>> reporter: what we learned tonight, scott, is that the l.a.p.d. says it will launch an investigation into the allegations by the airport police union. the union is charging that fire at ®i6hpwm., police say 23- year-old paul ciancia opened fire on t.s.a. officer gerardo hernandez at the bottom of an escalator leading to the t.s.a. checkpoint in terminal three. the shooting ended about five minutes later when airport police shot the gunman four times deep inside the terminal. according to the airport police union in the midst of the chaos an l.a.p.d. officer told paramedics that t.s.a. officer hernandez was dead. this, despite a claim by the airport police union, that one of their officers had felt a slight pulse. the airport police union points to this video which they say shows paramedics had made the decision to transport hernandez to the hospital even 33 minutes after he was shot. the question is had hernandez been transported to the hospital sooner would he be alive today? now, that's a question really only the coroner can answer. those resul

diana, take it away. >> thanks, scott. you talk about rising mortgage rates, we talk about rising home prices. both roadblocks for the homebuilders and who better to talk about that been the ceo of pulte, richard dugas. we've seen a pause, the first half, hot for builders, for home price, but now seeing a pause. how long will it last, and what will jump-start things for the builders? >> the pause has been caused by a combination of rapidly rising rates a few months ago. the government shutdown, i don't think helped anything. and then, concerns around affordability as home prices have risen quite a bit. having said that, we are still far below long-term averages, and i actually think we need good job growth in the country to help the housing market. so we're expecting better things come the spring selling season. now's not the traditional best time to sort of evaluate the market. >> you talk about that affordability. pulte homes, the average home price jumped 11% in q3 from a year ago. we're seeing prices up across the boar

interestingly, scott, today he texted his parents from l.a. to new jersey and said he was going to kill himself today. they called the police. there was a response to his house. apparently they didn't make contact with him but a roommate who didn't know where he was. so this was something that was roiling in his head today. >> pelley: john, thank you very much. there are big security concerns also in new york city because there will be two million spectators for the marathon which is running this sunday. and after what happened in boston, we asked jim axelrod to have a look at was's being done in new york to keep everyone safe. >> reporter: race organizers are spending twice as much on security this new york city marathon as the last one. the nypd has consulted with 20 members of boston's police department about the marathon bombing there that left three dead and more than 2 of-- 260 wounded. here in new york runners can't ignore what happened in boston. like jennifer beehr, among those picking up the race numbers they won through a lottery. >

>> reporter: scott, the white house said for weeks these enroll. numbers would fall short of expectations-- and they have. the poorly designed federal health care web site-- here thisly unusable in its first days of operation-- severely limited the number of people who were able to sign up for coverage. of the 106,000 americans who are counted as enrolled in obamacare, less than a third-- just under 27,000-- did so by navigating healthcare.gov. the remaining three quarters-- just under 80,000-- signed up on one of the health insurance exchanges run by 14 states and the district of columbia. more disturbing for the administration, the ratio of obamacare customers is currently heavily tilted toward those receiving insurance entirely funded by the government. nearly 400,000 americans qualified for medicaid or children's health insurance program coverage-- four times the number who have signed up for private insurance. there is high interest in the health care plans. nearly 27 million people have visited the federal and state web sites and just over th

north 680 at scott creek road. from the top you see the yellow creeping in down to 58 miles per hour through the area. but again, the brighter lights and the investigation continue, blocking two lanes thb. it's a distraction southbound which tends to be the commute direction. north you take 880 to mission boulevard, then cut back over to 680 up to the tri-valley. again that's traditionally what we call counter commute which follows this direction for the arrows through the tri-valley and the east bay. no problems right now. we expect a build but the crash at scott creek could be there for a couple hours. looking to the rest of the east bay, a smooth drive to the bay bridge toll plaza no. problem for the maze. live at the toll plaza, there's no backup now. that will form lighter and later again for friday, then midday, but remember the time change christina talks about on sunday is going to change the lighting which will change possibly or morning commute. you have another change. >> i think this is cool. you'll get

commissioners i'm paul scott. i live in the neighborhood of julius castle and have for longer than i care to remember 15 years or so. i just wanted to speak to a couple of items. in terms of my involvement with this building i care about my building i'm the former president of t hd and was the president of save our neighborhoods where we have the america's cup facilities today. i'm a lawyer will i profession but i've done property work on the filner's steps - i'm not sure how to operate this. that's not the after but the before picture. and we did some work on that place which isn't coming across well. we restored that building to the pen of the neighborhood and also to the satisfaction of the folks who were concerned in a historically done fashion. we're coming from the prospective of trying to do the right thing. we want to restore to the historic use. when i bought the people i was told about their prom night or first job interview and the vast vast number of people wanted it to be returned to that use. the rea
