we begin this morning in north charleston south carolina. we're awaiting the release of a key piece of evidence the dash cam video capturing the encounter of walter scott and michael slager. the city is taking swift action firing officer slager and vowing that every cop on the street will soon be equipped with a body camera. martin savidge is following the latest developments for us from north charleston. good morning, martin. >> reporter: good morning, carol. by now we're all foom with that horrific video that was taken by the bystanders that shows the shooting that triggered all of this event. what many people are not aware of you've already alluded to a lot of other videos out there, not a lot, but a number. it's police video of the dash cams. it will be very interesting to see what they show and tell because as of yet they have not yet been released. >> no justice. >> no peace. >> reporter: days after the release of this shocking video north charleston now feeling the fallout. >> black lives matter. >> reporter: demonstrators gathered in

lot in north charleston. mr. scott was shot multiple times and died of his injuries. the officer's attorney yesterday told the local paper that the officer had used his taser on mr. scott during this encounter but that it had not subdued him. the officer's attorney sudden walter scott tried to overpower the officer and take his taser a away from him and he felt threatened and followed all proper procedures before firing his gun eight times at walter scott. that was the news as of yesterday in south carolina. okay, the attorney for the police officer in that fatal shooting defending his client. things changed late today when we got another side of the story. turns out there was a cell phone video taken by a bystander of what happened on saturday morning. the attorney for the family of walter scott got a copy of that video and then gave it to "the new york times." they published it late today and this very difficult video i am not going to play this over and over again, it shows a man being killed. i am going t

the charleston post and currier reports they are in north charleston to plan peaceful protests against police brutality. the first outside of north charleston city hall. the first after the unarmed american man fleeing from an officer. 50-year-old walter scott being remembered. more now from pablo sandovol. >> reporter: it was a weekend full of tributes for walter scott's family. they gathered to lay their loved one to rest. a memorial service for mr. scott and vigil at the location of the shooting itself. sunday we also got to hear from the mayor of north charleston. he maintains he is still appalled after seeing the vitdeo. >> in a 2.7 second time destroyed the lives of two families. >> reporter: the mayor went on to say he is waiting for the report that will be put out by state police. you recall that local authorities here in north charleston happenednded over the investigation to s.l.e.d. the south carolina law enforcement division. as for michael slager he remains isolated behind bars. also his case could end up in front of a grand jury as early as next month. john and christine.

officer slager was also dismissed from the north charleston police force after this video was presented to authorities, which appears to show officer slager shooting mr. scott as he runs away. the south carolina law enforcement division as well as the fbi are conducting ongoing investigations. the dash cam video shows what happens in those first minutes after officer slager pulled mr. scott over. it shows the final moments before the shooting. police department, but we don't have video every single time it happened. >> north charleston police released the video yesterday. in a news conference disrupted by protesters, mayor keith summe says slager has been terminated. but the chief was pressed on other matters. >> i have watched the video and i was sickened by what i saw. i was told that life-saving that they tried to save his life. >> reporter: under mounting pressure by several lawmakers the chief says the department has secured funding to purchase 100 body cameras. >> we have already ordered an additional 150 body cameras so every officer on the street in uniform will have a body camera. >> but organizers of the group black lives matter, say they want more. >> we need a department of justice review, we need an overhaul of north charleston police department. we need mayor keith summe out. everybody who is a native that lives in north charleston knows this. >> tuesday night in his initial appearance before a judge slager was denied bond. prosecutors have not said whether they will seek the death penalty in the case. his mo

it is outside charleston proper. don't let the proximity fool you, the cities could not be more different in a lot of ways demographically. you look at the median income as well and look at the law enforcement agencies as well. i mean the crime rate in north charleston particularly is considerably higher than what you would get in charleston there has been a strained relationship in the city over the past few years, so much so the state senator who represents this area introduced legislation in the general assembly last session calling for body cameras. and part of the argument was folks in north charleston are telling me officers there need to be wearing body cameras. the response from law enforcement to that was essentially, you know what you're right, we should be wearing body cameras at that point a handful of officers had them. we heard from the mayor here yesterday who said that essentially by executive order all of the officers in north charleston are going to be outfitted with body cameras here in the not so

scott in north charleston south carolina. one thing is clear, law enforcement in america appears to to have a problem. and partly because of these incidents but primarily because most cops are white. only 11.9% of the nation's police officers are african american. >> your typical police officer in the united states is a white male from a lower middle class background who is likely not college-educated. >> and critics charge that many cops do not reflect the communities they serve. in ferguson, missouri, 94% of its police force is white while 67% of the population of ferguson is black. and in north charleston, 80% of that city's police department is white but 47% of its residents are african american. bringing more african americans into law enforcement is a problem even the head of the fbi, james comey acknowledges. >> it is imperative for the communities we serve, big challenge for the fbi, fbi is overwhelmingly white and male among my agent force. >> reporter: only 4.5% of the agent's special forces are black, some analysts

