we spotted what looked like flare-ups from the chevron refinery just in the past hour. chevron says it was part of normal refinery operations but now the contra costa health services say they are investigating an incident there. the health advisory has been issued for richmond, north richmond and san pablo for people with respiratory problems. the health department says most will not be affected by eyes, skin and throat irritation may be possible. there's no shelter in place order. we will of course keep you updated on this advisory. >>> in the meantime san jose police have just wrapped up an intense standoff with a parolee hold up in a home. it began at 4:00 at the home of the 2700 block of mckey road. police surrounded the building and demanded that he come out. after waiting for hours, s.w.a.t. officers used flash bang grenades. police say this all started when a family member called 911 about an unwelcomed visitor. they say the man was a recently paroled cousin who refused to leave. he may also have been using drugs. police say they determined he also had a warrant
