he's republican, which is true of a lot of colleagues in the lapd. he takes a lot of personal pride in this particular job of investigating black on black murder in high crime areas, some and it doesn't draw a lot of warrior within the lapd. it's not a glamorous job, but his job he learned to craft a over years and years of scores and scores of cases. so when he gets the case finally, he has a lot of real expertise that apply to the case and also this unequivocal personality purity of somebody's very high-energy, very action oriented, drinks 12 cups of coffee a day and in the end is so relentless in the pursuit of this case that it does end up in court although it had originally been thought to be one of the cases likely to remain unsolved. it was very, very interesting to work with john skaggs on a lot of levels. to give you an idea of the kind of source he was i spent at least two years reconstructing everything about the case. we had some hours long interviews that i taped and maybe a year and a half into that in five or 10 interviews than it and

shot in the back when he stood in at the february 10th with his high-school friends he was shot by lapd officers in plain clothes for reason. lapd cmdr is planning to months ago that one of the officers saw another teenager reports and we thought was a gun at nicholson that is why he fired. nicholson says one of his friends did have a toy gun but he never pointed to anyone one of the children had a gun like this but it would not pointed at any manner but no one has testified that the gun was pointed at anyone he was shot once in the back is to with the toy gun and the fourth student was also there has decided not to sue the city. >>reporter: the lapd insisted the officer identified themselves as police officers yelled out repeatedly drop your weapon and that the officer opened fire said he clearly saw of gun being pointed at one of the teenage boy is but is it intended to the route with a gun being shot it was nicholson who was hit. the investigation continues and they did at a preliminary investigation as could the two officers enough to the they have been allowed back in the field. >>

joining us now is cheryl dorsey, retired lapd sergeant. thanks for taking time with us. there's this newly released dash cam video that shows the moments just after the traffic stop. what are the takeaways from what you saw there? >> well, you know, there's a couple of things that bother me. i'm concerned about why he would engage the passenger in the vehicle, have him step out of the car and search him. when i first heard about this incident, i didn't give much thought to the racial profiling aspect. but now i'm wondering why in the middle of the day, with all this going on in the world, are you concerned about a broken taillight? and then you conduct this stop and it winds up in a deadly force incident. it's just very unsettling that things would escalate. >> people have raised that issue saying look, it's an african-american person in a mercedes, i believe it was. and saying that stops like that are what make people so outraged and angry about these traffic stops. >> absolutely. because understand, if a police officer follows behind your car long enough, you're going

david clinger, let me bring you in, former lapd officer and professor of criminology and criminal justice at the university of st. louis. great to have you back. i think it's worth taking three steps back and let me ask you, you know when we talk about having officers -- in this case these were bike cops. they're riding around this neighborhood. this is back on the 12th of this month. when you know this is a crime-ridden neighborhood fact and they have to have reasonable suspicion they can stop someone, can you explain reasonable suspicion to me? >> to make a long story short, what the supreme court said back in the '60s and subsequent rulings in different sir cutes over the years is basically some indication that the individual is either presently engaging in a crime, has recently engaged in a crime, or is about to engage in a crime. and that could be a variety of things. so if a police officer can articulate why he or she believes that there's one of those three things afoot, then they have reasonable suspicion to detain the individual. that's basically it. >> okay. on a different part

it's almost 25 years ago, lapd officers beat rodney king to a pulp got their stories straight, filled out consistent reports, had no idea somebody was videotaping them. we live in an age of social media and i think this movement to have minorities individual tape and film everything is fabulous. i think it's exactly what the wave of the future should be and police officers who behave this way need to be put in prison. >> mr. peterson how do you feel about that? black lives matter is running a video campaign where they will train people to protect themselves and each other and to use these cameras. what do you make of it? >> i think it's a great idea. i agree with the attorney as well. i'm not so big on the law enforcement cameras or body cameras. to me it adds a layer of surveillance and can be used more arbitrarily. civilian phone cameras, stepping up and being vigilant around the police stops is important. think of it as a deterrence measure. once law enforcement knows that a community has come together to try to pay attention very closely to what's happening in these exchanges that

. >> joining us now, mark fuhrman, former lapd homicide detective and a fox news contributor, and endrell brown, a trial attorney. thank you for being here. what a headline from the "washington post," mark suggesting what we're going to hear later is that the prisoner the only person who actually saw freddie gray inside of that van, although they report he couldn't make eye contact with him, couldn't actually see him, he could only hear him in the van with him, he believed he was intentionally trying to hurt himself. what do you make of it? >> well megyn, we don't know -- there was a mile-long foot pursuit, so we don't know what freddie gray did, what he jumped over, fell over or what he ran into during that foot pursuit. then he's in the van and now we hear this. so i will say that this is so far short of a murder charge and it's not going to make people very happy, but i can't really see anything but maybe some negligence and getting medical care for freddie gray but i just don't see where they're going it come up with the murder charges. not even an altercation with the officers. >> i
