targeting the police in baltimore. this comes on the same day not long after the funeral of freddie gray, a 25-year-old baltimore resident who was killed, he died in police custody. his family has been pleading for peace, but regardless of that, there was intelligence that came to the baltimore p.d. earlier today that the police would be targeted. i'm not sure if the intelligence was specifically about this protest, this demonstration, this riot, or about violence from gangs, also a report that the baltimore police department had heard they would be targeted by gangs, by crips and bloods uniting to attack police. i'm going to go right now if i can, to billy murphy who is antarian for freddie gray's family. mr. murphy, thanks for joining us. this violence that we're seeing right now and that we saw on saturday night, sunday morning, it's exactly what the family of freddie gray said they didn't want. do you know are they aware of what's happening right now? >> well we don't know. they're safer and sound where think live

one reporting from baltimore police. as they consider a credible threat that three different -- actually rival gangs in the city of baltimore but they all have the same goal and i'm quoting again baltimore police they want to take out members of law enforcement. you're watching i don't know who these people are to be quite honest with you but obviously tossing rocks, baltimore police reporting bricks being tossed bottles being tossed at police. again i cannot underscore this enough on the day that this young man was laid to rest. you know freddy gray's family calling on quiet, calling on piece. we heard from congressman cummings in the baltimore area. also reverend jesse jackson a number of leaders in community. all of them calling for the peace and clearly peace is not playing out at the moment through this city. again, perspective, two weeks now since this young man was found and arrested on this corner in this neighborhood in baltimore. he died in police custody. the investigation being handed to the state attorney's

not just baltimore police. the baltimore police has asked for police from other jurisdictions, from maryland state police to neighboring townties. and all of them hopefully most of them have been given training in civil disturbance tactics. they call it cdu. these officers are trained to disperse people. small groups of people with potentially bad actors from coalescing into large groups of people where it just gets out of control. what they're trying to do right now is urge these people to get out. we've seen what looked like a couple of people being arrested. it doesn't look like these people are ready to call it a day. and these police officers are very well-lined up. it's a tactic where if they need to break out and start using forward, they do it as a unit. they try to not just break out and every officer for himself. they're going to do anything they do as a unit. and at this point, based on what we've been seeing, it strikes the imagination to believe that they've called for reinforcements and that they'

baltimore city police called them. this is the most significant thing so far to date with terms of property destruction. we have been seeing looting throughout the afternoon. it is also interesting to note they're saying eight police officers were injured. for a long time they were saying seven. that eighth number may be the e lieutenant who was injured here on north avenue next to the bus station. there were two police vehicles that belonged to the mta which is the equivalent of the metro system here in d.c. the bus and metro system in baltimore. they have 150 officers on the ground as well. and one of their officers was injured when two of their vehicles were set on fire. the baltimore city police wendy, also saying that protesters or demonstrators or whoever these people are in the streets throwing projectiles like bricks and stones at police cars with officers inside. they had not reported that before. we were also asked to give you an update on the orioles game because it does impact quite a few people and seemed

encounter with baltimore police by looking at them. the first thing on the report was that he made eye contact. and that is the reason, according to the reporting of the baltimore police, they moved forward on this man. this next thing that happened was, according to the baltimore police report, he ran from them. so his two crimes that day were, a. making eye contact and b., running from police. i tell you this because they have made no other accusations. about what freddie gray did that day. so, judge napolitano, our senior judicial analyst has said that the arrest was and i quote absolutely illegal unquote. unless and until they come up with some other thing that freddie gray might have done but the police reports indicate nothing but a., looking at them and b., running from them. so neither one of those is an arrestable offense and if we take it farther freddie gray was brought into a vehicle and hauled away by police. when you're in police custody your safety is the responsibility of the police, the government has taken you you are

we're joined on the telephone now by joe keene, a police consultant who helped train baltimore police officers for situations like this. joe, are you there? guest: yes, sir, i am. leon: can you give us a sense of what's going through the minds of these police officers right now? guest: their minds are bouncing between whether they're going to get hit by rocks or run over or whatever and being able to do their jobs. and their job now is to contain this try to contain it as small an area as possible and use whatever force necessary reasonably necessary to break the groups up. what that means is you use a tactical formation to push the groups aside and then you arrest those people that are the -- that are the instigators or seem to be the -- seem to be the leaders. and the more quickly they do it the quicker this thing will be over. leon: forgive me for misstating your name there, charles. so the arresting of the agitators is not the first priority then. guest: yes, it is. and by the way, my name is charles joseph. i do go by joe. that's fine. whatever. no, they're arresting the agitator

