lisa chan joins us live to explain the potential damage to critical parts of the bridge. lisa? >> reporter: good morning. well it's been one week since one of the bay bridge's anchor rods failed a major test. well now an investigation will be done to determine what is wrong with it and just how big this problem is. as much as $4 million in toll payers' money will be spent to study the problems on the bay bridge's eastern span tower. last week the rod moved easily when tugged on which may mean it corroded from exposure to water and fractured. significant levels of corrosive chloride were found in some sleeve that is hold 25-foot long steel rods at the base of the tower. >> because if the saltwater got in there during the construction, just like some of the fresh water did. we have a finite amount of stuff and we can eventually suction it out and dry it out and get back to where we want to be. if it's an ongoing intrusion, that's obviously much more serious. and would require an investigation of the foundation itself. >> reporter: the panel chief says they need to do an investiga

lisa: that's right. one of the things we have seen over and over our promises by the department of education to do more to hold charter schools accountable. what you see on the ground based on the audits and the inspector general's report are a real lack of control. you have the department of education's charter education department encouraging them to do more. you have audits that show that the states have no idea where the money was spent once it went into the charter school system. they don't know how many kids were really served. they don't know what happened to assets purchased through our tax dollars. there is a recent report that shows if you are looking through federal and state criminal fraud indictments, that there have been more than $200 million worth of rod in the charter school industry. -- fraud in the charter school industry. this calls for much more control and restraint rather than the 50% increase the administration is calling for. amy: i wanted to turn to a mother featured in an ad re
