i want to go to vienna with our senior correspondent nic robertson. what is the sticking point here, nic? >> reporter: christine, it seems to be more along the line of sanctions when they would be lifted. from what we hear, the technical issues and majority of those have been agreed. there is no lack of talks going on here. yesterday, the iranians had bilaterals with the russians, germans and french and british and u.s. delegation here. talks are happening. today, the deputy foreign ministers of russia and iran are talking. what the iranian delegation wants and what they are under pressure from tehran is getting the banking and eu and energy sanctions lifted. secretary of state john kerry made it very clear if there is agreement, those sanctions would be limited as a matter of process over a period of time. it does appear as if there is a gap there. on monday, secretary kerry met with british secretary philip hammond. he has been quoted saying he feels an agreement doesn't seem to be close. he said if there is enough progress in these talks over the n
