maryland bureau chief brad bell is looking to the penalties lawmakers could sign into action. brad: kevin hayes is a young man on a mission. he was freshman class president at bowie state university. the is a private in the national guard. he hopes to be a lawyer and politician. he thought joining a fraternity would add to his experience and network. that is when the beatings began. >> multiple times per week, hours on end, we were beaten and kicked. brad: he said it was not just older students initiating the pledges. >> grown men with their families. they would beat us and leave. brad: today he is saying enough is enough and he is standing with others speaking out. this student said he was beaten. this person wanted to be a little sister at penn state. >> we were beat, punched in the face, slapped. brad: violent hazing in maryland in a fraternity or other setting is a crime but the find is only $500. today, all three victims are sharing their story in support of a bill sponsored by montgomery county senator that would make the fine $5,000. >> to send a very strong social mess

it's called letters to the people of maryland and you can find it on tom burr. there's a whole section in their that has the strategies that we have pursued on education and the metrics that we looked at to drive up graduation rates ap success and on the post-secondary peace we increased acting by 37% the number of associate degrees that were awarded compared to the benchmarks in 2006 and all of this is on there as well. we did it by a number of different strategies. each of these goals by the way we developed a delivery plan for achieving those goals and that delivery plan would lay out the leading actions that we needed to take in concert to drive towards those goals. so when schools we greatly increased responding for schools, elementary but we also went four years in a row without a penny's increase to college tuition and did a better job than any state but montana over those eight years in holding down the cost of in-state tuition. we have provided better training for a lot of our high school teachers particularly in the stem field. we have greatly increase

winchester up toward western maryland. east of there, another little batch just east of the blue ridge of some light icing in northwestern fauquier county south of there, just getting light rain. all of this tracking in to cold air around the metro area. as a result we have a large area under a freezing rain advisory from st. mary's and charles county up into prince william and stafford as well as far fax fairfax, loudoun, rappahannock. this is in effect until noon. so higher ridges is where there could be up to a tenth of an inch of icing on tree limbs. out ahead of that, temperatures in the metro area right in the upper 20s to near 30 degrees. it does look like we'll have above freezing temperatures when the rain is into prince william county loudoun and fairfax. and then by 9:00, it comes right into washington. by then, we should be in the mid to upper 30s. and then the rain tracks off to the north and east. and behind that just a lot of clouds lingering. a few lingering sprinkles maybe later this afternoon. have an umb

western maryland, this is where you need to watch out. this is where we look for the snow to develop. these are four-hour increments. this computer model, noon time, everything in pink and freezing rain. the blue is snow. northern montgomery county frederick county, washington county, gary county, allegheny county, those of areas that will likelyee snowfall before changes over to freezing rain. 4:00 in the afternoon, not quite out of here. 8:00 tomorrow night, the rain mixing with sleet. the temperatures will increase above freezing. that is good news because the roadways will dry out. be prepared for slick spots early monday morning. delays, probably so, especially to the west and east. 10:00 tomorrow night, everything begins to dry out. how much do we expect in terms of snowfall? the heaviest amounts around the mason-dixon line one to three inches, four inches in the heavier areas. prince george's county, not quite as much, up to an inch likely. more or less most of us inside the beltway will see just day coating, and on top of that the
