oklahoma city police officer, daniel hoskwua is aus couped of sexually assaulting five women. the 27-year-old would stop women during his late patrol 4:00 p.m. to 2:00 a.m. and during traffic stops or as they walked through the neighborhood, he would fondle his victims in the back of his patrol car or sometimes take them to different locations in at least one occasion, he raped a woman, all are black, 34-54 years old. a woman complained he sexually assaulted her during a traffic stop. he was put on administrative leave on june 18th. police say they are not sure if the attacks were race related. naacp and other african community leaders are calling for a thorough investigation. the oklahoma city police chief says the charges are disturbing, emphasizing that 99.9% of his officers are trust worthy. >> it affects all of us. officers know that. they take it personally. it angers us that one of our people, one of our officers that people trust to keep them safe is doing just opposite. >> authorities believe there could be more victims in the case. he is facing nine charges including

so the first is a guy named aubrey mcclendon and he was born in oklahoma city. he came from the right side of the tracks. he came from the kerr-mcgee family in oil and gas company and he went to duke, majored in history, had no real desire to be in oil and gas man. again that unlikely people that will change the country. he went to duke and got out of school. he was going to work as an accountant but his uncle said come back to oklahoma city and work in my business. he did that and then it became a land man. you don't get much credit for the business. they are the guys and sometimes gals who go door-to-door knocking and asking if they can lease a farmer's acreage or a homeowner and cutting deals to lease and acreage so their bosses could drill. he was doing lab work and as you can imagine you need to be charismatic and outgoing to be a land man. he's very much outgoing and confident in charismatic and he was doing a pretty good job but the real money isn't in finding oil and gas. he kind of wanted to do that. he kept bumping into another land man who was at the

murray federal building in downtown oklahoma city killing 168 people, including 19 children. in 2010, andrew stack targeted a building in austin, texas, housing 200 irs employees by crashing a small plane into the building. active shooter incidents have been an ongoing threat as well, including shootings at the navy yard here in washington, d.c., ft. hood in texas, the u.s. capitol building, and the united states holocaust museum. because of these clear threats, the steps taken since the oklahoma city bombing, we should nearly 20 years later have significantly improved the security of public buildings. unfortunately, problems persist. over the past five years, the government accountability office and others continue to find deficiencies. the oversight of contract guards and their training needs improvement. while the guards are armed, they lack training and clear direction on active shooter situations. partnerships with local law enforcement agencies are patchy, raising questions as to whether state and local law enforcement agencies are clear on their authority to respond to
