in the past two decades more than 20 cities entered into the decree, and include big cities like new orleans. the results are mixed. raising the question is the cost of reforming the nation's broken police departments too high? our next guest says maybe. steven is a law professor, writing a book called the answer to police misconduct and expert in how effective the department of justice is when it comes to reforming american police departments. good to see you. thank you for being with us. you state this 1994 law is remarkable. before it the federal government didn't have the power or jurisdiction to step in when a police force couldn't govern itself properly. there are a lot of asterisk and busts along with that accommodation. >> that's right. thank you for having me. i think everything you said so far is spot on. this is an important piece of civil right legislation that many do not know exists. it's a way that the federal government can crack down on police misconduct and cities unwilling or unable to address misconduct. it's far from a silver bullet. it is, by itself, not necessa

our office reported last year that sugary drinks cost us as a city fifty million as a city $50 million and the city governments 26 $26 million a year so there's a negative compact by the over consumption of sugary beverages and we're continuing this fight against big soda in 2015 with our coalition with legislation that we think will make our communities healthier and better informed informed. the legislation i'm introducing will prohibit the use of city funds from city departments and contractors from purchasing sugary drinks it doesn't ban vendors or private parties from bringing them but it limits the city and departments and contractors that do business with the city to consume sugary beverages we can't in good faith know the terrible harm these drinks cause and then allow them to be handed out in children's programs or encourage employees to drink them and to provide the department of public health and our staff more information about the sale of these harmful products. lastly i'm introducing a resolution to formally endorse senator bill madding's bill as we voted about a year ago

it's worked for cities. as we go around the country what we are seeing, not just governments, but private, civic, union, community, philanthropy stepping up and doing some really hard work. louisville, lexington they are making manufacturing innovation a priority. charlotte and chicago, they are changing their community colleges to equip workers with the actual technical skills they need. you can go to denver and l.a., they are using local resources to build out state-of-the-art transit. then you can go to the heart of detroit and to the heart of buffalo and you'll see the cities coming back from the core. it's still a very small landmass, but when you put that innovative economy on steroids one innovative j.b. equals five other jobs. it can expand out into the neighborhoods if we are smart about skills and education. there's not a recipe about there. it's about collaboration. it's about public-private at its core. it will fundamentally, i think and we can come back to this change what the national governmen

as a combined sewer system we actually capture 94% of the rain that hit it is the city -- hits the city and treat it and discharge. in that regard we're ahead of many cities in the united states and don't collect the storm water and therefore making a positive environmental change. if you look at this area it's a large watershed, one of the largest that we have and water actual collects all the way far northeast north of the panhandle and naturally flows down in the southeast direction down to 17th and folsom so it's a large collection area that is the natural topography of the city. also part of this as the supervisor said it's a natural low point in the city and was naf gattible waterways at one point and in this map you could get on a boat and go to oakland from 17th and folsom. that is a challenge for us because of the natural topography that exists. now we did fill out -- in fact most people don't know first street in downtown called first street because it was the first street. we filled the bay out to steward street and used to be east street and the second shoreline and filled a

we are a large city. where a growing city as well. economical were still trying to claw our way out of of the downturn but we got a lot of things going for. we have a large boeing facility in these they are quick announcement of a new $2 billion apple facility so we are right in writing a good wave of economic development. but at the same time we have i grew up in mesa in the downtown area that my child is was part of the old route 66 and so we had modell's edit very vibrant, interesting downtown in mesa back in the '60s and the early 70s. of course with the advent of freeways being billed to the north and south of us are downtown just kind of wizard up and died and went to large big box malls but i think i see a lot of smiling faces. people recognize this new that has been duplicated all over the country so we're kind of a poster child for that whole, you become with a great downtown. we build malls and freeways downtown would up and die. i was on the city council back in the '90s and we would find every possible way to try to pump s

we looked up a local paper central city extra and when we looked it up as a title, we found central city extra and we also found pregnancy and power, a completely unrelated title that has nothing to do with our search. we also were completely unable to find the holdings in paper that are in the history room, biblial common hid that completely from view >> thank you. next speaker, please. >> good afternoon supervisors. in order to enforce double parking, of private and delivery vehicles in san francisco, supervisors first have to clean up inside before going outside. starting at 850 barns street, san francisco is the only city in california that can't find parking for police vehicles besides double parking. blocking a 1 way lane on a main street with no sirens or lights to warn oncoming traffic is a danger and hazard. supervisors, we need laws to strengthen rather than weaken. there should be a moratorium or an issuing ticket for double parking vehicles. the supervisors have the obligation to look at the totality of the safety violation and the whole totality are presented: thank you. >>