baltimore police say one officer is hurt. and we just saw another, this video, another officer being carried away. the university of maryland-baltimore shut down and warning that activities in the area could be turning violent. my news 4 colleague tisha thomas is joining me. you used to cover baltimore. what can you tell us about the neighborhood? is it a neighborhood tense with the police before in the past? >> it is one of the regions in baltimore where sometimes there is police activity and not. it's northwest from where most people know the downtown area. it is very close to the zoo. it's directly across the street from coppen state university. it is across the street from frederick douglass high school a public high school there. the chopper working for us reported that instead of getting out of school like they normally do and going to the public buses, what they did is aflowed out, headed to a 7-eleven not walked. they went into the store, they came out and went back in and then making the way down a very well-known ro

baltimore city police off in the distance. take a look over to the right, you can see the crowd a little bit farther over. this is the stand-off that's going on right now. these folks over here, every now and then, as i say someone darts out of that crowd with a rock a brick to throw at police. there, you can see them doing it right now. just standing there right there looking at the police throwing things at them. i can hear them hitting the police shields. police have their batons up and telling each other to watch out. it's quite a scene. quite a scene right out here right now. i can tell you there are other police officers who are -- who are videotaping the proceedings presumably to get some faces on these folks so they can sort it out a little bit later on. most of the stone throwers are very young. very young 13 14, 15 years old. reinforcements are now arriving from behind us. we've positioned ourselves in a grassy strip in the middle of it. go ahead. leon: brad i'm sure you cannot see from your vantage point we're watch

police and a baltimore police contingent that has been augmented by additional police from a bunch of neighboring states and jurisdictions. now, when you think about that, lots of police and even troops, it can be nervous making to imagine lots of outsiders, lots of strangers to baltimore flooding this, you know, city on the edge, right? the already very tense streets of this city. it can be nervous making to imagine law enforcement officers being there when they don't know the city, aren't familiar with it and when certainly none of the protesters know them. that said, even with this big presence today in baltimore of national guard troops and baltimore police and police from lots of other places, honestly the day to day in baltimore was celebratory and almost entirely peaceful today. there were big peaceful protests that moved through the city of baltimore late this afternoon and into tonight. there's a big protest that started at penn station, which is the city's main train station in baltimore, and that march went from the train station to baltimore city hall. at the corner of pen

the baltimore police all hands on deck. that means 3,000 baltimore police officers and the prince george's county police also have a contingent of special operations officers there. so a large, large contingent of police and as leon said no national guard callups as of yet. leon: joining us on the phone is vincent henry, expert in the use of force by police at the homeland security manage institute at long island university. tell us about the tactics that we've been watching these police, different agencies and jurisdictions using on the streets here in baltimore. have you been watching it yourself? guest: i've been trying to -- i'm actually in new york. i've been trying to watch it. i'm not seeing the same coverage obviously than you're getting. what i have been able to see, it looks like the police are trying to establish a perimeter around the protest which is what you know, kind of the theory in practice tells you to do. basically establish a perimeter, isolate and contain the protests and kind of try to gradually shrin

being in police custody in a closed door of a baltimore police transport. there you see his pictures. that's where these protests started. the funeral today. back the panel, juan arc lot of people spoke out at the funeral about the situation md:soo. >> jesse sackson says we don't need more police we need jobs. i did a panel this week for the museum of african-american history and cultures here in washington. on that panel, there was a law professor and she said we need police to be more of a commune force. and all of a sudden the police on the left of the panel said we need less police. we need more mental health services and more jobs. i thought this is an invitation the people who need police the most are the people in the community who are victimized by the thugs and the criminals. >> which is interesty we are not seeing a bigger p >> i don't understand it. we are waiting for the mayor to explain it. or somebody. it's mystifying. >> what you do is the use the national guard to establish a perimeter and the local blis police who know the neighborhoods, wh

>> we're in west baltimore, wolf near the police precinct. a very passionate crowd has built here and has really grown to at least a few hundred people. very moving scene. just a second ago the leader of the protest gathered some very young people to march at the front of this procession. young children from this neighborhood teenagers, have been recruited to march at the front of this procession. now with pastor wesley west he is the leader of this march. pastor what are your demands tonight? >> we want justs for the and justice for the community. no justice and no peace here and we're tired of it. >> how long are you going to protest tonight? >> we're going to protest as long as we have the energy. we're going to keep going. >> they have a lot of energy wolf. steady crowd building behind us. i would say at least a few hundred people. i'm not sure quite where we're marching but we're going to stay with them. >> brian, i want to get back to you. stand by over there. brian todd on the streets of baltimore. well before the death of freddie gray

this line of officers appear to be baltimore city police officers. i do not see any of the officers from other jurisdictions. it's calm here. the people who are on this corner do not appear to be terribly agitated. they're here to establish order and not allow anybody to go in any other direction. my photographer partner moving in this direction can see some of the folks who are bystanders who have been witnessing this. there are people clearly upset about this presence in their neighborhood. upset about all that's going on. particularly the fire down the street at the cvs. so from my perspective at this location, an extremely heavy police presence near the cvs. police trying to establish some control so they can get the fire put out. i've not seen the fire hoses you have reported on that have been cut. and it looks like the interior of this police line is quite secure. there are dozens of police vehicles in there. presumably they have this side of the conflict under control. this is pennsylvania and retreat, a couple blocks north to the store that's

