i know senator mccain has spoken about this earlier. in the fiscal year 15 budget, we had $1.6 billion that we used for the iraq train and equip fund and that was the train and equip the iraqi security forces, the kurdish peshmerga and sunni tribes and other local forces. in this fiscal year 2016 budget, you're requesting $700 million for this fund. i do support this effort. i think we should be training and equipping the kurdish peshmerga. i think that have been important allies in the pushback against isis and others. but, what i am concerned about though is the relationship between the iraqi security forces, iran, which has been the sidebar topic of many conversations today, and the shia militia forces. during the iraq war ied's were huge concern to american troops. i think sn senator mccain has alluded to earlier there were some types of ied's, explosively formed projectiles that were formed -- they were devastating to our men and women. left many gold star families out there. we know that those efp's. a lot of those came from iran.

in 2006, he was a supporter of the kennedy mccain bill. in 2010, he was in a republican primary and he was against a bill in arizona, and then being criticized by conservative republicans he said he was in favor. this is going to follow him like the plague. john: obviously a guy like mitt romney, there were different issues you could pin on mitt romney. that is why he got the flip flopper label. if it is just immigration, if that is the only issue he is nailed with, does it stick a him as well as it did to romney? steve: it is not just immigration. the flip-flopping goes back a long way. he has flip-flopped several times. there is that. there is abortion. he ran as a pro-choice governor. now he favors any law that would eliminate abortion after 20 weeks. he is pandering to farmers on ethanol subsidies, which runs counter to this tea party movement of cutting spending. it is particularly damaging for a candidate who is being introduced for the first time, much less so for jeb bush or john mccain, or mitt romney, who has evolved and people c

not the way john mccain hoped, though. today we finally went to war with iran, emphasis on "with." this is amazing. yesterday we reported that shiite ground troops being led by iran's revolutionary guard, in the fight against isis, in the city of tikrit in iraq, those ground troops led by iran were being supported for the first time by u.s. air power. u.s. planes were flying surveillance missions over tikrit in support of that battle against isis in tikrit. well, today nbc news reports it might have been surveillance flights yesterday, but today, it's u.s. planes actually dropping bombs in support of that ground mission. which, again, includes a small number of iraqi military forces, but also mostly shiite militias, led by iran's revolutionary guard. so it's iran's ground troops, iranian-led ground troops on the ground, and u.s. pilots dropping bombs to support them in the air. we really have gone to war with iran. with them. very awkward. and there are two reasons that could be hard to get a bead on things like this. particularly when really radical almost hard to believe things a
