thank you, monique. yukon with your presentation. >> i just want to point out the transportation commission really responds to the mayor's task force work is proposing $7.4 billion in a charge grant. >> supervisor campos? >> thank you, i happen to serve on the atc and what process will be followed remains to be seen. it's not clear how quickly or not so quickly this process will go through. i do have some concerns about the transportation task force's recommendation and as it currently stands there is going to be some difficulty in getting a lot of people in some communities to get behind the proposal and i actually think it's going to create some issues in terms of our ability to get some fundings because of that. i hope that there is an effort to understand that many people do feel left out of this process and that the proposal to the extent that it relies on things like sales tax which can be' very regressive tool doesn't necessarily address a lot of the concerns that many of these communities have. s

i want to introduce monique. >> thank you for having me here. it's nice to be here. as mr. reiskin said the task force was created by the mayor and we have members of the task force who represent the operators in the area represent business and labor advocates of transportation of streets head by transit of course and we are trying to come together with consensus to identify the needs for transportation in san francisco and develop an investment plan and come can up with a planning strategy in order to make that a reality at least in part. with that, the task has been coordinating to the transportation authority. we have looked at the county wide plan. we've reviewed the mtct plan bay area to determine what the needs are for transportation. in taking a look at the needs assessment, as you know the organization of transportation services that you are in charge of are vast as director reiskin said in $13 billion. they're in repair or need improvement. we've also learned from the planning department and from plan bay area about the future needs and the estimates are that by 20

hi monique? >> good morning and members of the board of supervisors committee. the mayor's task force that i think you have heard of preliminary set of recommendations and findings of the mayor's task force. but i'm here this morning to speak to you about how some of those recommendations could apply to the eastern neighborhood hearing. as you know, the task force is concentrating on infrastructure and not operating expenses nor is it looking at parks and other kinds of concerns within this particular hearing. the task force has been examining the needs for capital programming across the city in light of the kinds of conditions our transportation system is in now as well as the new growth, both in terms of residents and jobs in the city. and so the scope of the task force work does not address the operating deficits nor does it solve all of the problems that have been identified. about $10 billion have been identified as a need for transportation. and this leaves a gap of 6.3 billion. the task force identified what we believe is required in terms of infrastructu

with regard to equity, i think monique mentioned that from a look, 85 percent of the projects funded here are city wide or neighborhood projects but i wanted to note also that transportation authority commission has directed the transportation authority staff to perform some sort of equity analysis on this overall packet, so we and the controllers office will work with them because i think it is important and our next item is talking about the adopting a tightal 6 program. that's extremely important that we can demonstrate and we're serving our neighborhoods especially that's that's transit dependent. >> let's get that out. >> any work that results from the money that is raised through this process would have to go through a title 6. anything, anything that we do with the money, all of those projects would go through a title 6 review. >> i might leave that to the next item. generally as an agency, we're subject to the requirements of title 6 and generally although this obviously would be local money that we're talking about, generally the way that we expend local money is we match it
