let's big deeper with tom fuentes, john gaskin, sunny hostin, and also joining us, evan perez. evan, you're getting word on this atf, we still call it the atf, even though they added the "explosives" part to it. what are you learning? >> the concern is, was this church targeted monday night when it burned, was it targeted because of the relationship with michael brown sr.? he's a member of that church. so what the atf is doing, they have jurisdiction when -- federal jurisdiction when there's a fire of a house of worship. so what they're doing is they're doing -- their arson investigators are in there. they know that the fire started in a foyer area near the front where someone broke into the church. and what is disconcerting for them is that this church is some distance away from the strip of commercial property that burned that night. so that also is suspicious, because nothing around this church was burned. so they're going to be taking some time to take a look at all that. the church is a total loss. >> totally burned down? >> the church is mostly burned, and the rest of it

let's get more with cnn anchor don lemon, john gaskin, and jeffrey toobin. john, what are you hearing about the timing of when a grand jury announcement might come? >> well, jake, it could come any day now. everyone is waiting on pins and needles, and we're just waiting on when bob mccullough will make the announcement on what the grand jury's decision will be. we're waiting every hour, because it could come any time now. but i don't think it will come this weekend, it could, but we're just waiting. as we wait, ferguson is very calm. st. louis is very calm. but people are also planning what the reaction will be, what their efforts will be around direct action and protesting, especially within the communities, such as ferguson and the shaw neighborhood in south st. louis where vender myers was killed. so there will be a lot of reaction to the decision. >> don, we've spent a lot of time in ferguson. there's a lot of tension between law enforcement and many memberimembers of the community. are there any individuals or agencies in the greater ferguson area that

that is a real possibility coming out of this case. >> john gaskin, as you know the missouri governor, governor nixon introduced the ferguson commission as it is called earlier today. the group has been tasked to study the fallout surrounding the shooting of michael brown and at today's news conference the governor said he is preparing for peace, not war, as we await the grand jury decision. so you are there and you are in missouri, what is it feeling like on the ground? >> well, many people are waiting to see what will happen. key word -- waiting. i've talked to some school leaders as well as community -- other community activists and many people are very concerned, regarding the governor calling a state of emergency. they feel as though it is presumptuous, premature and elewding there could be violence and protests will go in a direction we don't want them to. i hope he would have a little more confidence in the citizens of ferguson and hope that the greater character of the greater missouri will come out throughout this situation. but it is a bit early to call a state of emergency.

and joining us is john gaskin and jeffrey toobin. evan, you have new information about federal and local law enforcement being on increased alert right now, ahead of the grand jury decision being released. what can you tell us? >> wolf, the concern extends from coast to coast. but first i'll start with new information we just got from authorities here. st. louis county has sent a message to employees who apparently have been raising concerns about their safety when this grand jury decision is announced. and the message says they're planning to increase security at county buildings, including using the national guard to help boost security and protect employees. they are warning that some employees may not be able to get to their workplaces and they say that they're trying to make sure that employees are kept aware of events as they come on. now, as you said, the concern is on a national level. we know that the federal protective service, which does security for federal buildings around the country, is preparing for demonstrations tha

john gaskin, you're there in ferguson. is there any explanation why they decided the prosecutor in this case, the st. louis prosecutor, to go ahead and make this announcement at nighttime in it will be 9:00 eastern, 8:00 p.m. central? are they giving any explanation why he is making this announce. when it is already dark there? that could further complicate a situation if they do erupt. >> reporter: many young people on the ground are saying this is sketchy. why would you make this kind of huge decision while the world is watching. i would think a prosecutor that works for the state would want to do everything that he can to accommodate all parties and try to promote peace, calm and ensure that no one is injured or there is no necessary unrest. as you look behind me. it is dark here. i can understand, maybe he wanted to make sure that all students had left school or that everyone had cleared out of clayton. he could have easily made this decision tomorrow morning. i think it puts both law enforcement and protesters in a gr

gaskin. thank you both for being with me. tremaine, what are we expecting to hear from the brown family today? >> reporter: so the brown family -- not the family, the family remains in geneva. they're attending the u.n. conference. but the brown family's attorney, benjamin crump and anthony cia plan on holding a press conference momentarily, where they want to address some of the comments made by governor jay nixon earlier in the week regarding plans for preparations in case there's any unrest in a decision by the grand jury. >> and john, michael brown's parents testified at a u.n. committee in switzerland this week against torture. what's at stake with this grand jury decision? >> there's a lot at stake, especially race relations in st. louis. especially transparency and accountability of local law enforcement in st. louis. as i've said before on your show, the void of trust between law enforcement in the community is widening by the day. the community does not trust the law enforcement with

