they recommend that the dmv upgrade its database to the dmv's current database is really outdated. i think it's dos and doesn't have this information in a searchable format. the dmv should also take steps that providers are legitimate and their cigna /kphurs are valid. this will increase the chances for finding placard issuance fraud . the committee also recommends clarifying the eligibility criteria on the application, but not removing any of the existing eye tier criteria and this would ensure they're issued to people with a functional need for them. >> we'll get to the two that are paired regarding meter payment and use of those funds. california's one of only 15 states that exempts blue placard holders from meter payments. thirty-five states still require placard holders to pay at a meter. those states include arizona and florida, big havens for retirees and for people who age beyond 80. the meter exemption as been around since 1980 and it was started when various veteran's groups pointed out that the parking meter technology was inaccessible, that the meter head was too high i

that's all to the good, but we say dmv needs to do more. you heard the suggestion that they need to find a way to link a picture to the placard. there's something else. we suggest that dmv upgrade its data base to include information about medical providers who certify placards. right now they have no way to track whether a clinic certifies 50 a week, 500 a week, one a month. their operating system is still doss, that's how antiquated their system is, but they need state money. we can only say please do that. the idea of having a record of how many placards a practitioner issues helps identify possible fraud. we've heard stories of places where you could go pay money and get a form already filled out and they just put your name it. no exam, pay your money and you get the form, send it in and you are going to get the blue placard. we also suggested d mplt v clarify the eligibility criteria on the dmv placard application. clarify it, but don't remove any existing criteria so that people understand they are to be issued for those who have a fu

that's why we asked dmv at tightening up the criteria. right now it's very broad, substantially interferes with mobility. others have something like cannot work more than 200 feet or needs portable oxygen. so criteria were tightened up, time limits were established, that could improve the ability of people with blue placards to park more near whatever destination they choose. >> the blue placards -- are they permanent, you don't need to renew it? >> they are permanent, but reissued every two years. again, the idea is if you have a permanent disability, whether it's arthritis, gout, whatever, you're not going to be cured except by miracle and therefore you /p need to have this readily available, but by having it renewed every few years dmv finds those who aren't around anymore to use it. >> there are 2.4 million placards in existence in california. one of the ideas that the committee did talk about was having all of those people get re-certified for their placards, but in the end they didn't recommend that because it would be such -- a lot

in discussions with dmv. they said it would be in the neighborhood of a half million dollars but they don't have a full analysis of what that would cost and the impact on revenue with the expected increase on the value of the private vehicle fleet due to inflation. we did look at historical rates of inflation that the cost of rising vehicles raises about -- per year. this is not including inflation from 2013. as well we assumed that the number of vehicles in the private vehicle fleet in the city would remain constant and we don't know whether the number of vehicles would actually stay constant or decrease or increase. finally, we do not have a solid estimate of the potential for what some term leakage which is that some individuals and businesses may choose to or attempt to let reregister their vehicles in other counties because they may have a second home or other address or business address that's in a location outside of the county. and, san francisco county is the only county in state law that is able to

if dmv would clarify the requirements, that would help. remove the meter payment exemption. this slide shows the 50 states, they are in two colors, blue and gray. 35 states do charge for parking at meters even when you have a parking placard. amongst those states are florida and arizona. i specifically highlight those because a lot of people retire and move to those states. a lot of seniors live long enough they can age into a disability so the point is, those states are not having people move out, move away, because they are requiring people to pay at the meters. california is only one of 15 states that exempts people with placards from paying at the meters. but the placard is meant to increase parking access for us. the payment exemption reduces that because it encourages or allows people to park as long as possible, up until the street needs cleaning, which can be 3 days or a week in some parts of the city. it's also important that this is a disability accommodation. it's not an income-base the or economic benefit. the payment exemption started years ago because the parki