north charleston police department for many many years. it just so happens we have a video. >> reporter: demonstrators gathered in front of city hall demanding the mayor resign and more officers be arrested as the investigation into the police shooting death of walter scott intensifies. >> everybody will know the truth. >> reporter: scott's family said they foresaw the video sunday horrified but what had showed but grateful for the truth they say it reveals, especially in light of other deaths of african-americans at the hands of police. >> i would like cops to be accountable and let them know that if they try this again, somebody may be watching. so maybe think twice before they fire their weapons. >> reporter: the family continues to ask the public for calm and in a gesture of sympathy and solidarity north charleston's mayor and police chief paid a visit to the home of scott's parents to offer condolences and city support. >> black lives matter. black lives matter. >> reporter: but elsewhere in the community, demonstrators took to the st

police department, the charleston police department and the charleston county sheriff's department especially when it comes to racial shootings and physical nvolved - altercations. body cameras and that thorough review will make it easy for many good law enforcement officers to do their job, lessen the chance that any other black men will be used for target practice as mr. scott was. it will hopefully make ours a safe and more just community and hopefully eliminate the need for press conferences like this one. thank you. that's our statement. >> questions. >> you hear there from the south carolina chapter of the naacp, them making recommendations they would like to see put in place going forward to try to avoid this horrible situation from happening again. one thing they brought up is something that's definitely become a huge part of the conversation now, is the use of body cameras. they're calling for legislation for body cams to be required by all law enforcement in south carolina. we know in the city of north charleston, the mayor said due to a grant and executive action, they're going to

north charleston's officials answered questions from angry citizens on wednesday. they announced that officer michael slager was fired from the police force, and that all officers will soon be outfitted with body cameras. the investigation has been moving quickly since that video surfaced, and it's raising some critical questions about how the shooting was first reported. brian todd has the latest, and his report contains some graphic video. [ gunfire ] >> reporter: authorities are crediting this cell phone video for the shift charge of former north charleston police officer michael slager with the murder of michael scott. >> i can tell you that, as a result of that video, and the bad decision made by our officer, he will be charged with murder. [ gunfire ] >> reporter: the shooting occurred on saturday morning, after slager pulled the 50-year-old scott over for a traffic violation. scott's mercedes had a broken taillight according to police reports. scott ran from the scene. slager pursued on foot. slager said he fired his weapon after scott took his taser. >> 220

we are live now in north charleston, south carolina. as we mentioned, police body cams are coming new to this body presumably make the force more accountable when it comes to the next deadly force incident. there's technology to make officers make the right decision, the split second decision, a life or death decision especially when they only have sometimes less than a second to make the right choice. more on that now from kyung lah. >> you need to calm down. >> reporter: a man questioned suddenly turns slamming a police officer with a snow shovel. suspect a shot and killed by police. >> i'll just have you put your hands back on your head. >> reporter: this suspect, at first calm with police officers -- rushes for a knife in his car and tries to stab the officers. who shoot and kill him. >> i didn't see the knife. >> reporter: then there's this encounter. an officer responding to a domestic violence call in a seemingly routine chat for several minutes with this man tries to pat him down for a weapon. you can see the gun, five shots str

someplace else. >> we're joined now by chris hayes in north charleston. justin bamberg and gino donald. chris hayes, the situation there tonight is striking when we compare it to the last incident like this that got such heavy coverage in ferguson, missouri. it seems there's complete calm there in that city, and it seems as though the way the police have handled this situation since the video emerged is part of why it's so calm there. >> yeah, that's right. there was a rally at the steps of the city hall just a few minutes ago, still folks down there, but maybe about 20, 25 fairly subdued. you do not see the just sheer outrage and frustration that you saw in ferguson. i think there's two reasons for that. one is that the officer in question is charged with murder. he was denied bail. he's behind bars. he's going to face a jury, if he doesn't plea, and the justice system is going to prosecute him like he committed a criminal act. that is what justice in the micro sense looks like. had that been the case in ferguson, it would be a very different story. this

