kight's brian flores is live in -- ktvu's brian flores is live in oakland where both sides are meeting today. >> reporter: good afternoon. both sides are meeting today. we understand this meeting had nothing to do with negotiations. instead, this is considered a meeting crunching numbers as one union representative told me. there was a bit of confusion when it came to section 4.8. this was the paid family leave section in the contract. management says they never agreed to pay six weeks of paid family leave and that leave was added to the contract. the unions say this was not a mistake and management knew what was in the contract since august. today begins a costing meeting to see how b.a.r.t. came up with the added costs of $44 million over four years if paid family leave were to be left in. the union said there are no planned negotiation meetings planned for this week. >> i can't express enough how unusual it is if there are mistakes or errors they are caught in the review process much earlier, certainly before they are ratified between two major unions. it's new territory. >> reporte

brian flores is joining us with why the district says its an investment in student safety. good morning, brian. >> reporter: good morning, pam. the school district is just the latest school district to install surveillance cameras. as we mentioned this isn't anything new. the school districts in the bay area and across the country but what is making this unique is the growing trend that surveillance cameras are being installed. here in novato the school district will you can vail the cameras similar to these. bart of the reason install the cameras is -- which is increasing throughout the years. and overall keep kids safe. the district says all the cameras will be installed along the exterior of the campuses. mainly along hallways and corridors and not in classrooms and bathrooms. we spoke to the principal here who says after all these years cameras unfortunately are needed now.

brian flores is at that intersection with what we've learned about the victim. good afternoon, brian. >> reporter: good afternoon, tori. we've been keeping in touch with the medical examiner's office. at this point, they have yet to positively identify the victim. they are currently looking at fingerprints to obtain a positive i.d. an intersection considered one of the busiest, if not the most dangerous, many say despite recent changes that they are not surprised that this continues to happen. this accident happened harnd midnight. the man in a wheelchair was trying to cross market when police say the driver of a car hit him as he was making a right turn from southbound 101 to market. the driver stayed at the scene for several hours and from video he appeared shaken up and coherent. he lee -- he looked to be wearing a security guard jacket. 56 collisions occurred at this intersection according to records. despite camera being on last friday and a no-right-turn sign, commuters say safety issues continue. >> i've seen that in general. i've seen it on we'll and mar

ktvu brian flores is joining us live. you are in west oakland where details that the unions say they are not budging. >> reporter: commuters were certainly breathing a sigh of relief when they reached that agreement an the bart strike ended. but now with this language glitch there are signs of a possible is another bart strike. when bart board of directors and management saw it there was language in it concerning paid family leave that management says they didn't agree to. that is being reported the issue resolves around how much they will receive under this new contract. the new contract would have given workers six weeks of paid family leave. prior language reportedly would have asked for workers to use sick leave and vacation time first. in any case bart board members say they are investigating while the union says they are not budging. >> they voted on what was presented by the district. the district had the same practice we have. its a complete agreement. we expect the borders -- >> it is under investigation how it e

ktvu's brian flores is live in oakland with a special meeting and how riders are reacting. >> reporter: no question about that, we spoke with many riders who say they can't believe this contract is not a done deal yet, many are concerned another bart strike is on the horizon and even more baffled this issue wasn't seen earlier. it was supposed to be pretty much a done deal, the bart strike over, a tentative contract reached between bart's unions and management. instead now a bit of a hold up. >> i hope they come to some type of resolution because there is a lot of other people suspecting -- suspecting thousands and millions of people a day so it is like i would hope they would be able to come to some type of agreement. >> at issue in the agreement is this clause talking about paid family leave, bart says family law states workers are allowed up to 12 weeks of unpaid family leave. this copy of the contract obtained through sources says eligible employees would receive six weeks of that time paid. but from what we heard from bart's management and the board is this was something that was

brian flores joins us live with the latest on the investigation and it looks like traffic has cleared up. >> reporter: yeah, it has, good afternoon. this accident happened at 2:40 this morning but it wasn't until 10:30 when a tow truck crew came by and removed the wreckage, as for traffic you mentioned it has picked up but earlier as we saw it was quite a mess as investigators pieced together how this accident happened. chp investigators spent most of friday morning examining the wreckage and re-creating the horrifying accident that killed a construction worker and injured another around 2:40 this morning. the chp says the two workers were trying to remove a sign that meant to warn drivers of a paving operation nearby in milpitas when the driver of a silver nissan crashed into them, one of the workers was pinned between the car and his work truck and killed, the other had injuries and taken to the medical center. >> the construction vehicle was parked well -- well on the right hand shoulder, they were outside of the vehicle, both construction workers, and they were removing a road wor

