stuart varney, host of "varney & company", fox business network. good morning to you, sir. >> good morning, bill. bill: what is the issue today, stuart. >> the back end. it is the back end that is really creating the problems now. two problems there in particular. insurers report that they are, that people are calling them saying, we enrolled but they have got no record of that enrollment. also information is going astray. 1/3 -- one h paying for it and pricing new products is not built yet. that vital importance has not even gotten started. the back end is now a huge looming problem and it's a problem right now. bill: you don't want to show up at the doctor's office saying we have no record of you, you are not covered here. millions expected to sign up. they believe ahead of the deadline which is three weeks from now? what is tricky about that, stuart? >> the deadline is december 23rd, that is if you want full coverage on january the 1st. millions of people need to sign up in that deadline period, by december 23rd. can this website handle that man

welcome, i'm stuart varney. this is "your world." alarm bills for the president, not just people losing their healthcare plans, nearly half of those people with job-based or private health insurance say they're policies will be changing next year, mostly for the worse, and most people are blaming the president's healthcare law. they point to rising premiums and higher deductibles. what this all means for democrats facing tough mid-term elections, we'll cover that in a moment. first to the streets of new york with a reaction there. diane? >> so we keep hearing about how the problems with healthcare.gov are only affecting a small part of the population. the "associated press" report shows they 85% of americans that do have healthcare coverage are largely unhappy with the law and blaming it for changes coming to their plans. 69% say their premiums are going up. another 59 say they're copayments or deductibles are going up, and only 21% say their coverage is expanding. on the contrary, 14% say spousal coverage is being reduced or elimina

stuart varney, anchor of "varney & company", fox business network. good morning to you. the government is running the show. >> they're making up rules as they go along to account for the chaos and mess which they themselves have created. as you pointed out they extended deadline. essentially they are telling insurance companies, get out there and cover people who may or may not have valid coverage. one more quick point, bill. they're strongly encouraging insurers to treat out of network doctors as if they're in network. bill: my gosh. this is like an amoeba, stuart. it keeps on bouncing around and moving around. takes a different ship every day. what will the companies do? can they say no to this request? >> very difficult to say no to a government which strongly insist that is you do this. the insurance companies are in a real pickle here. they know that come early january, awful lot of people will think they have got coverage but they don't have coverage. the administration wants to make sure theyly do have coverage. so it is forcing insurance companies to pay up. whet

joining us right now, stuart varney. stuart, you did point out when he was saying detroit, he meant the car industry. and now the city has gone bankrupt. they've accepted their fate. what does that mean for the pensions? >> if you work for a city, you're retired, a retired city worker and it's a troubled, financially troubled city, you should be worried because detroit's bankruptcy sets a new pattern. it sets a new model because the detroit bankruptcy judge has said, yes, you can cut pensions. it doesn't matter what it says in the michigan state constitution. it doesn't matter what the unionize say. yes, says the judge, you can cut pensions. pensions for retired workers are the key problem for troubled cities across the country. now they have this new model. detroit says you can cut those pensions, so you better get pretty worried if you're in these troubled cities across the country. >> detroit is in troubled times. a third of the city is unoccupied but they are going to bounce back. total debt is between $8 billion and

>> the host of "varney and company" staoufrt -- stuart varney is here to explain this. i was reading police officers as young as 50 can retire. how can that formula work? >> that very powerful police force that has pushed for these kind of very strong, lavish pay and pension benefits. they have been pushing for them for years and years. now they've got to be paid. in many cities across the country it is the police and fire fighters pay and pensions which are breaking the back of cities' finances. case in point, desert hot springs as you've pointed out. $7 million out of a $10 million budget, that goes to the police force. the average pay package for the 39 police officers in desert hot springs, the average -- this is pay and benefits all lumped together -- $177,000 per year. >> that's a rich force. >> it's way out of line. the police force is very expensive in this particular city that's mirrored in other cities across the country. i suggest that what youto see if ghost towns, modern ghost towns emerging because they cannot pay these police pensions. they're insolvent a

stuart varney, the host of stuart varney. i'm amazed, blown away by some of these numbers. >> reporter: i'm astonished. it's the "new york times" and it says 53 per -- 53% of the uninsured people don't approve this. we restructured america's healthcare system to supply insurance to the uninsured, and 53% of them don't like the and one-third say it hurts them because of the extra cost. the fox poll shows 67% want to delay the implementation of obamacare. the more we know about it, the less we like it. martha: if something happened and you walked into an emergency room you would be able to get the emergency medical care and that's why everybody was look for some alternative. but program they look at this and say i don't want to get involved in this, it will cost a lot of money. >> reporter: when we were reforming the healthcare system it was considered a national disgrace. you provide a way for people to get health insurance, and now more than half don't like what america has come up with. it's a lack of confidence in obamacare

"varney & company" is about to begin. >> another week for negative news from obamacare. first off, sticker shock. many people with modest incomes are facing deductibles. and they will not be able to afford the cost that insurance does not cover. the average deductible for the lowest price plan, $5,081. up 42% for plans purchased in 2013. next, california, a doctor boycotts, 7 of 10 say they won't participate in the obamacare exchanges. a ticking time bomb. 1.6 million people enrolled in obamacare so far. the bad news 1.46 million are signed up for medicaid, that's free care using taxpayer dollars. if the trend continues you'll see extreme financial difficulties for both state and federal governments. then from zeke emanuel, says yes, you can keep your doctor if you're willing to pay more. here he is on fox news sunday. >> nobody launched a big pr campaign so sign up. we're about to launch a big pr campaign and that, i think, is going to persuade a lot of people. >> did he say if you like your doctor you can keep your doctor. >> yes, look, if you want to pay more for an i

stuart varney, host of "varney & company", fox business network, happy new year to you. >> hello, bill. bill: good morning to you. sign-ups, take it a step at a time. do we know who is actually signed up at this point? who is big money and enrolled? >> good questions, bill, all of them. there is a lack of sent about who is actually paid up in full. there is a lack of certainty about exactly who is fully covered on january the 1st. secondly, not everybody who signed up has presumably read the very fine print. so not everybody knows if their old doctor is in their new network. you can imagine some chaos at the doctor's office and at the hospital when accident victims, for example, show up in the first week of january unclear whether they're in the right hospital or right doctor or whether they have got coverage or not. so that is a big area of uncertainty. who is fully paid up and whose doctor they go to. secondly, we don't know the demographics. big sign says we signed up over a million people but we don't know who they are. how many young people, versus how many old people? this uncert

stu varney, he is the host of "varney & company" on fox business network. stu, how do you think people are going to react? >> people will say, what did i do to deserve this after all you pay your taxes, work for a living. you've been forced to change your doctor. you've been forced to pay more for inwhich you may or may not need but the second sticker shock which is as you point out, heather, deductibles. the study was done by health pockket incorporated which studies this kind of thing. the federal exchanges, they found out the bronze plan has an average deductible for individuals of $5081. let's point out that is money you've got to shell out from your own pocket before insurance coverage kicks in. $5081 for the bronze plan. i don't think that is affordable to a lot of people, heather. >> i thought it was interesting, they were taking a look at say one woman having a baby. if you look at these numbers, it's not covered. they pay all of it out-of-pocket, is that right? >> that's correct. the average cost of having a baby in some states, the states studied