baltimore police say they spot gray and begin to approach him. at 8:39 in the morning on april 12th. for reasons not yet disclosed, they say gray immediately runs away. just a minute later, police take gray into custody. and then 14 minutes later, at 8:54 in the morning, this is the first video we see of the event. >> ah! >> officers load gray into the police van. police say video evidence indicates gray is conscious and speaking at the time. a half hour later, police request paramedics bring gray to a hospital. gray's family attorney says he lapsed into a comab underwent surgery. spinal cord damaged and a week later died at 7:00 in the morning. two looming questions. why did police pursue gray and what happened to him while he was in their custody that resulted in his death? >> the officers believed that mr. gray was either immediately involved or had been recently involved in criminal activity and they decided to make contact with mr. gray. now, that is still a a bit vague. >> reporter: this most recent mis mystery sparking more outrage, in a n

today, baltimore police admitted that officers turned a deaf ear to gray's pleas for help. six officers have been suspended, and the mayor is demanding more transparency from a police department under growing scrutiny. chip reid is covering the investigation. >> reporter: baltimore deputy police commissioner kevin davis confirmed today that freddie gray, who was taken into custody after fleeing from police, had already been injured before he was carried to the police van. >> and quite frankly, that's exactly where freddie gray should have received medical attention, and he did not. >> reporter: he may have been further injured during a circuitous 30-minute ride to the police station. police commissioner anthony batts: >> we know he was not buckled in the transportation wagon as he should have been no skewses for that period. we know our police employees failed to get him medical attention in a timely manner multiple times. >> reporter: the commissioner says his injury may also have been aggravated at three stops along the way including the first one where gray was taken out

we've seen problems with the baltimore police before. do you think this will finally lead to some type of changes that will last in that city? >> reporter: you know that is really a tough call. that's what everyone said. from the mayor on down. we saw from the police commissioner -- wait a second we've got a car coming this way. we saw it from the police commissioner promising systemic changes will happen within the baltimore police. you've seen national leaders saying that changes need to happen with the relationship with police and the public across this great nation. as far as the injuries that happened to freddie gray obviously they don't have a lot of answers, that have made their way to the public. and that really feeds the tension out here the public doesn't know. they tend to fill in the narrative on their own, and, you know generally the narrative they fill in is nefarious. that adds to the tension you see on the streets, if you don't get the information out. and if someone needs to be charged, then you get that person charged.

to the baltimore police. one has not. they remain suspended with pay. baltimore police union attorney michael davey told reporters the officers were right to chase gray after he ran away when a lieutenant "made eye contact" with him. >> they pursued mr. gray. they detained him for an investigative stop. had he not had a knife or in a legal weapon on him, he would have been released. they know what role they played in the arrest of mr. gray. what we don't know and what we're hoping the investigation will tell us is what happened inside the back of the van. he was placed in the transport van. whether he was seatbelted in. something happened, we just know what it was. asked you think any of the six officers to meet it a crime? >> no. based on the information i know, no. nermeen: well, on wednesday, our next guest spoke with residents of the gilmor homes housing projects in west baltimore where freddie gray was arrested, including one woman who says she witnessed officers loading him into the back of a police van

chief in baltimore, the state police chief as well. we'll have live coverage of that. that's coming up here on cnn. i want to go to brian todd on the ground in baltimore where they're continuing to march. what's the latest there, brian? >> reporter: wolf the marchers have left city hall. they have -- they're now several blocks away from city hall moving at a fast pace as they have just about every night we've been with them. we're now moving along charles street. we were told that they're going to go back up to north avenue and pennsylvania which was, of course, one of the flash points of the unrest here over the past several nights. several confrontations between protesters and police but, again, a lot of those con confrontations were self-policed by the crowd. when it happened, the protest organizer of this march, car michael kennedy, just told me that they are committed to having this be a peaceful march just like every other night. i asked him how patient he and his followers were willing to be with the police report. he said we're

officers at the baltimore police department. and in light of that activities and issues i asked them are you still willing and wanting? they were enthusiastic and excited about becoming members which says a lot. again tonight, i think the biggest thing is that citizens are safe. the city is stable. we hope to maintain it that way. we are going to place national guard at north and pennsylvania probably two to tree block radius to stabilize that area and make sure everything is okay and residents are safe. are there a couple questions i can answer for you? i don't have information on that. we work in the southern district. we had a young leader out there who did a good job of responding in a peaceful way. they ended up arresting i believe about 3 to 4 juveniles down in that area. so i don't know about the injured officers but we'll follow up with you. >> there are various i'm trying to give you feed back on it without my glasses. in the central district we've had two for looting. in eastern district, one disorderly conduct. and th