brian flores, ktvu channel 2 news. >>> 7:33. also new this morning, controversial gun measures have passed in pleasant hill. last night, the city council voted 3-2 on new restrictions on gun dealers. the new rules mean gun shops cannot be within 1-b 50 feet of a public park or an adult entertainment site or a thousand feet from a school or a daycare center. the gun shop owners say the city council did not do any research before passing these new rules and say they are being unfairly treated. >> harassment of one type of businesses and not harass everybody? >> gun deemers have to submit to fingerprinting and background checks. >>> 7:34. right now, the polls are open in sunnyvale. one of the items on the ballot, a controversial new gun safety ordinance. if approved, measure c would require gun owners to notify police within 48 hours if their gun is lost or stolen. guns would have to be stored in a lock box or disabled with a trigger lock when not in use. this would restrict sales of ma'am u initial -- ammunition magazines. critics

ktvu's brian flores live in west oakland. people are getting nervous about that and what are the unions saying about this, brian. >>> the unions saying they are not budgeting, but there is concern as you mentioned from commuters this morning that it may lead to a strike. we just so don't know at this point. that's what one b.a.r.t. board member told me here in west oakland. commuters glad the trains are running and frustrated the contract has not been ratified by all sides, including b.a.r.t. management. it was ratified by both sides but there was language about paid family leave that they say they didn't agree to. a glitch if you will. the issue resolves around how much paid family leave they are to receive under the contract. reportedly the contract would have given the workers 6 weeks, and prior language was to use sick leave and vacation time first. we spoke with the unions, in any case as we should say b.a.r.t. board members say they are investigating how this happened. the union says they are not budging and this was cl

live in san jose, brian flores ktvu channel 2 news. >>> thank you brian. 7:34 in. in about 30 minutes, members of the b.a.r.t.'s largest union will be meeting before taking a vote on the tentative contract agreement. that agreement was reached last week ending b.a.r.t.'s second strike of the year. ktvu's katie utehs is live with more on when we may know the results of the of the -- of the vote. >> reporter: voting starts around 10:00 a.m. members will be gathering here at the downtown oakland marriott. they have a meeting around 8:00. so within a half hour and the voting will last for a 12-hour period today starting at so. members from both unions, sciu and atu, rank and file members have taken this week to look over the tentative contract agreements which ended their labor strike last week. as we know, negotiators reached the deal and union by laws require that members get five days to review the deal before voting. and today they'll decide. 1400 people represented by sciu will vote at the marriott. they're b.a.r.t.s mechanics, custodians and clerical workers. i a

brian flores joining us live out in the oakland hills now. what are the concerns in that report, brian? >> hi, dave, good morning. the audit report basically states that the oakland fire department needs to do more in things like inspections and clearing outrush, especially out here in the oakland hills. with the exception of today it's typically very dry. the fire back in 1991 killed 25 people, destroyed 3,000 properties but a recent oakland city audit found that there is a "lackluster culture" when it comes to inspecting the more than 20,000 homes here in the hills. city auditor courtney ruby tells the oakland tribune this is important because peoples' lives are at stake. they found a lack of quality control when it came to inspections. property owners in the hills are responsible for taking care of the overgrown vegetation that could pose a fire threat. if it's not taken care of, the city could hire an outside contractor is then bill the owners. the audit found only 11% were meaning hundreds of other homes left unsafe. the audit also found

brian flores is live on fresh ure island to let us know what -- treasure island to let us know what concerned families are saying. >> they certainly are concerned. we've spoken to many families and this afternoon as well. they say they received letters back in march telling them about the low level radiation that they deemed safe. but what they didn't know is what to think about these radioactive shards found here and with kids running around, that's especially disturbing they say. it looks like a rock. something perhaps a little kid could pick up. from an internal memo, this shard found earlier this year is considered radioactively dangerous. according to the memo obtained by the center for investigative reporting, some shards were found on public lawns near apartment buildings on treasure island. this one found on bayside drive. the memo states if held long enough, it could cause burns, hair loss. the concern is that pieces like this may be on other parts of the island. residents we spoke with want it discovered and cleaned up quick. >> the concern, get it done immediately. let's move as fa
