we do have a first-degree murder charge against jesse matthew. we also have abduction with intent to defile. he had been charged with that in charlottesville. it's moved over here to albemarle county. he also faces reckless driving charges from the time he is said to have fled authorities when trying to question him about hannah graham's disappearance. let me take you back to that time. the second uva student -- second-year uva student, hannah was seen leaving a bar with jesse matthew. after intensive searching, her remains were found on an abandoned property in albemarle county on october 18. matthew is currently incarcerated in fairfax where he's facing attempted capital murder, rape of a fairfax woman in 2005. the commonwealth's attorney would not touch on why they are not burr suing capital charges, whether or not there's not enough evidence at this point or something else. here's what she did say about the first-degree murder charge. >> the charges that the jury will hear are the charges that the prosecutor feels comfortable and feels the pr

let's bring in matthew chance with the russian perspective. good morning, matthew. >> reporter: good morning, john. that is right. the europeans speaking about ratcheting up the sanctions. what they want to see out of the summit planned on wednesday with the leaders of russian and ukraine and france and germany is a diplomatic solution to the crisis to an end. angela merkel traveled to the united states and she will meet president obama later today. there is this strange difference of opinion that emerged with the europeans and united states on this issue. a conversation going on in washington about whether or not to arm ukrainian government side in the civil war in the country. the europeans and angela merkel at the forefront of this categorically opposed to that. they said it could increase the costs on vladimir putin for backing the rebels in eastern ukraine. the big concern is if you add weapons to the crisis it could make it much worse and the lives of hundreds of thousands of people in the region are at stake, john. >> the russian respon

comment about any of the evidence they have against matthew. he worked as a medical assistant in the hospital here in charlottesville. hanna graham disappeared in november from the pedestrian mall. she was a student here at the university of virginia and very quickly surveillance video allowed police to zero in on jesse matthew. he fled to teches tech captured and brought back and the course of the investigation has been linked to a number of other crimes against young women including the link to the case of morgan harrington, a woman who disappeared in 2009 whose body was later found. police today saying they have no charges yet in the morgan harrington case. also compounding this is the fact that jesse matthew is charged with rape and attempted murder back in fairfax. that's a county about 100 miles from charlottesville, up near washington, d.c. that case is proceeding as is this case now against hanna graham. it's unclear when it may go to trial and prosecutors were so tight lipped here that there's really many more questions now about the k

we have matthew chance joining us from moscow. matthew, we heard one hour yesterday morning from ukraine's president they were far from a deal. the next hour, they had a deal. what is russia saying? >> reporter: i think those comments reflected the reality of the negotiations because russia's president vladimir putin was the first of the leaders to come out and meet the press and talk about, although a difficult night, he jokes to the media he was happy with the result in the morning. he achieved the cease-fire. the withdrawal of heavy weapons from the line of contact in the conflict zone. this was something he was satisfied about. the ukrainian side less satisfied. you got the sense the prime minister saying it was a choice between bad and worse. you know the russians at the moment appear to think they had most but not all of their key points accepted. >> so this brings up the big question which is whether ukraine is going to keep pushing for the united states in particular possibly europe as well help arm with defensive weapons.

a judge has delayed the upcoming trial for jesse matthew in fairfax county. matthew is accused of attempted murder and sexual assault of a woman in 2005. his trial was scheduled for march 9th. his lawyers want more time to review and analyze d.n.a. evidence. a judge will decide next week on a new trial date. matthew is also charged with the abduction of u.v.a. student hannah graham. her body you might remember, was found last october. one or two teenage boys wounded in a shooting outside of frederick high school is out of the hospital tonight. investigators say wednesday night's shooting appears to be gang related. but police haven't made any arrests. frederick high and neighboring west frederick high schools reopened today. the white house is looking into reports an american woman held hostage was killed in an air strike against isil in syria. isil says the strike was carried out byjordan. senior political reporter scott thuman is live in the newsroom. scott? >> maureen, there are a lot of questions tonight about this claim. if it's real or some ruse by the

we are joined by matthew chance for latethe latest. matthew, it is difficult to imagine outarming the russians here but what is the consideration here for more aid to ukraine? >> reporter: there hasn't been a direct reaction to that although the foreign minister of the country said he believes that washington has been biassed in favor of the government in kiev in the pro-russian rebels. it is good to ask which weapons the ukraine would have. it would bolster the support for the rebels. that is what the officials have to balance. the conflict is limited to a small area in eastern ukraine. that conflict could expand particularly if washington gets involved in addressing the imbalance and forces on the ground. that could be a disaster for many many people across ukraine who will be caught up in that fighting. >> nevertheless ukraine losing ground in days and weeks. the u.s. may be considering only arming them will stop that tide. matthew chance in moscow. >>> gas prices have been falling for months but that trend could be over. >> what? >
