this man, as you said, comes from seattle. he was with the seattle fire department for more than four decades. his name is gregory dean. in fact he just retired from the seattle department in december. he'd been the chief there for the last ten years. he told the nbc nation seattle when he retired this he was going to take six months off and do nothing. well, it looks like that is not going to happen. muriel bowser here, mayor of d.c. has decided that she wants him to be the next fire chief here in washington. looks like he wants the job. he would lead a department that has been politicianed with controversy over the last few years. there have been problems with equipment, problems with training. we had that fatal metro incident that happened at l'enfant plaza. there are problems with morale. many are telling me we need a strong leader in the district to take over the department to lead it into the future after the tenure of former chief ken ellerbee who was very controversial. now what you're seeing here is eugene jones. he's

. >>> the fight over arctic drilling is heating up in seattle. and if that sentence doesn't quite scan for you, let me explain. as we first reported last week, commissioners from the port of seattle, with little notice to the public, agreed in february to a the two-year $13 million deal that paves the way for royal dutch shell to pave the way for drilling which would take place thousands of miles away off the coast of alaska. although there would be no drilling in seattle, shell would keep and service its rigs in the port. this is a big deal, and not just because it creates environmental risks for seattle itself. as outraged seattle environmentalists have pointed out, the deal means their city is poised to play a central role in shell kick-starting its arctic oil drilling efforts, which after a series of setbacks, have been suspended since 2012, despite the company reportedly having spent more than $4 billion on the endeavor. the seattle department of planning and development is now reviewing the legitimacy of the deal. and environmental groups h

it depends on who you ask in seattle. where a fight is under way over when franchise owners should have to comply with the city's minimum wage hikes. under a june 2014 ordinance in seattle, franchisees are deemed large employers along with businesses that have 500-plus workers. this means they will increase wages to $15 an hour by 2017. small businesses with fewer than 500 workers have until 2021 to hit that level. phases of the wage hike kick in on april 1st at $11 an hour for large employers and $10 an hour for small employers. catch is that franchisees are considered large employers even if they have fewer than 500 workers. some franchisees say the move creates an unlean playing field causing them to raise prices more quickly to account for wage likes than their small business competitors. global industry groups the global franchise association, opposes that portion of the law and sued the city last year along with five franchise owners claiming franchisees should be considered small businesses. matthew haller isa spok

joining us now from seattle is david jones, who owns two subway franchises in seattle but is not part of this lawsuit. so, david, talk to me a little bit. what is it that ordinary folks don't understanding about the nature of franchises from your perspective that makes this current law kind of unfair? >> well franchises live off the bottom line like all small businesses, and then we pay a royalty to the corporation. so in our case with subways, we actually have lower volumes than the average restaurant volume in the united states which is 790,000 a restaurant we actually have lower than that. the 4% is the average margin for restaurants. and so a subway restaurant when you do the minimum wage we're under just as tough of a situation trying to come up with the money to pay for the minimum wage increase as everybody else. if you put us on different scales and part of the restaurant industry has seven years while we only have three years, it means that we have to do things like raise prices sooner and then it becomes uncompetitive marketplace on the streets where we're at. so in my case
