstairs and the next thing i see is huge smoke. >> 15 people made it out of the apartment safely but a dog was killed in the fire and the cause is still under investigation. >>> happening today, crews will start taking a part the old eastern span of the bay bridge and they will tell us why they have concerns about how it delayed the process by a week. >>> they are taking precautions to make sure it doesn't go flying and they will be using jack hammers and saws to remove the old roadway as they head into san franci

the winds continue to be strong in berkeley. be careful if you are out you do not know if something could be blowing out your way. >> the high wind knocks down power lines last night and not too far away a branch landed on a car stopped at a traffic light and the two women were not hurt. a branch took down power lines at parker street putting the neighborhood in darkness. police blocked the streets off to keep people away from the live power lines that were on the road. >> we saw a lot of sparks and we heard intense buzzing sounds and the lights flickers a few times and went out come completely -- completely. >> crews worked into the night in berkeley to get everything restoreed. >> the winds toppled this gas station sign last night in concord, the world gas station on clayton road. no one was hurt. >> winds blew these phone lines into each other along highway 4 and you can see them swaying above the eastbound lane of the freeway and they were quickly cleared away. >> the winds brought down this tree in oakland, a photo sent to
