dodd frank created two new organizations to help combat potential new risks. the financial stability oversight council and the office of financial research. the council brings the regulatory community together and charges us to look across areas of responsibility whether it is banks, markets or other financially institutions and other risks that may emerge in the future. the office of financial research is working to understand what they do we need to better track risks in the system and what we can learn from that data. efforts to create standard so we can anticipate the next crisis that is accessible and usable. part of the current focus of these new organizations as nonbank financial companies and shadow banking and two ships. in many ways, these firms act like banks but without the comprehensive oversight or safeguards banks are subject to. it is essentially better understand and address the risks these firms represent. the tri-party repurchase agreement market is a critical source of short-term funding, but one with identified structural vulnerabilities.
