duarte geraldino what does he say about the content of his force. >> in his first sit down interview he admitted the department is troubled but he's taking steps to make changes. most notably the number of citations issued have declined noteliably. he has a number of challenges. most significant he has at once to build on the success of his old boss, the man who hired him but also distance himself from the previous chief because that man is blamed for the racist policies. when i spoke to him e-said his bigger challenge is that he has to keep the officers he has and is able to hire new ones. >> all right now i have openings. my job is to go out and seek new officers qualified officers. whether they're hispanic, african american, white qualified officers. people who want to be part of this rebuilding, people who want to come here and surprising reply i do get a lot of applications. we have a new process starting in a couple of weeks to look at new officers but they've got to be the officers that want to improve the community to bring everybody together. because you've got to wonder whe

duarte geraldino has the story. >> before officers were shot in ferguson david wit could see it coming because he felt that rage himself. >> they have been killing us and our kids. this evil we are faced with every day i would probably be out there with my guns too ready to kill because i know that they want to kill me. i need to be fearless out there because my kids got to have a future one way or the other. >> reporter: he lives in the neighborhood where michael brown was shot by police. instead of a gun he picks up a camera. most days he spends a few hours patrolling the streets recording police activity. >> they going up here mess with these kids. i'm going to run up. >> until a few months ago it might have been easy to dismiss david and his concerns. he has a criminal history across multiple states. spent time in prison. and has personal reasons the strongly dislike police. >> none of these cops like me you see that. >> but the department of justice investigation of police activity in ferguson now obsessessive david's consist and puts it in different light. preventing people from

duarte geraldino sat down with the interim chief today and join us now. tell us more about this video, and why it's so controversial. >> reporter: for months people have been saying the solution to what is happening here in ferguson is for more black officers to get on that force. so what this video does is it literally shows you what officers face in ferguson. in the video, we have one officer who is responding to protests and once he gets there, he is being taunted. [ shouting ] [ censor bleep ] >> this video was shot by a protester over the weekend, and it has been circulating over the internet. in it you see one of very few black officers in ferguson -- right now there are only five. he got to the scene. he was called there before other officers arrived. when the protesters saw him, apparently some recognized him and started yelling why are you on that side of the fence. it really highlights to the chief the problem that he has in getting more officers to join the force and in particular african american officers. he says his officers are treated part
