. ♪ cory johnson: i am cory johnson. this is "bloomberg west." blackberry is announcing four new smartphones this year. it was only a year ago that ceo john chen said the turnaround would be based not on hardware but on software. so why new hardware? our editor who covers blackberry for bloomberg news joins us now. garrett, you have a great piece on blackberry and the focus on hardware. what does it mean? >> i think it just shows how many balls john chen has in the air that he is trying to juggle. it reminds investors that hardware is still an important part of the company. cory johnson: the cofounder of lyft is still with us. do you have a question? >> what is the current market share for blackberry? >> it is under 1%. that's the global market handset share. .5%-.6%, depending on who you ask. they would say that is a focused market. obviously, there are regulated industries and government departments that still require a handset. i think a lot of people were asking when they saw the announcement this week ok, that makes sense, but why another to

cory: i'm cory johnson. this is show show. silicon silicon valley may also hold the future of medicine in its hands. secretary of health and human services sylvia burwell joined us yesterday to talk about president obama's precision medicine initiatives. what is precision medicine and the program will cost $215 million if the budget is approved? check this out. >> the money will go for a number of different things for making sure we can have medicine that is to the individual, treating to the individual. the first thing it will do is create a million-person cohort or group of people that can be researched so that we can understand the genetics and so you have a base of people to understand different things for different types of diseases. that's a big portion of the money. the second thing the money will go for is to work on issues in cancer specifically. and we've been able to see that here today both in terms of the research going on and being a patient whose life was saved. cory: one of the main aspects of the program is to

: i am cory johnson. this is the best of "bloomberg west." space is full of mysteries including this one. an aging defense satellite mysteriously exploded in orbit last month. what happened? power failure? space junk? investigators aren't telling us. i spoke about it with geographer and author of "blank spots on the map" and cinematographer trevor paglen. trevor paglen: the national reconnaissance office is like the secret version of nasa. so the u.s. actually has two space programs. there is the public one nasa the space shuttle apollo, all that kind of stuff. another space agency that builds secret satellites. they build classified reconnaissance satellites for themselves and serve the dia cia, national geospatial intelligence and the nsa. cory: so the satellite that blew up a few weeks ago, space debris heading towards the earth. nerds with telescopes saw it. the government did not tell us about it. trevor: what happened in early february, an air force satellite defense meteorological satellite program

i'm cory johnson. hillary clinton says it was a mistake not to use government e-mail during her time as secretary of state, but she said it was legal. hillary clinton: the laws in regulations, in effect when i was secretary of state allowed me to use my e-mail for work. that is undisputed. cory: clinton met the media for the first time on the subjects speaking at the united nations. she said she opted for convenience. clinton: looking back, it would have been better for me to use separate phones and two e-mail accounts. i thought using one device would have been simpler, and obviously has not worked out that way. cory: clinton said she follow the law by saving all of the estimated 38,000 work-related e-mails, but deleted 31,000 other e-mails because she said they were about personal matters like her daughter's wedding. a stronger dollar and rate hike are putting investors on edge. the u.s. dollar hit its strongest level in nearly 12 years against the euro. and eu officials arrive in athens tomorrow to

. ♪ cory: i'm cory johnson, this is the best of bloomberg west. republicans are criticizing the decision -- i spoke with kevin cramer just moments after the vote. >> i disagree with him fundamentally on the need for this type of a rule, that i do agree with him -- and i think the vast majority of republicans in congress agree at we ought to codify in law some of these provisions. throttling, those things we agree on. the idea, however, even the idea the fcc is overwhelming the -- this overwhelming title ii authority i think is the wrong way to go. we talk about process, and i appreciate what he had to say about the timelines and meetings and whatnot, but it did not seem like this role reflects -- this role refracts -- reflects the majority of congress. i think provides more certainty and frankly more confidence, both to the consumer and the investment public. it is unfortunate they trumped congress today, but this is the only the beginning of the litigation process. cory: congressman, it is interesting to hear you say -- take a middle stance. ther
