nbc 10's monique braxton is live at police headquarters with how the new rules will be enforced. fill us in, monique. >> reporter: all morning we've been looking at the logistics. top police brass here at headquarters want to make sure that everyone knows that marijuana will not be legalized tomorrow. it is still a misdemeanor under state law. the law states anyone found with 30 grams of marijuana will face a civil penalty. the law's sponsor, councilperson jim kenny, pushed for this legislation as far back as may because he says it's a way to address the disproportionate marijuana arrests in the african-american community. subsequent criminal records and what he sees as a reduction in job opportunities. so we talked to police about what happened initially with police. >> if officers cannot identify the individuals or there isn't proper identification given to, provided to officers, then officers will take the individual inside. once their identity is confirmed, then will be issued the violation notice from the headquarters and then released at that point. >> reporter: philadelphi

nbc 10's monique braxton is live outside of the county courthouse in norristown. monique? >> reporter: rosemary, this case has been full of surprises over the past couple of days. always the case when a defendant is representing themselves. from what we're told, raghunandan yandamuri spent several hours, often rambling, on the witness stand over two days, trying to convince the jury he is not a killer. looking at the video now, this is the defendant. he told jurors his dna was on the grandmother's body because he was attempting to help the real killers remove gold jewelry. now, during rambling testimony, yandamuri told police he was forced to confess to killing a 61-year-old king of prussia grandmother and her 10-month-old granddaughter. prosecutors say, though, the 28-year-old had planned to kidnap the baby, hold her for ransom to pay off several thousand dollars in a gambling debt. well, later this morning here inside this courthouse, you're going to hear closing arguments. of course, yandamuri is representing himself, so he will participate in those closing arguments. t

monique braxton is live at the fire scene. monique, what can you tell us? >> since i last talked to you about a half hour ago chestnut street has reopened. firefighters have also cleared the scene, but the scene is still being guarded by police down at the other end of the block. this all means the investigation is far from over. as you mentioned, three folks are injured and one a firefighter and a department spokesperson says when they arrived here just before midnight, they found heavy smoke and flames billowing from a third floor apartment window. the two alarm blaze took more than an hour to bring it under control. and the firefighter here on the scene who spoke to us said there was some difficulty in battling this blaze. >> you have four stories of fire, you have to make sure that all the oxygen moves and the safety of the firefighters and the residents, as well. >> now, more than 60 people were rescued and taken to a local shelter at a local high school just a couple of blocks away. in the past half hour, we've been talking to them, we're working on b

monique braxton has been working on the story all afternoon. what have you learned about the officer in this video? >> reporter: good evening, denise. a police source tells us the cop on the video is assigned to the 19th district. that we're not revealing his name because he has not been criminally charged. shortly after we saw this video on facebook, we began reaching out to the police department, as well as the person who posted this video. you see a uniformed philadelphia police officer walking with students. you hear him singling out and cursing at one student as he proceeds toward the middle of the group. the cop raises his hand, pointing a finger toward that student. >> big man -- >> reporter: using another curse word and threatening the student. >> okay. >> reporter: i e-mailed the clip to high-ranking officers. one responded, we're quoting here, "the video does not reflect well on the officer. i have no doubt he had good reason to be exasperated. but you have to maintain your professional demeanor." a police spokes did person for the de

monique braxton joins us live from outside the teachers union headquarters in center city. monique? >> reporter: right now sources tell us the local leader of the pst and the national president are here inside headquarters strategizing. this follows, as you mentioned a morning of protest at schools across the city. our camera was rolling at two of them. more than a dozen teachers here started their day by waving posters. it's turn up the truth day for the teachers. teachers met parents at john b. kelly school. police were called in. when we asked the president jordan what resource the teachers have at this point now that the src canceled the contract, he told us both sides can come back to the bargaining table and negotiate. >> the pft has always negotiated in good faith. obviously, the school district has chosen not to. we are big people. we're the adults. we are willing to sit down and try to resolve this. >> they asked us parents to bring in supplies. this is ridiculous. i still don't know. i support them 100%. >> reporter: when the src canceled the contract, it imposed changes i

nbc 10's monique braxton is also there. >> reporter: members of congress have been here inside since about 9:30 this morning meeting with hospital executives. they did speak to us as they were going inside. they told us that they have come here seeking answers. today's meeting follows the diagnosis and continuing treatment of two nurses who contracted ebola while working at texas presbyterian in dallas. both cared for thomas eric duncan. the first person to be diagnosed with ebola in the united states. he died a few weeks ago. his nurse, 26-year-old nina pham is at nih in good condition. another nurse, 29-year-old amber joy vinson is at emory university hospital in atlanta. nurses in dallas and the national nurse's union have expressed outrage, also complains about the lack of equipment and training in handling ebola patients. we asked a congressman what he hopes to hear this morning. >> first, i'd like to allay regional anxieties and to assure that there is the appropriate sense of preparation here. second, i'd like to make sure that we are communicating appropriately with the feder

