so why didn't james madison go along with mason, gerry, and randolph's call for a bill or rights? madison opposed it for two reasons. he thought it would be either unnecessary or dangerous. unnecessary because the constitution is already a bill of rights by limiting and spelling out the powers of congress and denying the congress any powers that were not specifically enumerated. and dangerous because madison thought that people might assume that if a right was not written down, it was not protected. he and the other framers thought that since our rights come from god and not government it would be a bad idea to assume that you can have a determinate list. but based on the opposition of these three dissenters, the anti-federalist geared up. hamilton and madison wrote "the federalist papers" under the pseudonym publius. the anti-federalist wrote counter pamphlets with vivid anonymous pseudonyms themselves, like federal farmer and so forth. basically, they said to not ratify the constitution unless it contains a bill of rights. and based on this opposition many of the state ratifying

i'm david culver on george mason university's campus. coming up we'll show you what those recommendations are and >>> after eight months, hundreds of hours of committee meetings tonight virginia campus sexual violence task force has issued its final recommendations to the reporter. >> david culver is live at the george mason yufrpt to look at how the proposed safety changes are being received. >> reporter: wendy and jim, this is a process that began back in august. tonight the task force has submitted 21 recommendations to the governor. they're hoping these recommendations will ultimately prevent sex assaults on virginia's college campuses. look around george mason university's fairfax campus. final exams over graduation over. virginia leaders are already planning ahead to when most classes are back in session. >> every student needs to know that their school and their state are committed to keeping them safe and encouraging their success. >> reporter: out of richmond the final recommendations from the campus sexual violence task force.

david wright object to one of the proposal, to move the alcatraz ferry operation to pier 3 at fort mason which would bring traffic and other disruptions into a tranquil secluded part of the marina district. the park service is also evaluating a move back to its former home base of pier 41 but that would replace the commuter ferries or it might just stay put. the negotiations involve financing and investment in the infrastructure. >> the financial picture we understand what that is in fort mason because that's a national park service site and so in order to have a range of alternatives, we wanted to look at all potentially viable alternatives. >> court officials are fighting to keep the ferries from floating off their property, but say the national park service is asking for unusual terms to stay. >> it would put maintenance and repair of their site above others and that's really not part of the plan for the port. >> the commission president says the feds have pulled a bad offer off the table and now both sides are optimistic an agreement can be reached. >> in san francisco, carolyn tyler
