york has learned from climate change and two the current state of the renewables in new york and the state where we go from here i want to start with the climate change been new york economy there's been i don't know why an idiotic debate around climate change (clapping) why this is a debate i'll never know, you know, we don't talk about drowning polar bears but new york was hit with super short term sandy it was the largest and when it hit new jersey but spit despite it was the second most it's truthful storm in history trailing katrina sandy caused more than $68 billion in damage and it happened in new york state it happened in the real estate to our bridges and tunnels and roads all things were flooded with significant damage. the energy infrastructure was seriously damaged being e merged in seawater. thank fully we've landowner a lot sandy's 14 foot storm surge we talk about this is a storm surge of 14 feet 2 feet higher than any in the history. that's why the electrical system was flooded and the brooklyn tunnel was flood and lower manhattan and queens were completely underwater

so they challenged the state and industry on that and the lower courts in new york state have ruled that communities do in fact have home rule. they can stop drilling within a local area if they feel that it doesn't comply with the land use. this is very important because as the industry points out, with shell gas they like to develop in big areas and need predictability and uniformity. if communities opt out it makes them more difficult to develop. so it is an important battle in new york state and pennsylvania has had counties or local areas challenge the industry. we don't have national policy or limited nation al policy but there is developing policy on a community level and that is important. now, the story in new york started with this awareness with the big deal and the deposit farmers and the big deal. the change of events that went with that ended up in pennsylvania state. sitting on the border you had a case study of two different states and the ramifications within the two states within the development. personally and that is where all of this comes home. we can talk technical

sanford was a resident of new york state at this time. the scotts were being held in bondage, technically by a man who lives in another state, a free state to boot. so he thought the strategy would be so the scotts could sue sanford for their freedom. they lost but they appealed that case to the u.s. supreme court and that was the case that was heard by the supreme court in 1856 and again in 1857 when they actually rendered their decision. it is interesting that sanford, his name is on the case and he doesn't come into it until 1854 when they go to the federal courts. sanford is also a key player in we know the scotts were returned by the supreme court but they were set free in this room a couple months later. the way that happened was sanford died in new york state and upon his death the ownership reverted to his sister and to her husband. he was an abolitionist and he was a sitting member of congress at this time. suddenly, he finds he's the owner of the most famous slaves in the united states just literally overnight. he wanted to dive

if you were an elected official in the state of new york. in april of 2013, several new york state politicians and party leaders were arrested for trying to sell the new york city mayoral race. and a state assemblyman was arrested for trying to sell legislation. u.s. attorney for the southern district of manhattan announced all of those charges within 48 hours. that month. it was humiliating and shattered any hope that albany was anything but corrupt and so in response to all of this, the governor of new york, andrew cuomo, made it one of his chief priorities to get ethics reforms passed in his state. he tried to get his ethics bill through the state legislature but the legislature wouldn't do to, so that effort filed. after that, governor cuomo decided to appoint a commission, called the moreland commission to investigate public corruption. this was going to be cuomo's way of fixing the corrupt system in new york without the legislature because the legislature didn't seem interested in doing anything. i know what you're thinking when you he

it is a state record for new york state of any storm. this region of new york, notorious, long island, new york, we've seen blizzards and hurricanes make landfall here, but never before this date have we hand this much rainfall come down. on monday night into tuesday morning, detroit, about 4 1/2 inches of rainfall in 8 hours, exceeding well over the august average. about 100 cars stranded on highways. if baltimore on tuesday, upwards of 6 inches of rainfall. the vast majority, about 9 inches, came down between 5:00 and 7:00 a.m. across portions of islip, new york. making it the single wettest august day in new york state history. the single wettest 24-hour period, as well. look at the footage coming out of this area. we know at one point, the southern state parkway, rescue workers found some 47 vehicles with 52 people trapped just along a half mile stretch. that's the lang thing you want to do is try to go through waters, because that's usually the end result. we know emergency crews were using boats to rescue some folks stranded in par

. >>> in some cases medical marijuana is legal in new york state. for the first time sunday a marijuana ad was seen in "the new york times." but it's still technically illegal, according to the federal government. anna werner reports on the contradictions and complications in american marijuana laws. >> reporter: in the first section of sunday's "new york times," this. a few page ad from a company called leafly offered to help new yorkers find the right kind of marijuana for medical use. new york became the latest state to legalize medical marijuana in july. 23 states in the district of colombia now allow some form of medicinal marijuana and 18 have passed pass decriminalization drugs. aaron smith with the cannabis policy center says it's time for the federal government to change its policies too. >> the immediate goal is to allow states to decide their own policies and move forward without interference. >> reporter: shops that sell marijuana in colorado or washington often have trouble getting federally insured banks to take the proceeds of their b