nbc 10's monique braxton is following the story. she's live right from outside of city hall in the meeting where it's taking place. what can you tell us? >> reporter: we spoke to a council person outside chambers. he tells us he expects full support from fellow council members. the bill was introduced shortly after a gay couple showed us their injuries sustained after they were sumpjumped in center . pennsylvania's hate crime law applies to attacks on people because of their gender, religion and ethnicity. council person kenny says philadelphia law would include other people. >> the reason people need to be protected is they need to walk down the street with whom they choose to walk with and not be harassed or beaten or have their jaw broken. to me, that's just unacceptable in any circumstance. the state criminal law will take care of those phonefolks. but what we want to send the message to harrisburg is we think hate crime legislation should be extended to lgbt status and we need to protect all pennsylvanians, not just some. >> re

live for now in society hill, monique braxton, nbc 10 news. >>> it is 5:35. there is new information this morning on that bidding war for the revel casino. nbc 10 has learned a canadian asset management firm upped its bid overnight to $110 million. that firm is battling a florida developer for the right to buy revel at a bankruptcy auction in new york. the latest bid is really only a fraction of the $2.4 billion that it cost to build the casino hotel, which closed last month. >>> meantime, leaders in the gambling industry are meeting this week in las vegas for the annual global gaming expo. and billionaire developer steve wynn weighed in on the future of the industry at the opening of the expo. he said it is the customer experience and not the actual gambling that makes a casino a success. other industry leaders say it's also important to put an emphasis on restaurants, shopping and entertainment. the entire casino industry has been shaken by the crisis in atlantic city. four casinos have closed this year. the atlantic club closed in january, showboat shut do

monique braxton, nbc 10 news. >>> it was a three-car crash caused by an underaged driver. that's according to philadelphia police who responded to the scene of the crash at 19th street. witnesses told police that a young boy was behind the wheel of a white sudan when he hit another car. he then allegedly rammed into a parked car and nearly plowed into an apartment building. police are still looking for the boy who ran from the scene along with several passengers. a woman inside the other car was taken to the hospital with only minor injuries. >>> another underaged driver in lehigh county is accused of stealing a car, then causing a crash and fleeing from police. the crash happened around 11:00 yesterday morning at the intersection of airport road and race street. police located the 14-year-old driver and the car just before 2:00 yesterday afternoon and bridge and front streets. they tried to speak with him, but they say he took off, crashed into a building before being arrested. >>> the trouble keeps coming for acme supermarkets. two scores in our area are closing. both st

nbc 10's monique braxton is live on scene. you have been talking to witnesses and the emergency crews working in the area. any idea at this point what happened there? >> reporter: right now, moments ago, chris, i spoke with the township manager here as well as the police department here. they tell us they are looking at this as being an accident. it's a horrific scene, about 7:30 this morning a contractor fell 27 feet. that's according to investigators on the scene. they say he was pointing a street light on the 400 block of kenan drive when he fell. the contractor's wife was there. her family asked us to stay back because she had just identified her husband. sources say the contractor has small children. we have asked investigate beveo about circumstances that led to the fall. live for now, monique braxton, nbc 10 news. >>> one day after the death of an ebola patient in texas there are concerns about another possible case. a deputy inside the victim is reporting symptoms. >> reporter: the dallas deputy who served a quarantine

monique braxton is arriving on the scene shortly and we'll hear from her at 4:30 on how many people were displaced by this fire. >>> eight minutes after 4:00 now and, again, the clock is ticking towards a possible strike by septa. the main transit workers union could make a decision today on whether workers will walk off the job and that strike, they say, could happen as early as monday. both sides will return to the bargaining table today at noon, trying to avoid a walkout. septa and leaders of transport workers union 234 met again yesterday, but, once again, could not come to an agreement. if those workers go on strike, it means it will halt buses, trolleys and subway trains in the city of philadelphia and, listen to this, a ripple effect here. nbc 10 spoke with the vice president of another union that represents unions that operate in delaware county and parts of montgomery county. they, too, are negotiating with septa and his members have also authorized a strike. so, it's possible, he says, that they could also walk out if negotiations break down. a lot of riders are bracing for the
