the first is to identify a need in san francisco and achieve an maintain equitable access for san franciscans. the contrast -- concept is of the plan that it has a myriad about latin escape and policy landscape in san francisco and it goes down to nine recommendations. those things that are needed to help achieve the purpose of the plan. those nine recommendations also have a number of guidelines underneath each one and they incentivize developers, a project to increase access in general, they incentivize projects to increase access for under served populations in san francisco and other vulnerable populations in san francisco. the recommendations that are included in the master plan were based on qualitative and quantitative data. among the recommendations was one focused specifically on san francisco's aging population and you may remember previous leg to -- presentation to this commission before. already our population is older than the population in the state. 16 percent of our population over the age of 65 compared to less of 13 percent. about half of our population will be over the age