former north charleston police patrolman first class michael t. slager is in jail this afternoon, fired by the police force and arrested and charged with murder. it's a charge that came only after the release of this graphic video, showing the 33-year-old police officer shooting a fleeing resident eight times. the victim walter scott, died at the scene. while the full context of the shooting has yet to be determined the damning video has put the officer under a spotlight. >> everyone is so happy that this police officer is in jail charged with murder is not given a bond and they are very content because it happened and no one tried to cover up for this police officer. >> reporter: slager was a five-year veteran of the north charleston police force. according to this application from 2009 he sought a full-time position after completing six years in the u.s. coast guard, writing he quote, enforced federal laws and treaties and provided security in port canaveral, florida. it was a military affiliation that he had in common with the victim of the sho

north charleston police did act swiftly tuesday. >> he will be charged with murder. >> reporter: tonight they're under fire for something critics say is missing in the video. although the police report says they administered cpr, there's no evidence of that in the video that's nearly four minutes long. >> not every officer is cpr certified. >> reporter: scott did have an outstanding warrant for unpaid child support, but his mother says that's no reason for him to die. >> he has been raised in the church from day one. he sang on the choir. he played the drums. he would call his mom every single day. >> there's two families that are in a bad way right now. our prayers and thoughts go with both of the families. >> reporter: we're learning much more about the accused police officer, who had plenty in common with the man he's accused of murdering. much like scott, michael slager was in the coast guard. he has a wife who's eight months pregnant and lives with two stepchildren. his work record shows two complaints in five years, including another incident with a taser. the only serious charge o

there is no festering wound in north charleston. everybody seems to be on the same page against this cop. >> the problem with ferguson among many was that the -- there was a void of information. >> right. >> the police weren't talking, the mayor wasn't talking. no one was talking. when the cops did talk they put out selective pieces of information that only enraged the people. >> all the wrong things to do. >> in the absence of leadership from the mayor, the city council, any local leadership folks got angry. here in north charleston, the beautiful thing is the mayor was out there immediately, the police chief was out there immediately, not just talking, but taking action. >> mika remember how we gasped when the mayor of ferguson came out and spoke saying they didn't have a racial planet. >> what planet was he on? certainly not in ferguson. >> willie this is a tale of two cities, two city officials. there may be problems in north charleston that we don't know about. certainly, looking at the reaction to this heinous murder they seem

my heart aches for the family and our north charleston community. i will be watching this case closely pirchlts new this were monthing u.s. officials investigating a breach of white house computers by russian hackers. u.s. officials briefed on the investigation say the white house hack goes back to that damaging intrusion into the state department computers we've been telling you about since last year. justice reporter evan perez picks up the story from washington. >> reporter: john christine, russian hackers in recent months broke into sensitive parts of the white house e-mail system. they even conceived parts of the president's schedule not disclosed to the public in realtime. the hackers are believed to be working for the russian government. and according to u.s. officials, they pulled off one of the most serious cyber breaches of u.s. government agencies. this breach is one reason why u.s. intelligence officials recently increased warnings about the cyber threat from russia. the white house disclosed suspicious activity in its unclassified e-mai

city hall in north charleston, south carolina. charging former officer michael slager with the murder of walter scott. >> this is finally an opportunity to validate what we have ever been saying, there is violence and profiling and intimidation happening in the north charleston, area. we don't have video every time it happens. >> north charleston released the video. in a news conference disrupted by protestors mayor said the officer has been terminated. but relying on two points, whether anyone witnessed the shooting and whether anyone administered cpr. >> i watched the video and i was sickened by what i saw they said they tried to save his life. >> the mayor announced the pharmacist has secured a grant to purchase 100 body cameras for officers. >> today i made an executive decision and have notified my counsel. we have already ordered this morning an additional 150 body cameras so that every officer that's on the street in uniform will have a body camera. >> reporter: but organizers of the group black lives matter say they want m

that's one of the key questions in the deadly police shooting in north charleston south carolina. the witness says he never saw the victim grab the officer's stun gun. >> before the video, i saw that he was trying to get away of the taser. and his reaction was just you know to get away of the taser. >> was there a struggle over the taser that you saw? were they fighting over it? >> no, he never grabbed the taser of the police. >> dash cam video from police patrol cars may also provide answers about what happened. state police say they'll release the footage once they finish reviewing it. in the future every patrol officer in the city will have body cameras similar to these. the mayor says the city is purchasing 150 cameras in addition to the 100 already on order. south carolina state police say they're reviewing videos from patrol cars of officers who responded to the deadly shooting. that could be key in determines what happened before the officer michael slager shot and killed walter scott. let's go to christina, thanks very much for joining us. what are you hearing about when t

