opportunities in our city, they need to be a part of our city. and it's not just about giving out free gifts or giving out free turkeys or giving out free anything. it's about what type of job opportunities, what type of internships, what type of commitment are you going to have to the most vulnerable residents of our city? how are we going to impact lives? you're basically -- this is a great economic opportunity maybe for you and the city, but how does this directly impact residents of the city? so, i think we have to do a better job in making those connections. >> let's talk a little about the issue of sports, the role of sports in the city's economic future. are you supportive of the plans for the new warriors stadium? >> i'm supportive of a plan that includes the residents of this city. specifically, with the warrior stadium, i think it could be a great opportunity for san francisco. but i want to make sure that in the agreement that there are some requirements that make sure that people are not just employed for construction opportunities. t

this is what has been driving the recovers of our cities. not necessarily city hall. for example, i find it really interesting, and it's not untrue that bloomberg has made a lot over the drop in crime rates. when giuliani was mayor, he was admired further away you got from new york than new york itself. then he became a hero in 9/11. but the crime rate began to go down under the administration and people were worried about giuliani. and a lot of people were worrying, what was going to happen after giuliani was gone. >> then crime continued to drop and dropped even further. now new york is even at its early 1960's rates of crimes where people my age remember when there were little kids, and the way we looked at the street then. it's a remarkable change. david, roberta brought up the roaring economy of the 90's. and the mayor's two firms coincided with those sometimes. did that help shape the way people felt about him now that he's about to leave city hall? >> it did, indeed. he said in his farewell speech that he said he couldn't believe that he had the fortune of bein

we know when this law has worked our city's contract practices can keep tax dollars here in the city which will do most good for our residents. we know when 14b works we know that san francisco is doing all we can to end discrimination and to ensure that we are not contracting with businesses that discriminate. the hearing that i'm calling for will help us chart a progress in full filling our cities policy on discrimination and we hope in the light of legal adjustment to better award and administer a contract that is better and fair and effective to provide equal opportunities. as san franciscans we all must do a better job and i like -- look forward to working with. you my third item is an environmental ordinance. with recent typhoons and we've all seen an impact of global warning and we have seen our efforts to reducing greenhouse gases and reducing addiction to plastic bottle water. in the 1990s the industry experienced an enormous growth but before that everyone managed to stay hydrated. in 1996, the average public drank 1.6 billion bottled wear -- water per year. today americans

is a wealthy city. we spend a lot of money on social services in our city. ~ but why are these social services not impacting people's lives the way it's changing people's lives for the better? i want to make sure that we work with residents and we work to help them grow within public housing and to not be plitioned out of the city as a result. i think that's one of the big issues. the other issue is connecting people to job opportunities. long-term employment, stable employment, employment that gives people dignity, that gives them pride. i mean, everyone wants to take care of their family. and sadly, people are sometimes pushed into a life of crime because that's the easy route to obtaining money. i mean, it was really easy for me as a kid to choose to sell drugs because everyone around me was selling drugs. wasn't easy for me to get a job because i didn't have a lot of examples of people working other than my grandmother who was working as a maid, or other folks i saw working at the grocery store. so,

but there's many, many thousands of people in our city and in cities across this country, 80,000 people in san francisco that have difficulty reading or cannot read. and i think amazing projects like project read help to address that challenge for many, many people in our neighborhoods. that's about roughly -- what is that -- one in -- one in ten of our city's population we're talking about. people to people approaches addressing this issue are i think the most amazing and inspiring, and project read has lived up to that example. i just wanted to say also that as a teacher i was a learner of [speaker not understood] and i know he said that once people learn to read the word, they learn to read the world. and it really opens up your eyes. literacy and reading, but also in seeing things in new ways. and i think project read is a great example of opening up the world to so many, many people and families in our city. the event tonight will highlight this at 5:30. the project read provides trained volunteers;, i think there's been about 4,000 tutors over the years that you've trained to help

in the middle of the boom, the city hall decided what we need is a new city hall for $40 million, and then ended up defaulting on it. and now there is a bank in the bottom. some people on a couple of the floors. but most of this giant building is empty. as if that's not bad enough they spent $32 million on two other parking garages next door which they also defaulted on that also aren't being used. throw in a couple of other pet projects, and all told, stockton wracked up a pretty hefty bill. they decided to pay for it the old-fashioned way. they borrowed for it. by issuing municipal bonds to cover the costs of the projects. but when the housing bubble burst, the tax revenue they were counting on dried up, and stockton found itself unable to pay back the loans. you know, it's interesting because stockton was this boomtown. this boomtown that really kind of came into existence during the gold rush. and when you kind of look at the things that were being built, it was almost this same type of gold rush mentality, this dream ideal of what a city would be, of what you wanted this place to
