i want to bring in cnn's chief national security correspondent jim sciutto. jim, listening to this interview will had this official seemed to indicate there was a trigger with which north korea would use its nuclear weapons here. what is that? do we have any indication? >> any time you hear a threat like this, it's alarming. first all, there are questions whether north korea has the technology to successfully miniaturize a warhead, put it on top a missile and get that missile successfully across the ocean to the u.s. coastline. there's questions there. two, although they have certainly made advances, two, would they actually do so, knowing the likely u.s. response, which would in effect be suicidal, right. that said, there is still strategic concerns here because what does this give north korea cover for. this is a country that sank a south korean navy ship a couple of years ago, killed 40-some odd sailors. so by having that threat of the nuclear option, literally and figuratively, does it give them cover to carry out other threatening military steps in the r

let me bring in cnn's chief international correspondent jim sciutto. of particular interest to the fbi, this british isis recruiter in his tweet, can we talk about that? what was that? >> well, it sounds like a warning. he's a potential real player here. he's now believed to be in syria. he's a hacker. he was prosecuted in britain on computer charges. he's also believed and this it more important, today to be a recruiter. he tweeted again just recently about you ain't seen nothing yet. appears to be a warning about more attacks. no idea no evidence to back that up. but the other thing, he was tweeting before the attack in texas. he tweeted, the knives have been sharpened, soon we will come to your streets with death and slaughter. and there was some contact between him and the gunman in texas. u.s. investigators are now looking into what kind of connections he had. was it just a twitter relationship tweets back and forth, retweets, et cetera or did he inspire them encourage them. that's a real fear because if you have a recruiter inside syria in isis a

jim sciutto, thanks very much. palm la, whatpamela what are investigators learned from searching their home? >> reporter: what they've learned is that social media is a key part of this whole sore story as far as inspiring the gunmen to go to garland, texas from their home here in phoenix, arizona and attempt to launch a terrorist attack that we know was ultimately foiled. and we're learning more from officials who are on the front lines of this who have been analyzing the social media interactions between the gunmen particularly elton simpson and two known terrorists overseas that there was talk of the cartoon event weeks leading up to the actual event on sunday. as jim pointed out, there were interactions between simpson and at least two known terrorists one of them being a terrorist in somalia tied to al qaeda and another a british isis fighter who we're learning more about. officials believed he played a key role with inspiring simpson. he's known to be a significant figure in isis. he is considered a double th

let's go to jim sciutto who's been looking into this for us. some are suggesting this potentially was an intelligence failure. what do we know jim? >> in retrospect, it was an intelligence failure. the question is was it an avoidable one? this is a question that's asked a thousand times a year. and they're looking hard for people just like this. the question is will they then act out with violence? that's a difficult judgment to make. you'll remember in the "charlie hebdo" attacks, the kouachi brothers had been under even more severe surveillance because they'd traveled overseas to train. they were then taken off surveillance. and the issue they have there is as it is here, it's finite resources. he was under monitoring not constant surveillance. this is why as pam said they're going to go back and look as to why they made this judgment. they've been looking at a whole host of suspects as the threat from isis and others have risen. here's a case where she should have been watching and they weren't. >> let's check in on what's going on in iraq r

in a moment i'll talk to jim sciutto about the search for them. but first will ripley joins me from nepal. what is it like there on the ground now? >> reporter: people are waking up and seeing what was once a five-story building now a pile behind me. a lot of the stories weakened by the first quake, they collapsed when the large after shock hit earlier and since we arrived we felt two after shocks one overnight that woke people up. it was scary. you can see what people are going through, worrying into people will shake again. >> what about the relief? are getting peopling what they need? >> versus days after the crews came with the first krut. the roads are closed and it is a difficult process. it is dangerous terrain and only specially trained pilots can get in there and so it is slow. >> and you have people sleeping outside. what laps when monsoon season begins? >> reporter: that is the real worry here. we walk a couple of blocks down the street and we met with a family and they ran out during run of the after shocks and they are sleeping in a m