. >> cnn is in north charleston, sk is sk south carolina. what can you tell us about the man in the car with walter scott? there was a passenger. >> reporter: that's one of the major revelations. the fact scott was not the only person in the video. the police reports and version from the scott family now confirming that second individual was in fact in the vehicle that was part of the traffic stop. they did stop short of saying exactly who that person was. they did add that individual was not a member of the scott family. really that's part of the new developments a that have really surfaced today in this next day of the investigation. the main question is exactly why did scott actually run away from the police officer and exactly who was the second person in the vehicle? >> are we getting any sense of the mood there of the community, how they're feeling polo? >> reporter: that's something we noticed yesterday just moments after the mayor here in new orleans charleston gave the latest information and also announced most of the officers were

some distance from north charleston because it's a larger venue polo? >> reporter: yeah, that right victor. the funeral is expected to happen pe hiepd me shortly after 11:00 a.m. the mystery passenger and despite the efforts to track him down, cnn is yet to speak to this person. i will tell you why it's crucial because he could provide a huge part of this puzzle that really apart of this investigation because he is the last person that spoke to scott before he decided to jump out of the vehicle and run away and then of course have that deadly confrontation with the officers and of course based on the information, we would be able to find out exactly what went on and at this point it's really a gap. we have the video of the traffic stop, and we do have the very graphic and tough to watch video that shows the shooting itself. we do know what happened with the officer. would that interaction in the vehicle tell us why he ran? those are the questions that we have. >> what about what we're expecting today as it relates to the demonstration. are there demonst

officer slagger has been fired from the north charleston police department. he also got a new attorney this afternoon, after the lawyer who had been representing mr. slager, after the video came out. at a press conference today, north charleston's police chief said there's more video the public has not yet seen, from the dashboard camera now in the hands of the state law enforcement division, which is investigating the shooting. local police say that that agency will likely release that footage tomorrow. so plan for that. the mayor also announced that he has ordered 150 additional body cameras for police officers on top of the 100 or so cameras the city already had funding for, but had not yet started using. he said every officer on the street will use body cams as soon as a policy is established and the officers are trained in how to use them. tonight, though, in north charleston with all the developments among the living, walter scott's family is grieving his death. the family announced this evening that his funeral is set for saturday. joining us is walter

the first outside north charleston city hall. the protests are a response to the fatal shooting caught on video of a man fleeing a police officer. the police officer, michael slager, now in jail facing murder charges. more now from pablo sandovol. >> reporter: john and christine, a weekend of tributes for the family of walter scott. it started saturday morning as they gather to lay their loved one to rest. on sunday separate tributes. a memorial service for mr. scott and vigil at the location of the shooting itself. sunday we also got to hear from the mayor of north charleston for the first time following the shooting. he maintains he is appalled over the images. >> in a 2.7 second time destroyed the life of two families. >> reporter: the mayor also went on to say he is waiting for the report that will be put out by state police. you will recall local authorities here in north charleston handed the investigation over to s.l.e.d. the south carolina law enforcement division they wanted to make sure the investigation will be fair an

here in charleston south carolina and it is a busy and emotionally searing day. the police officer who shot walter scott has been fired. and the man who videotaped the incident has come forward. i interviewed the mother of walter scott tonight, judy scott, and she has found the strength and the grace -- the grace to say she forgives the man who killed her son. and a lot to the think about. jason carroll brings us up to

in the meantime, the north charleston police department is taking swift action. they have fired officer michael slager as he faces these murder charges. and they're making some further changes to the department on top of that as well. slager was not wearing a body camera when he shot 50-year-old walter scott. now the mayor has said the city is also ordering an additional 150 body cameras to outfit every one of their officers. the man who captured the video, feidin santana is now speaking out. he turned on his phone. here's his explanation of what he saw before he started recording the video. >> what made you pick up your phone and start shooting on saturday? >> well, when i saw the scene, i was walking to my job. i was walking to my job and i see mr. scott, rest in peace, and i saw police after him, chase him. i was on a phone call and i decide to go over there and see what was going on. >> was there a struggle? >> there was. they were down on the floor. they were down on the floor before -- before the -- i started recording. they were down on the floor. i rememb

and so i credit the folks with north charleston and police force. i would credit charlotte wilson, who is the local solicitor who brought forth the charges of murder. i think that's something that when people see a video like that, they expect, and i think appropriately believe in, again, if action is not taken, they're going to do something which i think has a lot to do with ferguson and other places around this country. i think you've seen a different response here. i give local folks a lot of credit on that front. >> the federal government has provided funding for local departments to purchase body cameras. there is some body camera legislation introduced in the state here. obviously you're not a state legislator, but it is your community that you represent. >> right. >> there's a lot of people looking at this and saying, wouldn't it be good to have video of all this all the time. what do you think about that? >> i think that's going to be a larger debate. i think it ultimately should be decided at a local level based on a municipality's need. so