and we have former fbi assistant director tom fuentes with us and community activist john gaskin. john, weeks after michael brown's parents testified to the u.n., you have the committee against torture calling the grand jury decision a tragedy. they said they had to respect the decision of authorities not to prosecute officer darren wilson. but how significant do you think it is the u.n. considered this shooting in their report in the first place? >> i think it's quite significant. it's significant that the u.n. is speaking up regarding this. it's significant that the u.n. would invite michael brown's family to come and allow them to share their story, along with several protest leaders here in st. louis. as we have seen, protests have been across the country. i think that speaks volumes regarding the injustice that we have seen. you know, brianna, many people are disappointed with that decision, that there was no indictment on any type of charges. people here at least, especially african-americans, lost what little confidence they had in the justice system when that announcement

jeffrey toobin, and the community activist john gaskin. john, what's been the reaction to this a.p. report that the news media was intentionally kept away, not allowed to fly over ferguson, missouri during those initial hours and days after the disturbances following the death of that young teenager? >> well, as i have spoken with many community leaders, many are very concerned, because as you know, it was the press that was able to capture many of those frightening images of the heavy artillery, the military-like weapons that were being used on citizens there in ferguson. they were able to capture the images of the journalists that were arrested in the mcdonald's that afternoon during that period of unrest. so it's very concerning to see that there could have possibly been efforts to keep the media from being able to cover the unrest from a certain angle to allow the world to see what was taking place there in ferguson. >> don, you were there, you covered what was going on there from almost day one. police said that flight restriction was put in place because they were concerned ab

let's talk about this with antonio french, john gaskin, don lemon and tom fuentes. john, i want to ask you the first question here, this activation of the missouri national guard, why do you think this is happening now? >> well, there definitely is a possibility that the governor and his staff are concerned about unrest. but i think it's preemptive and i think it's premature. because the last 90 days, the protests have been peaceful. many of the protesters have policed themselves, they've been organized. to be honest with you, i think that kind of action this early is very premature and it creates a lot of chaos. if you look at social media, many people are wondering why this kind of action is taking place already, especially since no announcement has been made. i understand the governor and his staff wants to make the necessary preparations in terms of a public safety stand point. however, i think we need to give people within that community that have been acting accordingly and have been peaceful a little more credit. >> give us the law enforcement perspective, to

let's get some more now with cnn's don lemon, john gaskin and tom fuentes, who is here with us. john, the grand jury decision could come down any day now. michael brown's parents heading to switzerland to present the report to a united nations committee against torture about their son's death. what might the parents say to the united nations? >> well, i think they are going to say what many have said already, is that this has become a human rights issue. they're probably going to talk about the increase in killings of young black men at the hands of law enforcement. they're going to put before them an issue that many are seeing not just a human rights issue, but a civil rights issue, and an issue that obviously needs some global attention as we've seen with the media coverage. so i believe that their message is going to be very firm about what their stance is on this issue, as well as shedding some light on what people within this community are dealing with. there's a good possibility that they may mention how the various police departments here have dealt with peaceful proteste

joining us now, john gaskin, jeffrey toobin, and st. louis county alerman antonio french. john, the concern is this indictment is going to come -- or that the grand jury decision will be announced. are you hearing anything about what that could happen? >> we have heard numerous things, but what we have heard has -- much of what we've heard has come from the prosecuting attorney who said this week that the grand jury is still hearing evidence, and that he expects their decision to be made and announced mid november or possibly at the end of november. so we're expecting something within the next couple of weeks. so between now and then, local organizations have been gearing up for that. today, a couple of local organizations met with the st. louis county police chief as well as captain ron johnson and a representative of the prosecutor's office along with school superintendents so they can share their frustrations and concerns and what they can do to protect students and businesses. >> jeffrey, one of those community groups in ferguson, the don't shoot coalition, they're ask

. >> what is the reaction in the community, john gaskin? >> many people, when we received the news that dr. bodden would go before the grand jury, many were surprised. many at the beginning with that "usa today" article, he had asked to go before the grand jury, said he was interested in going before them and he had information they needed to hear. so it is encouraging to hear that >> but as attorney crump has stated, many people feel that details are being swept under the rug and many people do not trust the system. and at this point they are hoping that the cards will fall in the proper way. but many people do not trust the system. they are very concerned about how this grand jury process has taken place. and i agree completely with mr. tubbin. the prosecutor controls this system. and if there is no indictment, it is quite clear that the prosecutor does not want there to be an indictment. >> we heard today, john, from the st. louis county executive charlie dooley, calling for calm. is there going to be a calm situation, irrespective of th

john gaskin, another school district released contingency plan in advance of the grand jury decision. they'll be giving law enforcement 48 hours before making it public. what other plans have you been advised? >> simply what y'all have been told. them give the public 48 hours notice, particularly law enforcement. i think it is critically important that school leaders have an opportunity to get students safely home from school, if that announcement is not made on sunday, but school district leaders have been very proactive. they've already begun plans to communicate with parents regarding contingency plans if students have to be home more than a day, possibly a week. they're doing due diligence to be sure the students have the resources, have food and other resources they may need from being away from school an extended period of time. >> don, you know conceal carry permit applications in st. louis county where ferguson is, they're up over 50% since michael brown was killed, according to a local report. local stores telling cnn gun purchases have soared in the aftermath of the shooting