i'm jim sciutto. and breaking news we're following today, secretary of state john kerry cutting short a crucial diplomatic trip in europe after breaking his right femur in a bicycle accident. this just 24 hours after cancer claimed the life of vice president biden's eldest son, beau biden. let's start with secretary kerry who remains in a swiss hospital for treatment. special precautions being taken because kerry previously had hip surgery on his injured leg. the state department issued a statement just moments ago that says "secretary kerry is resting comfortably at the hospital in geneva and remains in good spirits. he will continue to rest throughout the afternoon. the secretary will depart geneva later this evening en route to boston for further treatment. though not medically required to do so the secretary will avail himself of an aircraft outfitted to ensure he remains comfortable and staebl throughout the flight. its use is nothing more than a prudent medical step on the advice of his physicia

i'm jim sciutto. erin will be back tomorrow night and "ac 360" starts right now. >>> good evening, thanks for joining us. we begin tonight with breaking news. new details emerging about one of the gunmen who allegedly tried to ambush an event outside of dallas. an event featuring cartoons of the muslim prophet mohammed. two men carrying assault rifles wearing body armor were shot dead by a security officer who local police say probably saved lives. both would be gunmen have been identified and at least one of them linked themself to isis on social media. tonight we learned from a source that the other would be terrorist spent a few years in pakistan in the 1990s. his father was pakistani and the sources describe his mother as white american. we'll have more on what we're learning about both gunmen in just a moment. meanwhile, united states authorities are looking into whether the incident in texas has any link to international terrorism as investigators try to piece together the timeline for the plot.

let's bring in our chief national security correspondent jim sciutto. jim, you were on that spy plane mission. you did an excellent report. there are new developments. >> no question. despite what you can call a show of u.s. force china is double do you think, issuing its annual military white paper as it's called. china vowed to expand its military activities on the high seas switching in its own words from just air defense to both offense and defense. and assailing what it called provocative actions by other countries, including the u.s. days after a u.s. spy plane made its bold flight over contested islands with our cnn team on board, the conflict between the u.s. and china now escalating. >> that was the first challenge we got today. >> reporter: china's foreign ministry has lodged a formal complaint with washington in response to the mission which was met with eight ominous warnings like this one. >> china mainland please go away quickly. >> we urge the u.s. to correct its error and stop all irresponsible words and deeds. china's defense ministry t

jim sciutto has details. >> the u.s. military is raising the security level at every base across the country as concerns grow over the threat from isis. it was the shooting in texas on sunday that prompted the increased security measures. though the military says the step is not tied to a specific credible threat, saying we have the same concern about the potential threat posed by violent homegrown extremists. the security level has now increased to bravo. signifying an increased and predictable threat of terrorism. u.s. bases have not been on this level since the 10th anniversary of 9/11. >> not only do you have to secure on the bases but on the post-it self-. this is going to be a big operation for the security forces of all of the services. >> the texas shooting is highlighting the threat from isis supporters hiding within the united states. >> groups like isil or al qaeda now are calling publicly for attacks in the west of people who they would have never recruited specifically. they have never trained. never each me

we have some fascinating pictures from a report that jim sciutto filed from the air. this is a man made island hundreds of miles off of china's shore. you can see the runway there. this is what appears to be a dplaifl base a military installment very far from china's coast. you have the former deputy of the cia mike morrell saying that war between the u.s. and china is a real risk. do you agree? i should also mention that a u.s. spy plane, it had a little interaction with what appears to be a navy installment there. duping this is a risk a conflict here in. >> it is a conflict. it's been around for a very long time. they're trying to establish their dominance. it's no secret that cha that wants to run the pacific rim. and to say we're the dominant sfors, the americans aren't going to be here. one we need to express again, one of the united states aircraft coming in needs to fly in that area. we need to continue to reinforce, these are international waters with not chinese waters. we need to be able to put our ships nearby and let everyone know these are international
