all of the peasants in the philippines are filipino. all of -- all of the maids and the servants and the chauffeurs are filipino. and when foreign investors come to do investment deals, they deal with the chinese. so i think it`s -- well, revenge is a theme of the book, i think. it`s -- it`s an act of revenge rooted in tremendous feelings of anger and envy and grievance and humiliation. c-span: what, about 60 million people in the philippines? >> guest: yes. that`s right. c-span: and 1 percent of them are chinese. >> guest: yes. c-span: what is it about the chinese that they succeed so well in that country? >> guest: well, this is a tricky question that i -- that is not the main focus of the book, but many people ask me this. first -- first of all, they`re -- it`s very complex, and i definitely do not think it is a genetic reason or necessarily even a cultural reason. groups can be market-dominant in one context and not in another. for example, the chinese in china were market-dormant for, you know, many generations under communist chin

we have the story on how exactly they got there. >> it is dubbed africa in the philippines. this safari park is home to animals on 400,000-hectares of reserve. the park is it's least known attractions. they have been working here for almost 40 years. he tells me the story of how former president ferdinand marcos envisioned the park after a trip to africa. in 1976 over 100 animals were shipped from kenya evicting 200 families in the process. the marcos were known to have stolen billions of dollars from government coffers and this was to be his private zoo. he was eventually overthrown by a revolution. caretakers continue to work under limited conditions. often they're not paid for many months. there are no resident animals doctors and no clinics. poach something also a problem. at least 20 animals are killed here every year, and caretakers say they do not have enough park rangers to police the perimeters. still they have stayed for decades all for the love of the animals. >> my dream is to become a-- >> for many years it was closed off from the public. neglected by the nation

in the case of the philippines, they can't object to it at sea. as far as u.s. future strategy is concerned, i think our strategy is fairly consistent. i would argue that the u.s. military strategy has not been clearly delineated particularly well since perhaps 1986. i think that is understandable. it is hard to have a meaningful strategy when you don't have a specific single opponent in mind. it was easy to define a military strategy against japan and the soviet union, it's not easy to do that now. what the u.s. military is facing right now in the post iraq and afghanistan years is defining the ends they want. and what means do they need to reach those ends. it's not an easy solution and in the era of declining budgets and possible sequestration, it's a difficult problem so solve. >> so let me ask one more question about the south china sea that you mentioned in your question. i know we have a lot of participation very soon on this and other questions. but this is a good place i think to bring it all together as we wrap up this faze of the event. what is the u.
