houston tends to fill up, too. that has led to these just remarkable and scary scenes of a big, modern, urban center, one of biggest urban centers in our country, fourth largest city in the nation, being up to its knees or some cases up to its neck, or some cases worse in this urban street flooding. some of the most dramatic and most dangerous scenes out of houston have actually been from the interstates. i-10 and i-45 converge in houston. and with flooding like this, instead of those interstates serving as evacuation routes and arteries for people to leave, to escape the flooding, the interstates, themselves, have become places from which people have had to be rescued. five people are confirmed dead in houston, alone, so far. most of them found dead in submerged cars. a total of 19 people are believed to have been killed all together so far in texas and oklahoma combined. a number of people are still missing. so the human toll of the disaster is yet to be fully known. the mayor of houston, annise parker, says the

high water spots remained across the city of houston today. there are major roads passable, isolated locations that are still impasse aable. but in less than six hours on tuesday, parts of houston received an incredible 11 inches of rainfall. it happened so quickly. six deaths have now been reported. most of those deaths happening after drivers drove into high water locations. they underestimated the depths of the water and drowned. abandoned muddy cars have been turning up all ovaller the city. there are hundreds of homes reporting 3 to 4 feet of water inside of them. floodwaters damaged a waste water treatment plant near houston. 100,000 gallons of waste water spilled. that's been contained. officials say there's no threat to families at this time. harris county, one of 40 counties being tie claired a disaster by -- declared a tafter by the governor -- d.a.er -- disaster by the governor. that's the latest from the houston area. back to you. >> all right. sally mcdonald standing in a lot of water outside of houston. thank you. >>> now to new

this is new video from houston. you can see traffic as a standstill as the drivers get stranded in that high water. alex savidge is in studio to explain how that severe weather left basketball fans stuck. >> reporter: the rain moved in at the end of the playoffs game. many people left after the game but a few hundred people stayed put inside the toyota center to ride out this storm. a small group of people were forced to stay the night but everyone we're told finally left at 5:00 a.m. local time. now after game four finished, they put a message up on the big screen and warned fans to shelter in place because of the dangerous flash flooding that was happening across the city. we have seen tweets from our own joe fonzi. the houston area got slammed by this system. most fans and players left the arena but there was that small group that didn't want to chance it. at one point dwight howard came out to from the locker room to chat with those fans. howard said he decided to stay at the arena after hearing from friend of h

this is live aerial coverage from the houston station there. you see not so much from this picture but the rainwater is still high. it is a live picture. you can see the cars under water. and that's after the waters receded overnight. you can see the fans that were stranded at the basketball game. they were also reports of folks stranded at an upscale mall in houston. some video from inside that mall where workers and customers were humpgerred down. you can still see the he rentless rain overnight. the lightning. and houston has gotten four inches and counting. eight inches of rain. now to austin now where in the daylight you can see flooding on city streets and it's probably not a surprise that dozens of people had to be rescued from the rising waters. cars just washed away. part of the problem there is that shoal creek burst its banks. the most heartbreaking stories are of the missing including this mother and two children in a cabin swept away in that flooding. this is what she told her sister. >> we are in a house that is now floating down
